Monitoring, Evaluation and Learning (MEL) Expert at Ipsos

JOB ROLE

• We are seeking an experienced Monitoring, Evaluation and Learning (MEL) Expert to lead the design and delivery of high-quality MEL frameworks that support evidence-based decision-making and program effectiveness. The successful candidate will be responsible for developing and implementing MEL strategies aligned with theories of change and results frameworks, ensuring that projects generate actionable insights and measurable impact.
• The role will involve designing monitoring systems developing indicators, conducting evaluations, and producing insightful learning reports that inform strategic decisions. The MEL Expert will also oversee quality assurance across all stages of MEL work, including data collection, analysis, reporting, and knowledge dissemination.
• Working closely with clients and project teams, the candidate will translate evaluation findings into practical learning that strengthens program performance and organizational knowledge. A key responsibility will be to build the capacity of internal teams and partners to embed strong MEL practices into their work.

QUALIFICATION

• Bachelor's Degree or higher in Monitoring & Evaluation, Development Studies, Economics, Social Sciences, Public Policy, Statistics, or a related field.
• Formal training or certification in Monitoring, Evaluation, Research Methods, or Impact Assessment is an added advantage.
• Strong understanding of development frameworks, program evaluation methodologies, and results- based management.

EXPERTISE

• Proven experience designing and implementing Monitoring, Evaluation and Learning frameworks for development programs or large-scale projects
• Demonstrated ability to design, track and measure performance indicators and evaluate program outcomes and impact.
• Experience conducting impact monitoring, strategic reviews, program evaluations, and learning assessments.
• Strong analytical capability to conduct in-depth analysis of MEL findings and translate them into actionable insights for clients
• Ability to develop and answer learning questions, synthesize findings, and produce high-quality learning reports, evaluation reports, and presentations

COMPETENCIES

• Minimum of 10+ years of professional experience managing and delivering MEL work, including impact monitoring, strategic reviews, and evaluations Demonstrated experience managing end-to-end MEL engagements, beyond data collection, including design, analysis, reporting, and learning integration.
• Excellent analytical, reporting, and presentation skills, with the ability to communicate complex evaluation findings clearly.
