General Manager, HSE / NCD at Western Development Company Limited (WDCL)

Job Description

• We are seeking a dynamic and experienced General Manager, HSE /NCD to lead its Health, Safety & Environment (HSE) and Nigerian Content Development (NCD) functions.
• This is a strategic leadership role based in Lagos, requiring an individual with deep regulatory knowledge, strong stakeholder management skills, and a proven track record in driving compliance, safety culture, and local content performance within the oil and gas industry.

Key Responsibilities

• Lead the development and execution of HSE policies, programs, and procedures in line with national and international standards.
• Oversee the implementation of Nigerian Content Development strategies and ensure full compliance with NCDMB guidelines and targets.
• Serve as the primary liaison with regulatory bodies, including NUPRC, NCDMB, DPR, and other relevant institutions.
• Conduct regular risk assessments, audits, and inspections across all operations to ensure safe working environments.
• Drive a safety-first culture across all levels of the organisation and project sites.
• Prepare and present regular reports to executive management and external stakeholders.
• Identify local capacity opportunities and collaborate with procurement and project teams to maximise Nigerian participation.

Requirements

• Bachelor’s Degree in Engineering, Environmental Sciences, or related disciplines (Master’s degree is an added advantage).
• Certifications such as NEBOSH, ISO 45001, or equivalent.
• Minimum of 10 years experience, with at least 5 years in a senior HSE/NCD leadership role within the upstream oil & gas sector.
• Strong understanding of NOGICD Act, HSE regulations, and upstream industry practices.
• Proven track record of interfacing with regulatory agencies and managing audit/compliance programs.
• Excellent leadership, communication, and stakeholder engagement skills.
