    MEAL Assistant

    Background
    Justice, Development and Peace Commission (JDPC) is a non-governmental organization that has been engaged in developmental works in Borno, Yobe and Adamawa States for the past 50 years. JDPC also focuses on Agriculture, WaSH, Nutrition, MHPSS and other emergency programming, reaching out to all persons on the basis of need, regardless of creed, ethnicity or nationality.
    JDPC is inviting suitably qualified candidates to apply for the above-mentioned position to work in Kaga LGA.
    Candidate must be prepared to start work as soon as possible.
    Project Background
    The ECHO funded project, ‘Scaling-up Assistance in Hard-to-Reach Areas’ (SAHaRA) is providing safe, accessible, dignified, and inclusive humanitarian food and WASH assistance to the most vulnerable IDPs and host communities in Kaga and Magumeri LGAs.
    This intervention is jointly implemented by Caritas Germany, Catholic Foundation for Overseas Development (CAFOD), Catholic Caritas Foundation of Nigeria (CCFN), and the Justice Development and Peace Commission (JDPC) Maiduguri.
    The project is overarching in three key areas: Food security, WaSH and Protection. The Food Security component seeks to improve Food Consumption Score of households through cash transfers, ensuring targeting of the most vulnerable (women, children, people with special needs) and making sure that access to cash is fair and dignified.
    The WaSH component seeks to improve freshwater access to people in need, while improving hygiene of beneficiaries of cash transfers, and improving access to WASH facilities for elderly and disabled.
    Lastly, the Protection component seeks to improve awareness of and access to Sexual Gender Based Violence (SGBV) and child protection services by establishing or supporting community-based protection structures, through gaining better understanding of communities‘ protection needs, and resolving protection risks emanating from within the communities.

    Post Description:
    The Monitoring and Evaluation (M&E) Assistant(s) is/are responsible for coordinating, monitoring, evaluating and reporting activities of the project.
    Responsibilities: Support the collection, compilation, consolidation, and analysis of data to track programs/ projects activities, monitor progress and support impact measurement. Ensure timely and quality data collection, (needs assessments, household registration, baseline / end line surveys, PDMs, KAP surveys, FDG, KII and others) by drafting the necessary quantitative and qualitative tools (Data collection tools, including coding) for review and validation by the technical team Ensure implementation of MEAL plans through routine monitoring of activities at the field level Support teams to pilot data collection tools and integrate the findings into the final tools by providing feedback to the MEAL Coordinator Ensure timely and quality reporting of MEAL activities implemented by their team (surveys, monitoring activities Provide support to the review and development of M&E systems for new projects, in collaboration with M&E manager/Specialist and projects teams at the field level Support program teams, advocacy and knowledge management teams to identify lessons learned and best practices, and produce case studies and human interest stories through collation and analysis of M&E information Provide support for donor reports and proposal inputs as requested by MEAL, program managers, or project leadership Support Accountability and report responses, complaints and feedback from the field
    Support the development of work plans and budget for M&E activities
    Provide administrative support as needed
    Performs other duties as assigned
    MINIMUM QUALIFICATIONS AND SKILLS

    • Bachelor’s degree in statistics, demographics, public policy, international development, economics, or related field. Certificate for courses in M&E, statistics, or economics is preferred
    • Minimum of a year’s professional experience in an M&E or M&E related position
    • Proven success in designing, implementing, and operating project M&E systems from project initiation to closeout stages
    • Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and/performance monitoring plans
    • Experience with word processing, spreadsheet, and presentation software
    • Working knowledge of data processing computer packages
    • Knowledge of the major evaluation methodologies (e.g., qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies
    • Experience managing and providing ongoing training to M&E field officers
    • Ability to facilitate and serve as a project liaison for externally managed evaluations
