    Monitoring and Evaluation Specialist

    Responsibilities & tasks:

    Responsibilities

    • The Monitoring and Evaluation Advisor will support the designing and implementation of monitoring and evaluation systems/tools, collection/analysis of data and its evaluation, as well as ensure effective impact monitoring and reporting for the project in line with the requirements of the commissioning parties (EU and BMZ) and the implementing agency.

    Tasks

    • Designing and implementing a monitoring and evaluation (M&E) system/tools for the program/project.
    • Providing input for reports to the German Federal Ministry for Economic Cooperation and Development (BMZ) and the EU and support the development annual workplans and budgets.
    • Supporting the information, knowledge management, communication and public relations work of the project by providing results data.
    • Liaising with and providing information to internal and external evaluators.
    • Supporting partner institutions (FMAFS), government MDAs, financial intermediaries, business development organisations, associations, and companies active in the areas of business support services.
    • In close consultation with the Head of Project, prepare and carry out qualitative and quantitative research/surveys on the project and the project environment (developing survey instruments, field trials, training field staff, organisational preparation in the field, collecting and analyzing data), report writing.
    • Representing the programme at partners’ activities (especially those relating to result-based monitoring, progress reviews and
    • evaluation) and contributes actively and meaningfully to discussions and the decision-making process.
    • Supporting institutional capacity development of staff in line with the planned outcomes and results of the project.
    • Performing other work-related duties as required.

    Required qualifications, Competences and Experience

    Qualifications

    • University degree in Statistics, Mathematics, Economics, Business Administration, Social Science, or any related field.
    • Professional experience
    • Minimum of 5 years’ experience in a similar position.
    • Strong knowledge and understanding of results-based planning, monitoring, and reporting.
    • Demonstrated technical experience in carrying out similar assignments for international development organizations is highly desirable (Prior experience with the EU and/or GIZ systems would be an added advantage)
    • Demonstrated practical experience in developing work plans, results framework, baseline studies and designing high-level
    • M&E methodologies/approaches, data collection/analysis and data quality and evaluation and clear presentation of findings.

    Other knowledge, additional competences

    • Strong awareness and practical experience in gender integration and other inclusivity topics.
    • Fluent written and oral knowledge of English.
    • Flexible to take on additional responsibilities as assigned.
    • Ability to function effectively in a diverse work environment.
    • Experience working in and with International Organizations.
