    Monitoring & Evaluation Officer

    Position Summary

    • The M&E Officer will support monitoring, evaluation, accountability, and learning activities for the NHCI (Nigeria Hypertension Control Initiative) Program. The role will strengthen data systems, promote learning and adaptive management, support mentorship and capacity building, and contribute to social and behavior change communication (SBC), stakeholder engagement, and advocacy efforts.
    • The M&E Officer will work closely with program, SBC, advocacy, operations, and business development teams and may be assigned additional responsibilities across Project HOPE’s Nigeria portfolio as needed.

    Key Duties and Responsibilities

    Monitoring, Evaluation, Accountability and Learning

    • Support the design, implementation, and strengthening of M&E systems, including indicators, tools, data flows, and quality assurance processes.
    • Contribute to the development and revision of performance frameworks, monitoring plans, and reporting tools in line with Project HOPE and donor standards.
    • Collect, analyze, visualize, and synthesize program data to inform decision-making, adaptive management, and quality improvement.
    • Provide timely, accurate data for routine, periodic, and ad hoc donor and internal reports.
    • Support evaluations, implementation research, and learning activities, including documentation of lessons learned and best practices.
    • Develop dashboards, briefs, case studies, and success stories for internal and external dissemination.

    Capacity Building, Mentorship, and Supportive Supervision

    • Provide training, mentorship, and ongoing technical support to state, LGA, and facility-level staff.
    • Conduct supportive supervision and monitoring visits to verify data accuracy, assess program implementation, and strengthen local capacity.
    • Support the use of routine data for facility- and LGA-level performance review and quality improvement.

    Social and Behavior Change Engagement

    • Support integration of M&E into SBC strategies, community engagement activities, and demand-generation interventions related to hypertension prevention and control.
    • Track and document outputs and outcomes from community-based and facility SBC interventions.

    Stakeholder Engagement and Advocacy

    • Support engagement with government counterparts, implementing partners, donors, professional bodies, civil society organizations, and community stakeholders.
    • Contribute to evidence generation and packaging of data to inform policy dialogue, advocacy, and strategic decision-making at national and sub-national levels.

    Cross-Project and Organizational Support

    • Collaborate with other Project HOPE departments to ensure integrated monitoring, evaluation, and reporting across programs.
    • Support proposal development, concept notes, and business development activities by contributing data, indicators, and evidence of impact.
    • Perform other duties as assigned to support Project HOPE’s broader health and development portfolio.

    Required Qualifications and Experience

    • Bachelor’s degree in public health, epidemiology, biostatistics, information management, economics, or a related field required; Master’s degree preferred.
    • Minimum of 5 years’ experience in monitoring, evaluation, and learning for public health or development programs.
    • Demonstrated experience implementing project-level or national/state-level M&E systems.
    • Strong skills in data collection, analysis, management, visualization, and reporting.
    • Experience with health information systems, including DHIS2.
    • Proficiency in MS Office (Excel, Word, PowerPoint); experience with Power BI, SPSS, Epi Info, Stata, or similar tools is an asset.
    • Knowledge of Nigeria’s health system and donor-funded programs; experience with Global Fund–supported projects is an advantage.
    • Excellent written and verbal communication skills in English.
    • Ability to work independently, manage competing priorities, and meet deadlines in a fast-paced environment.
    • Strong interpersonal skills and ability to work effectively with multidisciplinary and multicultural teams.

    Physical Demands and Work Environment

    • Ability to travel domestically, including to locations classified as hardship environments.
    • Ability to work in office and field-based settings and use standard office equipment.
    • Ability to communicate effectively in written and verbal form.
    • Moderate physical activity, including walking and carrying materials during field visits, may be required.
