    HSE Manager

    Key Responsibilities

    • Author and maintain the Construction Phase Health and Safety Plan; update the plan as the project evolves
    • Manage the permit-to-work system for all high-risk activities including hot works, working at height, lifting operations, electrical isolation, and excavation
    • Conduct weekly formal safety inspections across all blocks and the external works; produce written inspection reports and close out all actions
    • Chair the weekly safety meeting attended by all Zone Construction Managers, the Programme and MEP Manager, and the Construction Manager
    • Manage all HSE Officers and the Environmental Compliance Officer
    • Investigate all incidents, near-misses, and unsafe conditions; produce investigation reports and implement corrective actions
    • Manage all statutory safety notifications and regulatory interfaces
    • Produce the monthly safety statistics report for the Project Director
    • Ensure all site workers receive a comprehensive site induction before commencing work; maintain induction records
    • Manage the scaffolding inspection programme and all working-at-height equipment inspections

    Required Qualifications and Experience

    • Bachelor\'s degree in a relevant discipline plus a recognised HSE qualification such as NEBOSH Construction Certificate or NEBOSH International Diploma, or equivalent
    • Minimum 12 years of HSE experience, with at least 5 years as an HSE Manager on major construction projects in Nigeria
    • Strong knowledge of Nigerian construction safety legislation and the Lagos State building control regulatory framework
    • Experience managing safety on multi-building, high-population construction sites
    • Membership of ISPON (Institute of Safety Professionals of Nigeria) is strongly preferred

    Key Competencies and Personal Attributes

    • Natural authority on safety matters; able to stop unsafe work immediately and constructively
    • Confident in engaging with regulators, subcontractors, and senior project leadership equally
    • Strong written skills for incident reports, inspection reports, and formal HSE correspondence
    • A genuine belief in zero harm, not just compliance
