    Request for Proposal - Development of a Capacity Assessment Tool and Training Materials for Community Leaders Supporting Community Reintegration

    Project Scope

    The contract will cover the development of a capacity assessment tool to identify the gaps in the knowledge and skills of community leaders to anchor and support reintegration, reconciliation, and peace building efforts in their communities. In addition to developing the tool, the successful consultant will deliver Train-the-Trainer capacity building workshops for Neem staff that will
    be responsible for conducting the assessment and training community leaders. The consultant is also expected to develop context-appropriate training materials that will be used to build the capacity of community leaders to achieve the same goals as listed above – reintegration, reconciliation and peace building. The training materials and assessment tool must be culturally
    appropriate, and act as a training guide for the delivery of training sessions for various categories of community leaders to aid in the establishment of a reintegration platform. Priority will be given to proposals that detail in the capacity assessment tool and training materials content that explains the key skills relevant to promoting reintegration such as – conflict management, mediation, collaborative
    leadership skills, and problem-solving skills. Priority will be given to proposals that develop the English, Hausa, and Kanuri versions of the capacity assessment tool and training materials.

    Key Components and Deliverables
    Key Components of the Capacity Assessment Tool and Training Materials
    The assessment tool and training materials must take into account the context and culture of Northeast Nigeria and take lessons learned from other regions. The training materials will cover (please be aware that this list is not exhaustive and will be subject to discussion during the procurement selection stage):

    • Conflict management skill
    • Mediation
    • Collaborative leadership skill
    • Problem solving skill

    Key Deliverables Includes:
    Development of Training Materials
    The Training material should contain the objective of each session, knowledge material on the different topics enriched with practical, contextualized and culturally appropriate examples, outline of the training methodology (which could range from role play scenarios, games, other interactive exercises, possible issues for discussions, experience sharing sessions, prepared with visual aids for an audience that is semi-literate and illiterate.
    Review of the Training Materials
    The Consultant in conjunction with Neem Foundation and other relevant stakeholders at the community level will review the document to ensure that it is user friendly and all materials and contextualized case studies are included.
    Pilot Test
    The training materials will be piloted for usability and understanding for a sample group of 10 Neem staff. The cost for hosting the pilot training will be borne by Neem Foundation while the selected Consultant is expected to participate in the pilot training in order to collect feedback that will be used to revise the training material if necessary.
