    IPAS NIGERIA - Request for Proposal

    Introduction/Background:

    Gender-based violence (GBV) against women has been acknowledged worldwide as a violation of basic human rights. Increasing research has highlighted the health burdens, intergenerational effects, and demographic consequences of such violence (United Nations 2006). According to the 2018 NDHS, among women aged 15-49, 31% have experienced physical violence and 9% have experienced sexual violence while 4% said they had experienced sexual violence in the past 12 months prior to the survey. The crisis of GBV in Nigeria has been reported exacerbated by the COVID-19 pandemic with a sharp increase in reported cases across the country. Despite concerted efforts of civil societies, relevant government agencies and parastatals at federal and state government level, the problem of GBV remains deeply rooted. Poor reporting and lack of reporting structures also hide the true picture of Gender based violence across the country

    Ipas Nigeria is seeking an experienced research entity to conduct research to generate evidence on unwanted pregnancy resulting from rape and incest in the 3 States (Anambra, Imo & Kano). The study will also cover literature review of available information on incidence of gender-based violence in Nigeria, causes & drivers of GBV in Nigeria, and evaluation reports of interventions to address GBV (scope, how successful they were, and lessons learned).  The objectives of the research are:

    • To document available evidence on incidence of rape and incest in 3 states (Anambra, Imo and Kano) in Nigeria
    • To establish if any, the connection between unwanted pregnancies and rape and incest in the 3 states, outcomes of such pregnancies and conditions of the survivors.
    • Collate and analyze, available information on rape and incest in the 3 states – causes, drivers and nuances
    • Identify through literature review, analysis of formal and informal reporting sources on the incidence of sexual violence including rape and incest in the states

    Period of Performance:

     22nd November to 15th December 2021.

    Scope of Work:

    • Develop a research methodology/protocol and a costed workplan to deliver the consultancy objective
    • Conduct qualitative interviews, literature reviews and in-depth interviews with relevant stakeholders to elicit information on the incidence of sexual violence including rape and incest in the 3 states.
    • Document cases of pregnancies resulting from rape and incest, outcomes of such pregnancies and conditions of the survivors.
    • Document the perspectives, desires and needs of survivors of sexual violence especially rape and incest.
    • Develop appropriate communication materials and products for dissemination to identified audiences.                                                                                                         

    Technical Requirements:

    • Master’s degree in a field related to Epidemiology, Biostatistics, Public Health, Demography, or other International Health and Development
    • Minimum of 10 years of relevant experience in applying monitoring, evaluation, research, and learning to international health projects, with a minimum of 5 years’ experience in a supervisory/management capacity public health/social sciences research and qualitative evaluation.
    • Gender based violence or related field subject matter expert
    • Familiarity with Nigerian government structures and programs related to Gender based violence
    • Proven experience and ability designing and overseeing research publications, surveys and evaluation of programs.
    • Demonstrated experience in designing and conducting qualitative and quantitative studies.
    • Oral and written professional fluency in English
