Head, QHSE Downstream at Matrix Energy Group

Job Purpose:

The Head QHSE Downstream is responsible for ensuring best practices in Safety and Occupational Health at all Matrix Downstream operations in Warri, Lagos, Abuja, Kaduna, Ghana and Retail outlets. He / She drives compliance to HSE statutory and regulatory obligations, spearhead QHSE related training, incident investigations, and continuous improvement in our processes and procedures.

RESPONSIBILITIES AND ACCOUNTABILITIES

• Drive and coordinate delivery of quality HSE expert advice, support, and services to Matrix Energy Group nationwide for Safe work systems.
• Implement and monitor the HSE Management System, Plans, and Safe Work Procedures.
• Promote the HSE Management System by personal example and leadership.
• Promote a strong awareness and personal responsibility for HSE with all management and supervisory personnel.
• Drive and ensure Matrix Group sustains our ISO Integrated Management Systems in Matrix Terminals & Shipping
• Establish and implement Management of Change within the Matrix Group
• Continue to drive for innovative implementations in aspects of Occupational Health, Quality, Safety, and Environment.
• Review Company activities and ensure compliance with Statutory and Regulatory HSE Policies, HSE Plans and Procedures.
• Develop and deliver HSE training for staff and contractors to ensure practices are in full compliance with the safe systems of work at the site. These training courses include Site HSE Induction, PTW, JHA, DFA, Confined Space, Unsafe Acts Auditing, Fire Fighting, Use of PPE, Waste Management & Handling of Chemicals.
• Develop and drive implementation of Matrix Energy Group Waste Management Plan.
• Ensure that Contractor HSE activities comply with Company & Contractor HSE Policies & Plans, conform to the terms & conditions of the Contract, and meet local statutory HSE regulations.
• Ensure that all Hazards and Risks associated with Company and Contractor work activities have been identified, assessed, and actions implemented to eliminate or reduce them to ALARP.
• Review the daily, weekly, and monthly HSE site reports and statistics.
• Compile and publish HSE performance indexes and communicate to all management and personnel.
• Ensure that emergency preparedness and response plans are developed, documented, implemented, periodically reviewed, and tested.
• Ensure that effective medical, first aid, and occupational health facilities, resources, equipment, and consumables are provided and maintained at all offices and work sites.
• Implement and execute the HSE training plan for Company HSE and other affected personnel.
• Lead risk assessments and studies, and ensure results are addressed as work is executed.
• Develop specific safety procedures with the Site Team to address identified risks and challenges.
• Organize and facilitate training, drills, and exercises for emergency preparedness and response.
• Ensure that Company HSE performance requirements are included in all contract documents.
• Ensure that the Contractor activities comply with the Contractor HSE Plan and conform to the terms and conditions of the contract between the Company and Contractor.
• Follow up accident investigations to ensure close-out or recommendations to prevent recurrence and ensure communications of results across the Company and Contractor workforces.
• Promote HSE-related lessons learned and the exchange of HSE information across Company and Contractor workforces with the goal of achieving higher HSE awareness.
• Prepare, convene, and facilitate regular HSE Committee meetings at the Lagos offices.
• Monitor activities of and mentor the Depots of all QHSE personnel.
• Drive operations to achieve zero major spills across the depots.
• Drive zero fatality or major injury across the depots and Haulage unit.
• Any other HSE-related duties that may be required by Matrix Energy Group Management.

JOB REQUIREMENTS

Requirements:

• Minimum of 12 years’ experience in the oil and gas industry, including at least 4 years in a leadership capacity.
• First degree in Science/Engineering/Industrial Safety preferable
• NEBOSH IGC
• An MBA/MSC degree will be an advantage.
• Professional qualification certifications, e.g., Fire Management, Process Safety Engineering, HAZOP, and ISO courses in quality/occupational health/environment.
• MISTDO certification
• Membership in professional bodies is an added advantage (NSE, COREN, ISPON, PSIN, IOSH, SPE, etc.)

Skills:

• Strong leadership, communication, and problem-solving skills.
• Solid understanding of safety regulations and operational processes in the mid and downstream sector with a focus on terminal-specific knowledge.
• Experienced in Process Safety Management.
• Expertise in environmental management and compliance monitoring.
• Experience in occupational safety and sustaining ISO standards.
• Experience in Safety and Risk Management Frameworks, MOC, and Process Hazard Analytical (PHA) Tools
• Proficiency in MS Office tools (Excel, PowerPoint, Word) and other relevant business tools.
• Knowledge of the business (Matrix Energy).
• Willing to travel across business hubs.
