    Northeast Governors’ Forum Strategy Expert

    Background:

    The Rural Resilience Activity is a five-year, $45 million USAID-funded Program in Nigeria’s northeast, and other operational locations like Kebbi, Niger, Benue, and Ebonyi states. The purpose of the Rural Resilience Activity is to sustainably move people out of chronic vulnerability and poverty. The Rural Resilience Activity will enable individuals and communities to engage in strong and sustainable market systems rather than continuing to rely on humanitarian assistance and faltering with each new shock. To achieve this purpose, the Activity will have five components and five cross cutting elements:

    Component 1: Provide up-to-date evidence for selection of market systems, livelihoods and employment opportunities that contribute to inclusive and resilient growth and improved nutrition.

    Component 2: Stimulate market systems growth and diverse economic opportunities (Pull activities).

    Component 3: Build capacity to take advantage of market systems opportunities (Push activities).

    Component 4: Sequencing, layering, integrating (SLI), and collaborative learning to improve activity effectiveness, sustainability, and scale.

    Component 5: Supporting Market Resilience to COVID-19 Shocks

    Purpose / Project Description:

    The Northeast Governors’ Forum (NEGF), formally established in April 2020 seeks to serve as a platform to move the common interests of the six Northeast states of the region. The concept of the NEGF was initiated in the region’s development strategy plan completed in 2014. The Northeast States Transformation Strategy (NESTS) had advocated for the Governor’s Forum to among other things:

    A.     Promote regional integration, cooperation and collaboration for economic growth and sustainable development of the region.

    B.     Provide a mechanism and framework for the Northeast sub-region to work together in areas of mutual interest.


    The Northeast Governors’ Forum Strategy Expert will develop a Corporate Plan and Identity for the Northeast Governors Forum Secretariat. While complying with the requirements of a corporate plan, the plan envisaged under this position description is expected to provide answers to the following questions:

    • What are the vision and mission of the organization?
    • What are the long-term goals, medium term objectives and short-term plans for the organization?
    • What will the succession arrangement (tenure, retirement etc.) for key Officers (the Director General and Directors) of the Secretariat?
    • Are the existing structure and extant staff functions optimal for sustainability and effectiveness of the Secretariat? If not, what changes should be made?
    • What systems and processes does the Forum need to put in place that the Secretariat remains an “ongoing concern” and is able to support political transitions in the Forum?
    • How will the interest of individual states be aligned?

    STRATEGY & VISION

    • Produce a final draft of the North East Governors’ Forum Secretariat Corporate plan, incorporating relevant review comments.
    • Develop and agree an approach paper for delivering the assignment.
    • Develop and agree presentations and tools to be used during a strategy session.
    • Facilitate and document the outcome of a strategy session.
    • Support the North East Governors’ Forum Secretariat to validate the outcome of the strategy session with members of the North East Governors’ Forum and other key Stakeholders.

    Consultant Deliverables:

    Expected outputs:

    • Strategy Session materials: an activity schedule, handouts, PowerPoint presentations.
    • A Corporate plan for the Northeast Governors Forum Secretariat.

    Timeframe / Schedule:

    Due dates for deliverables and activities – no tables or charts because they don’t load into Jobvite

        15 days in 4 months (6th June – 6th September 2022).

    The Consultant will report to:

    • Provide team member name and job title (must be MC staff – national, expat or US based)
    • The Consultant will report to the Chief of Party (Rural Resilience Activity).

    The Consultant will work closely with:

    Optional – E.g. TSU, Program Desk Officers, XXXX Program Manager

    The Consultant will work closely with the Chief of Party (Rural Resilience Activity), the Director General and Directors of the Northeast Governors’ Forum (NEGF) Secretariat.

    Required Experience & Skills:

    Mercy Corps standard is 5-10 years of relevant experience for consultants

    Qualifications, Skills, and Experience

    • At least 20 years of experience in Public Administration, Organization, and corporate planning.
    • Strong written and verbal communication skills (Proficiency in English).
