    Project Procurement Manager LNG Plant

    Job Purpose

    • The Project Procurement Manager is responsible for planning, managing, and delivering procurement activities for assigned projects, ensuring that all required materials, equipment, services, and contractors are sourced and delivered on time, at the right quality, and at the best commercial value.
    • The role will manage the end-to-end project procurement cycle, from sourcing and tendering through negotiation, contracting, expediting, delivery, and close-out. The Project Procurement Manager will work closely with Project Management, Engineering, Finance, Operations, Legal, and other stakeholders to ensure procurement activities support project timelines, budgets, specifications, and quality requirements.

    Key Responsibilities

    Project Procurement Planning

    • Develop project-specific procurement plans aligned with project scope, budget, timelines, and milestones.
    • Translate project requirements into procurement packages, sourcing strategies, and procurement schedules.
    • Identify long-lead items and critical procurement activities requiring early intervention.
    • Establish procurement priorities based on project timelines and business requirements.
    • Monitor procurement activities against the overall project programme.

    Sourcing & Vendor Management

    • Identify, evaluate, and recommend suitable suppliers, contractors, and service providers.
    • Manage competitive sourcing, RFQs, RFPs, tenders, and bid processes in accordance with Company policy.
    • Conduct supplier due diligence and ensure vendors meet the Company's onboarding requirements.
    • Maintain a strong supplier base capable of meeting project specifications, timelines, and quality standards.
    • Monitor supplier performance throughout the project lifecycle.

    Commercial Evaluation & Negotiation

    • Lead commercial evaluations of supplier quotations and proposals.
    • Conduct price benchmarking and market assessments to establish competitive pricing.
    • Negotiate pricing, payment terms, warranties, delivery schedules, and other commercial conditions.
    • Identify opportunities for cost savings and value engineering without compromising project quality or timelines.
    • Ensure procurement decisions deliver value for money.

    Contract & Purchase Order Management

    • Coordinate the preparation, review, and issuance of purchase orders and procurement contracts.
    • Ensure contractual terms accurately reflect agreed specifications, pricing, quantities, delivery schedules, and commercial conditions.
    • Work with Legal and relevant stakeholders on contractual risks and obligations.
    • Monitor supplier compliance with contractual requirements.
    • Manage variations, extensions, claims, and commercial issues arising during project execution.

    Project Delivery & Expediting

    • Track supplier commitments and ensure timely delivery of materials, equipment, and services.
    • Establish expediting plans for critical and long-lead items.
    • Follow up with suppliers to resolve production, logistics, or delivery delays.
    • Coordinate with project teams to ensure procurement schedules remain aligned with construction/implementation activities.
    • Escalate potential delays that may affect project milestones.

    Quality & Specification Compliance

    • Ensure procured materials, equipment, and services conform to approved specifications and quality standards.
    • Work with Engineering, Quality, and Project teams to verify technical requirements before purchase.
    • Coordinate inspection and testing requirements where applicable.
    • Ensure deviations or substitutions are formally reviewed and approved before acceptance.
    • Investigate and resolve supplier quality issues.

    Cost & Budget Control

    • Monitor procurement spend against approved project budgets.
    • Maintain accurate procurement commitments and expenditure forecasts.
    • Identify and report potential cost overruns, savings opportunities, and commercial risks.
    • Support project cost-control activities through accurate procurement data.
    • Ensure procurement commitments are properly authorised before expenditure is incurred.

    Stakeholder Management

    • Work closely with Project Managers, Engineering, Finance, Operations, Legal, Quality, and other relevant functions.
    • Provide regular updates on procurement status, risks, savings, supplier performance, and delivery timelines.
    • Participate in project review meetings and provide procurement input into project decisions.
    • Resolve procurement-related issues promptly and escalate significant risks where necessary.

    Procurement Governance & Compliance

    • Ensure all project procurement activities comply with Company procurement policies, approval limits, and delegated authorities.
    • Maintain complete and auditable procurement documentation.
    • Ensure competitive sourcing requirements and approved exceptions are appropriately documented.
    • Ensure vendor onboarding and due diligence requirements are completed before engagement.
    • Promote transparency, ethical sourcing, confidentiality, and integrity throughout the procurement process.
    • Identify and escalate potential conflicts of interest or procurement irregularities.

    Risk Management

    • Identify procurement risks that could affect project cost, quality, schedule, or delivery.
    • Develop mitigation plans for supplier, logistics, pricing, availability, and other procurement risks.
    • Monitor market conditions affecting key commodities, equipment, and services.
    • Develop contingency sourcing strategies for critical materials and suppliers.

    Procurement Reporting

    • Maintain an accurate procurement tracker covering requisitions, RFQs, evaluations, purchase orders, deliveries, and outstanding actions.
    • Prepare regular procurement status reports for Project and Management teams.
    • Report procurement savings, commitments, supplier performance, delivery status, and key risks.
    • Maintain appropriate procurement records for audit and project close-out.

    Team Leadership

    • Lead and coordinate procurement resources assigned to projects.
    • Set clear objectives and priorities for project procurement activities.
    • Coach and develop procurement team members.
    • Promote accountability, commercial discipline, and compliance within the procurement function.
    • Allocate procurement responsibilities based on project priorities and individual capability.

    Requirements

    • Bachelor's degree in Supply Chain Management, Procurement, Business Administration, Engineering, Finance, or a related discipline.
    • Professional certification such as CIPS, CPSM, or equivalent is strongly preferred.
    • 7–10 years' experience in procurement, with significant experience managing procurement for projects.
    • Experience in project-based procurement, construction, manufacturing, engineering, infrastructure, FMCG, or other capital-intensive environments.
    • Strong experience in sourcing, tender management, commercial negotiations, contract management, and supplier management.
    • Demonstrated experience managing multiple procurement packages and project deadlines simultaneously.
    • Strong understanding of procurement governance, vendor due diligence, and contract/commercial principles.
    • Strong analytical and negotiation skills.
    • Excellent stakeholder management and communication skills.
    • Strong proficiency in Microsoft Excel and procurement/ERP systems.
