    Procurement & Tender Engineer

    JOB SUMMARY

    This position has the following responsibilities;

    • Must have tendering/sales experience.
    • Knowledgeable of the intricacies of international procurement.
    • Knowledgeable in the use of sourcing and Purchase-to-pay tools.
    • Understand the SC principle of separation and segregation of duties.

    JOB DESCRIPTION

    • Conduct a first-level review of ITT SoW and identify material and service scopes for procurement.
    • Contribute to value engineering to optimize spending.
    • Early detection technical requirements such as standards, certifications, material type, testing, etc. that could impact the cost.
    • Demonstrate the contribution of effective procurement in improving profitability, savings, and efficiencies for OSL.
    • Ensure flow down of ITT documentation requirements to SDRL.
    • Ensure that requisitions, orders, invoices, and other documentation relating to procurement and supply are clear and accurate.
    • Analyze and allow for the risk of the impact of legislation, and macroeconomic factors on purchasing activities.
    • Promote the use of GEP-SMART, SAP, and other e-sourcing and e-tendering systems to internal stakeholders to perform key tasks in procurement and supply.
    • Calculate the basic financial analysis of costs and prices and use this data to negotiate with Suppliers.
    • Contribute to the preparation of contracts and agreements.
    • Highlight cash flow constraints and opportunities in milestone payment negotiation with Suppliers.
    • Liaise with internal stakeholders to review and clarify requirements to ensure that value is generated through the sourcing of goods and services.
    • Make recommendations and obtain approvals within delegated levels of authority for the award of contracts.
    • Compile timely and accurate ITT considering the requirement of stakeholders such as ITP requirements for each materials type etch.
    • Carry out and record discussions with suppliers and markets in appropriate circumstances to develop improved commercial and technical solutions. 
    • Develop, maintain, and improve relationships with internal stakeholders to promote relationships with internal stakeholders, suppliers, and customers to promote effective procurement and supply.
    • Assist budget holders and internal estimators in determining the appropriateness of benchmark techniques against the current market trend. 
    • Operate and support the implementation of contract management systems, taking actions for controlling variations from planned performance.
    • Analyze value criteria and suggest ways to achieve a balance in the procurement of goods and services in own area of responsibility.
    • Analyze data showing forecasts for actual expenditure and extreme variances between forecasted and actual expenditure, taking account of market trends. 
    • Capture the commercial implication of all technical changes during evaluation and execution.
    • Identify potential impacts of modern slavery on procurement and supply activity, recognizing when breaches have occurred and escalating these as appropriate. 
    • Ensure own compliance with ethical practices when sourcing goods or services for OSL.

    JOB EXPERIENCE

    • Must have an Engineering background.
    • 2 to 3 years of experience in an engineering, sales, or procurement role.
    • CIPS level 4 is an added advantage
