    Finance Officer

    Background

    Heartland Alliance LTD/GTE (HALG) is currently implementing a Harm Reduction Project with funding support from Global Fund through the NAHI.  The project seeks to reduce HIV infection among injection drug users by providing them a minimum package of harm reduction services with regards to Needle and Syringe Programming (NSP) & management of opioid overdose with naloxone.  In addition to NAHI goal for harm reduction, HALG will promote sustainability of the project activities in Akwa-Ibom, Cross River, and Lagos state by enhancing Motivation, Behavior Change, Resilience, and Health-Seeking Decisions among PWIDs across Key Population (KP) target groups using Long-term Positive Behavior Health and Maintenance Interventions.

    Job Title: Finance Officer

    Reports to:  Senior Finance Manager

    Location(s): Abuja

    Employment Type: Full Time

    Contract duration: 1 year   

     

    Job Summary

    The Finance Officer will work closely with the Senior Finance Manager and support the Finance Team in administering financial concerns of the project. He/she will assist in ensuring activity expenditures are allowable, allocable, and reasonable and financial reports are accurate and submitted in a timely manner.

    Essential Duties and Responsibilities

    • Coordinate fund request and disbursement, verification, and reconciliation of financial statements of accounts on the project in coordination with the Senior Finance Manager.
    • Solely responsible for the custody and preparation of checks for payments after due approval has been obtained in line with the organizational policies.
    • Input financial data into QuickBooks daily, prepare monthly reconciliations and submission of relevant monthly reports following organizational timelines.
    • Manage the petty cash of the project.
    • Complete and submit tax remittance and pension contribution on the grants to the relevant authorities.
    • Keep proper finance records and filing as appropriate.
    • Generate activity budget and maintaining cash float for the grant.
    • Support the preparation of monthly financial reports and assist in the preparation of other reports in line with donor requirements.
    • Assess staff advances, program advances and retirements.
    • Any other duties as may be assigned.

    Qualifications

    Education and/or Experience:

    • Bachelor’s degree/HND in Accounting, Finance or closely related field.
    • Minimum of 3 years’ experience in accounting related to NGOs and community level programs, with increasing responsibility.
    • Excellent interpersonal and communication skills.
    • Independent judgment and discretion in completing assignments, seeking approval as appropriate.
    • Good attention to detail with the ability to follow, applies, interpret and explain instructions and/or guidelines.

    Preferred Skills:

    • Familiarity with USAID-funded programs and non-governmental organizations in Nigeria.
    • Demonstrated ability to work independently with minimal supervision, to be able to accept and discharge substantial responsibilities, to prioritize work assignments, to meet deadlines, and to exercise professional judgment.

    Other Competencies:

    • Time Management – Ability to prioritize tasks, manage time and complete projects in a fast-paced, changing environment with minimal supervision.
    • Quality Management - Looks for ways to improve and promote quality; demonstrates accuracy and thoroughness.
    • Written Communication - Writes clearly and informatively; edits work for spelling and grammar; varies writing style to meet needs; Presents numerical data effectively.
    • Adaptability - Adapts to changes in the work environment; manages competing demands; changes approach or method to best fit the situation; able to deal with frequent change, delays, or unexpected events.
    • Cultural Sensitivity – Respects cultural environment in which person is working and does not act in a manner that is outwardly offensive to the local community.

    Language Skills:

    • Excellent oral and written English communication skills.
    • Knowledge of Local Language preferred.
    • Demonstrated competency in public speaking.

    Computer Skills:

    • Proficiency in the use of QuickBooks Accounting Software, Microsoft Office, Internet Explorer, Outlook/Exchange, Windows operating systems, Power Point.
    • High proficiency in Excel, SPSS, or another statistical analysis software. Other software routinely used by Heartland Alliance.

    Work Environment:

    • The noise level in the work environment is usually moderate.
    • The employee will be required to co-locate with local partners usually in the same office.
    • The employee is required to travel regularly to often insecure and limited-resource environments.
