The conflict in Northeast Nigeria, stemming from the insurgency of non-state armed groups (NSAGs), has been at its peak since its inception. Millions of people have been displaced due to the growing insecurity, which has harmed agricultural productivity and other livelihoods, disrupted essential services, and triggered a security crisis.
The northeastern states of Borno, Adamawa, and Yobe (BAY states) will continue to require humanitarian assistance in 2022 for an estimated 8.4 million people. As of February 2022, 2.2 million people were internally displaced, 1.5 million returnees needed essential services and livelihood access, and 3.9 million residents of host communities were affected by the presence of internally displaced people (IDPs) (HNO 2022).
In "garrison towns," where the Nigerian Armed Forces patrol dangerous-to-cross perimeters, hundreds of thousands of IDPs are gathered. This leads to overcrowded and unhealthy living conditions. A large cholera outbreak in the BAY states in 2021 highlighted the population's vulnerability and the difficulty and importance of preventing severe threats to life and well-being.
Although some people have developed coping mechanisms, the vast majority of IDPs rely on humanitarian aid to some extent, especially those who live in camps and suffer from movement restrictions and a scarcity of livelihood opportunities. 1.82 million of the 2.22 million IDPs in need live in LGAs with “extreme” or “severe” inter-sectoral needs where the population is severely impoverished and deprived.
In addition, cholera and waterborne disease outbreaks have high risks of occurrence in the BAY states, especially throughout the Lean season. In Nigeria, 111,062 suspected cases, including 3,603 deaths, have been reported in 2021, affecting children 5 to 14 years old. Borno is among the five states that report more than 1,000 cases yearly (NCDC, January 2022). Furthermore, Yobe and Borno were in the Top 10 states to show cumulative cases, with 83% and 79% of cumulative total cases in 2021, from 2020. In January 2022, the NCDC stated that a lesson learned from 2021's epidemic is to develop state-level preparedness and response plans. This proposed grant would fit within this strategy, notably by enabling EYN to use its expertise to be ready to respond to an outbreak within 48 to 72 hours.

JOB BRIEF/OBJECTIVES:
EYN aims to strengthen its program’s development based on an in-depth knowledge of the needs and communities of intervention. In view of this, EYN is planning a WaSH needs assessment in November 2022 in Gwoza LGA (Pulka Community) in Borno State.
We are looking for a qualified Need assessment Consultant (WaSH) to conduct an assessment aimed at identifying the population's WaSH needs. The analysis will guide the prioritization of needs, gaps, and security landscape to inform proposals and responses to operational expansion.
Specifically, it will allow us to:
METHODOLOGY
The individual consultant will be responsible for developing an assessment strategy and methodology that includes qualitative and quantitative data collection. The quantitative data will be collected through a cross-sectional household survey using questionnaires deployed through Kobo Toolbox, and qualitative methods will consist of KII and FGDs. The detailed methodology will be presented as part of the inception report and draft work plan outlined in the deliverables.
