    Project Officer - Cities and Climate

    Job Description

    ARCTIC INFRASTRUCTURE (AI) is a private establishment with a broad focus on infrastructure delivery, urban development and the environment. It is a development organization engaging in the planning, procurement and management of infrastructure and spaces.

    ARCTIC INFRASTRUCTURE (AI) envisions a world where access to sustainable infrastructure and livable environment will not be restricted to any human being based on social, economic or spatial status. It is committed to improving access to good living conditions and promotes harmony between development and the environment.

    Since establishment, ARCTIC INFRASTRUCTURE (AI) has been making a significant impact in housing, transportation, energy, healthcare, water, sanitation and climate change impacts. AI’s projects and programs are focusing on urban transformation that provides more inclusive, equitable, sustainable, resilient and affordable urban infrastructure and services to meet the essentials of growing cities’ population, especially in developing countries. Projects and programs are aligned to reducing climate change impact and achieving the provisions of the relevant Sustainable Development Goals

    In strengthening its capacity to deliver on climate resilient infrastructure and city’s sustainability, a position of Project Officer – Cities and Climate has emerged in the organization.

    The incumbent will report to the Head of Project and the Board, and have direct Responsibilities as follows;

    • Align relevant AI’s projects to global climate actions and tools.
    • Coordinate a larger Project Team in the planning, organization and implementation of the projects and programs to their logical conclusions.
    • Identify, explore and integrate emerging and innovative technologies into AI’s projects including but not limited to housing, transportation, water and sanitation, building construction, energy and strategic urban management.
    • Develop, lead and manage projects that address challenges of climate change (adaptation and mitigation projects) in African cities from inception to completion.
    • Coordinate the environmental and economic feasibility studies for climate resilience projects.
    • Develop proposals to access finance for climate-related projects in African cities
    • Coordinate the financial modelling, structuring and planning for climate-related projects.
    • Produce maps, plans and other development management guides that could respond to the challenges of cities in developing countries with considerations for climate change crisis, low carbon emission, smart concepts, and other emerging models that will shape the future of cities.
    • Manage the technical and administrative parts of development projects and submit technical and activities reports as and when due.
    • Develop urban development project proposals and support various urban policy formulation programs.
    • Ensure strict implementation of the project plan in accordance with project management methods, standards and processes while accommodating and managing successfully unexpected activities.
    • Prepare infrastructure project bids, budgets, narrative and financial reports regularly.
    • Manage, analyze and store information on the progress of the projects using relevant software applications.
    • Lead in coordinating new and relevant technology, software, and applications inputs into AI’s projects, programs and activities from time to time.
    • Prepare projects, activities and other relevant reports on schedule.
    • Ensure that all logistics for project implementation are available on schedule.
    • Develop a procedure for managing, tracking, monitoring and recording project costs.
    • Ensure that all project’s deliverables are accomplished within the stipulated period in the implementation plan.
    • Execute any other technical and administrative roles as may be assigned by the Head of Project.

    The incumbent will be selected based on the following criteria;

    • Bachelor’s Degree (Master’s Degree will be a good advantage) in Climate Science, City Development, Urban and Regional Planning, Environmental Resource Management, and other related fields.
    • 2 - 5 years experience in climate related work, city design, project design, infrastructure policy and urban development infrastructure projects.
    • Membership of relevant professional associations is an added advantage.
    • Excellent knowledge in Geographic Information Systems (GIS), climate mapping tools, and infrastructure program management is an added advantage.
    • Ability to independently formulate plans and proposals and able to implement same.
    • Ability to work in a team and bring new innovations to programs and projects.
    • A vibrant and self-starter with ability to motivate colleagues.
    • Strong writing and verbal communication skills.
