Project Officer at Global Fund

Background

• The Global Survivors Fund (“GSF”) was launched in October 2019 by Dr Denis Mukwege and Nadia Murad, Nobel Peace Prize laureates 2018. Its mission is to enhance access to reparations for survivors of conflict-related sexual violence around the globe, thus responding to a gap long identified by survivors.
• GSF acts to provide interim reparative measures (IRM) in situations where states or other parties are unable or unwilling to meet their responsibilities. GSF advocates for duty bearers as well as the international community to develop reparations programmes.
• It also guides states and civil society by providing expertise and technical support for designing reparations programmes. GSF’s survivor-centric approach is the cornerstone of its work.

Role Summary

• The main role of the Project Officer is to coordinate and support the design, implementation, monitoring and evaluation of the project of interim reparative measures for survivors of conflict-related sexual violence in Adamawa and Bornu, as well as to ensure effective coordination and collaboration between GSF and the implementing partner the Center for Girls Education (CGE).
• The Project Officer will work under the supervision of the GSF project coordinator on Nigeria. She/He will also receive supervision, support and input from GSF Interim Reparative Measures Projects team.

Responsibilities
Project framing:

• Coordinate the timeline for the implementation of the different phases and be responsible for adherence to project implementation timelines;
• In coordination with GSF and CGE, contribute to the establishment, onboarding and training of:

The Project Coordination Team:

• The field team, including a team of psychosocial assistants, case workers, finance officers and others;
• The Steering Committee – including the adoption of its internal rules and procedures;

Project Management:

• Ensure the implementation of key GSF principles, especially the survivor-centric approach: co-creation and active participation of survivors at all stages of the project;
• Ensure effective coordination of the project with all project partners, including GSF, CGE, survivors/survivor association, other implementing partners, and the Steering Committee, and ensure consultation with and involvement of other relevant stakeholders (e.g. state authorities, local authorities, the UN, experts, civil society organisations);
• Ensure the smooth implementation of the project as resulting from the framework project agreement, project agreement per phase and in the respect of the budget’s limitations; Propose necessary adaptation in the best interest of survivors;
• Contribute to supervise and manage the project team, including through regular debriefings;
• Contribute to the activities of the Steering Committee and facilitate internal communication, meetings and follow-up, including for the validation of key project steps and decisions;
• Develop and supervise potential partnerships with external partners at various stages of the project (e.g. for the provision of IRM);
• Organise and carry out regular missions to oversee the implementation of the project in Adamawa and Bornu;
• Oversee the collection, safekeeping and protection of data in the framework of the project;
• Contribute to external communication about the project, including by supporting the collection of relevant materials and representing the project on communication platforms, as may be required;

Identification of Survivors:

• Ensure implementation of key GSF principles, especially co-creation, the survivors centred approach and multistakeholder participation
• Support the organisation and carry out exploratory and identification missions and activities with survivors in selected locations;
• With survivors, the Steering Committee and input from GSF and CGE contribute supervise the design of the identification process, and ensure smooth implementation, including individual interview of survivors and verification process by the Steering Committee.
• Identification and implementation of IRM:
• With survivors and the Steering Committee, contribute to supervise the design of the process for identifying individual and collective IRM, including modalities to ensure sustainable and transformative impact, and their validation by the Steering Committee;
• Support the coordination of the monitoring of the implementation of various forms of IRM decided by survivors including by identifying and reaching out to external partners as well as thorough risk identification, monitoring and management by the coordination team;
• Propose rapid responses to mitigate the risks or rapidly react, consult with the steering committee when relevant.

Monitoring and Evaluation:

• Ensure regular monitoring and individual accompaniment of survivors, including by the team of psychosocial assistants and case workers;
• Provide support for carrying out of GSF methodology to measure the impact of IRM and the overall evaluation process, as may be required;
• Contribute to implement GSF measurement of impact of the interim reparative measures in survivors’ life.

Reporting:

• Organise weekly meetings and send monthly progress reports to GSF coordinator on Nigeria;
• Supervise and contribute to effective and timely reporting by the partners including for financial and narrative reporting to GSF;
• Ensure validation of different project steps and key decisions by GSF and CGE, including missions, preparatory documents and budget, and inform them of potential delays and challenges in a timely manner;
• Collect best practices, debrief with project team, participate in exchanges with other teams, and contribute to GSF project methodology tools;
• Provide input on other GSF reports and documents as may be required;

Advocacy:

• Together with survivors, the Steering Committee, supervise and contribute to the design of an advocacy strategy and in liaison with GSF Advocacy Unit;
• Supervise the implementation of the advocacy strategy, including through meetings with relevant stakeholders, potential partnerships, the development of tools and documents, and/or the organisation of workshops and conferences, as may be required.

Position Requirements
Education and Experience:

• A Degree in Law, International Relations, Political Science, Sociology or related discipline, or any related equivalent studies or experience;
• A Master’s Degree is an added advantage.
• At least 5 years of relevant professional experience working on project management or project design in relation to human rights, humanitarian law, conflict-related sexual violence, reparations, and/or transitional justice, preferably in Nigeria;
• Very strong experience in project management, team management, and risk mitigation – especially related to sexual and gender-based violence.
• Strong experience working with survivors of conflict-related sexual violence, survivor associations and/or national civil society organisations.
• Strong knowledge of and experience with the survivor-centric approach, in line with existing good practice and guiding principles.
• Experience in budgeting, data protection, communication, and/or monitoring and evaluation.
• Robust planning and organisation skills, strong sense of initiative, ability to identify priorities and adjust plans and actions as necessary.
• Problem-solving and solution-oriented, ability to work independently, including from distance, and under tight deadlines.
• Transparency and excellent reporting to supervisors.
• Good drafting and editing skills in English; English is the working language of the Global Survivors Fund.
• A proficient knowledge of Hausa is relevant, and a good knowledge of Kanuri is an advantage.
• Professional demeanour and excellent verbal communication skills.
• Ability to travel and go on regular missions to various LGAs in BAY states.
• Ability to work as part of team and to bring and maintain a good team spirit.
• Proficiency in computer applications such as Ms Word and Excel.
• Excellent tech savvy and modern communication skills.
