    National Programme Officer

    MAIN RESPONSIBILITIES 

    • Conduct analytical work related to programme development including needs assessments in the countries of coverage, gather data, participate in joint studies, prepare good practice cases and policy briefs on inclusive and sustainable industrial development within the context of national and regional priorities and consistent with UNIDO's mandate.
    • Update country/regional industrial performance profile, promote and contribute to the implementation of regional/country programmes for partnership and projects.
    • Undertake  and contribute to the development and formulation of programme/project related work that cut across the varied and wide mandate of UNIDO, including joint programming and activities; comprising project identification, formulation, implementation, monitoring, reporting and evaluation, drafting of project documents, job description of staff, terms of reference, training arrangements and review consultants/experts' reports according to UNIDO rules, regulations and standards as well as joint UN practices at the country level;
    • Participate actively in the UN coordination process; represent the field office in working groups and committees; drafts joint documents such as the United Nations Sustainable Development Cooperation Framework (UNSDCF);
    • Contribute to the alignment of the ISID and UNIDO’s initiatives to national strategies and development plans, donor priorities and the UNSDCF and joint programming at the technical level;
    • Advocate for UNIDO mandate and expertise, promote UNIDO’s successes and engage with the government, traditional and new donors, financing institutions, multilateral and bilateral partners, private sector, majors of industry, academic institutions and other strategic partners for partnership for UNIDO-led programmes and projects.
    • Identify national/local and regional needs and donor priorities to ensure effective resource mobilization and partnership development.
    • Prepare technical papers on UNIDO thematic areas and relevant activities for presentation at seminars and workshops on behalf of UNIDO;
    • Guide and assist national project coordinators to cultivate representational skills, good public relations and network with stakeholders.
    • Prepare relevant promotional and publicity material for internal and external communication.
    • Prepare and submit progress reports on programmes/projects and periodic reports of the Nigeria Programme for Country Partnership (PCP) for the field office, according to the standard formats for submission to headquarters and to joint UN entities at the country level under the supervision of the UR.
    • Monitor and report on UNIDO’s service delivery activities related to ongoing programmes and projects that cut across thematic areas in the countries of coverage.
    • Support the UNIDO Representative in preparing and submitting annual business plans and annual reports to the Africa Regional Coordination Division (GLO/RFO/AFR).
    • Represent the organization at various events of relevance to UNIDO as required and directed by the UR/Director.
    • Ensure that all UNIDO Administrative and Financial Rules and Regulations, as well as the official communication channels are followed in daily operations, including the responsibility for signing official documents once delegated; upon being assigned and authorized, undertakes officer-in-charge functions in the absence of the UR/Director;
    • Perform any other duties which the UR/Director may assign, including supervision of the administrative and operational activities of the UNIDO Sub Regional Office in Nigeriaa.

    MINIMUM ORGANIZATIONAL REQUIREMENTS

    Education:

    • First-level university (bachelor’s or equivalent) degree in degree in economics, business management, engineering, environmental studies, agriculture or other closely related fields relevant to UNIDO mandate is required. An advanced university degree (master’s or equivalent) or Doctorate in the same fields are accepted with a reduced requirement for years of professional experience.

    Experience:

    A minimum of professional experience aligned with the educational level is required, as follows:

    • First-level university degree (Bachelor’s): at least 8 years of relevant professional experience
    • Advanced university degree (master’s or equivalent): at least 5 years of relevant professional experience
    • Doctorate: at least 3 years of relevant professional experience.

    Experience, technical knowledge and functional expertise:

    • Progressively responsible professional experience, involving the design and implementation of technical cooperation projects at national level, is required.
    • Relevant experience, particularly in areas of agriculture, environment and energy linked to industry, is required.
    • Experience in all phases of the Project Cycle is required.
    • Knowledge of UNIDO mandate and portfolio in the countries of coverage is required.
    • Solid knowledge and experience in project development, monitoring and reporting of technical cooperation activities of the UN or similar institutions is desirable.
    • Adequate knowledge of Government working procedures in the area of sustainable industrial development as well as United Nations Systems are highly desirable.
    • Strong analytical capabilities and proven ability to contribute to knowledge products and reports are desirable.
    • Good knowledge of national institutions and demonstrated public relations is desirable.
