    Monitoring And Evaluation Officer

    Role Purpose and Scope:

    The Monitoring and Evaluation (M&E) Officer for the Gender Project will play a crucial role in designing, implementing, and managing the M&E activities specific to the gender-focused project. This role involves developing gender-sensitive M&E frameworks, collecting and analysing gender-disaggregated data, and ensuring that project interventions are effectively monitored and evaluated to promote gender equality and women's empowerment.

    Duties and Key Responsibilities:

    Gender-Sensitive M&E Framework:

    • Develop and implement a gender-sensitive M&E framework for the project, including gender-focused indicators, data collection tools, and reporting mechanisms.
    • Ensure alignment with project objectives and donor requirements related to gender equality and women's empowerment

    Data Collection and Analysis:

    • Design gender-sensitive data collection tools and methodologies, including surveys, interviews, focus groups, and observations.
    • Oversee data collection processes, ensuring that data is collected and managed with sensitivity to gender issues
    • Analyze gender-disaggregated data to assess the impact of project activities on women and men, identify gender-based disparities, and inform decision-making. sessions.

    Gender Mainstreaming:

    • Integrate gender considerations into all aspects of the project's M&E activities and ensure that gender is considered in project design, implementation, and reporting.
    • Promote the inclusion and meaningful participation of women and marginalized groups in project activities and decision-making.

    Performance Monitoring:

    • Monitor the project's performance against gender-related indicators and targets.
    • Provide feedback and recommendations to project teams for gender-responsive program improvements and adjustments.

    Evaluation and Learning:

    • Plan and conduct gender-sensitive evaluations and assessments, including baseline, mid-term, and end-of-project evaluations
    • Assess the project's impact on gender equality, women's empowerment, and gender-related outcomes.
    • Facilitate learning and adaptation based on evaluation findings and lessons learned.

    Capacity Building:

    • Provide training and capacity-building support to project staff and partners on gender-responsive M&E methodologies and best practices.
    • Foster a gender-sensitive and inclusive work culture within the project.

    Data Dissemination and Utilization:

    • Ensure that gender-disaggregated M&E findings are effectively communicated to internal and external stakeholders.
    • Support the utilization of gender-sensitive M&E data for program improvement, decision-making, and advocacy.

    Gender Equality Reporting:

    • Prepare and submit gender-specific reports to donors and stakeholders as required by the project's funding agreements.
    • Ensure compliance with donor reporting requirements related to gender.

    Working Relationship:

    • Work closely with the State Coordinating unit to effective deliver project intervention activities.
    • Work in close supervisor of the State Coordinator in delivery project result and external interaction with State and non-State actors
    • Work closely with project coordinator to ensure that the implementation of relevant activities are planned and implemented in a phased and prioritized manner in full consultation and coordination with all relevant agencies both Government, CSO and other Stakeholders.
    • Work with the Project Finance/Admin Officer and Project Team to ensure that all financial activities conducted in each community are properly documented in line with GIZ’s policies and procedures.
    • Perform other ad hoc tasks as requested by Line Manager

    Essential Criteria:

    • Bachelor's or Master's degree in Gender Studies, Social Sciences, International Development or a related field with at least 5 years’ experience

    • Proven experience in M& E, gender mainstreaming, and gender-responsive programming.
    • Strong proficiency in data management and analysis software (e.g., Excel, SPSS).
    • Knowledge of qualitative and quantitative research methods with a gender lens.
    • Excellent communication and report-writing skills, including the ability to communicate gender-related findings effectively.
    • Familiarity with international gender equality frameworks and conventions.
    • Strong organizational and project management skills.
    • Excellent training and facilitation skills with a wide variety of groups having diverse experiences, backgrounds, skills, and education levels
    • Excellent verbal communication and listening skills.
    • Language Requirements: Spoken English-Excellent; Written English-Good (ability to type and prepare reports and other documents as needed.)
    • Must be able to speak at least one local language predominant in that state
    • Strong understanding of gender-related laws and international conventions.
    • Excellent communication and advocacy skills.
    • Ability to work collaboratively with diverse groups and stakeholders.
    • Proficiency in data collection and analysis.
    • Sensitivity to cultural and social differences and a commitment to gender equality and social justice.

    Desirable Criteria:

    • Involvement in Agricultural value chain projects, and/or those involving small scale farmers, especially those with rural financing components and/or interventions.
    • Experience in engaging directly with IDPs, Returnees, Host community members, People living with disabilities, vulnerable groups and state and local governance structures,
    • facilitating women activities and/or facilitating Citizen’s participation in townhall meeting, policy dialogues, discussion etc.
    • Involvement in projects and/or initiatives that address issues of power imbalance, diversity, exclusion, participation, and gender.
    • Experience understanding Community development planning techniques.
    • Ability to multi-task, engage in long-term planning, meet deadlines, and handles last-minute demands; exercise patience, and adapt to changing circumstances.
    • Level of IT Expertise: Good (Word, Excel, PowerPoint, etc.)
