    Movement Cooperation Specialist (Finance Development Officer)

    1-year Fixed Term

    The Finance Development (FD) Officer, in close coordination with the ICRC Cooperation Coordinator and FD Delegate will support the Nigerian Red Cross Society (NRCS) to strengthen their financial management capacity aligned with the FD plans and pre-established agreements. The eventual goal of the intervention will be to enable the NRCS in becoming an efficient, self- sustained and accountable humanitarian actor .The FD officer will provide technical expertise in designing/modifying internal controls, ensuring compliance, deployment of an ERP (Odoo) and improved accountability and transparency at all levels of the Organisation via internal & external audits and dissemination of relevant policies and procedures.
    Main Duties and Responsibilities

    • Ensure Improved financial management which is grounded in a need’s assessment; by conducting needs assessment using
    • the COSO & McKinsey 7S approach. Based on the due diligence findings, prepares project packages including plan of
    • actions, budgets, monitoring plans, risk assessments and log frames.
    • Assist NRCS in financial statement preparation using IFRS as applicable in Nigeria.
    • Coordinate and assist in Internal Audits in accordance with the Standards of Internal Audits (SIAs).
    • With NorCross technical support, support NRCS in addressing findings of internal and external auditors.
    • Prepare, review and conduct dissemination (trainings) of policies and procedures throughout NRCS including those on Fraud and Corruption & the Finance & Accounting manual.
    • Assist in improving the role of governance in the provision of oversight related in particular to the financial management of the NRCS
    • Improve efficiency and effectiveness of Internal Controls; Assist NRCS, in preparing an “As is” Process Model including
    • control summaries and internal control coverage matrixes.
    • Assist in planning, implementing and monitoring of “should be” processes and new/modified internal controls.
    • Support NRCS in the deployment of the ERP while working closely with departmental heads, ensure smooth transition and
    • key KPI’s are met including timely monthly closure of accounts, reports generations and its appropriateness while liaising with
    • the service provider for any technical issues for immediate correction
    • Identify system training needs on a continuous basis and working with the service provider to ensure those are met
    • In coordination within country movement partners, work towards standardisation of financial reports via the new ERP.

    Education and Experience Required

    • Certified Public accountant, Chartered Accountant or ACCA (CPA, ACCA, ICAN)
    • Minimum of 5 years’ experience of coaching, facilitating, managing and/or supporting staff in financial management and or audit field.
    • 3-5 years’ experience in a Big Four audit firm is desired
    • Previous experience in humanitarian/aid organization preferably in a developing/conflict country/context is added advantage.

    Desired profile and Skills

    • Familiarity with the COSO Framework on Internal Controls, IAS, IFRS and SIAs.
    • Proficient with Microsoft Visio and Excel.
    • Familiar with ERP’s and their respective deployments.
    • Familiar with capacity building of implementing partners or organization.
    • Proven negotiation and communication skills and program management skills.
    • Team player
