    Evaluation Specialist - SHEvaluators

    SHEValuators Network is seeking to support the recruitment of a qualified and experienced Female Monitoring, Evaluation, Accountability and Learning (MEAL) Specialist to lead and strengthen organizational and project-level MEAL systems within a development-focused operational environment in Yobe State.

    This role is intended to support evidence generation, accountability, adaptive management, learning, and data-driven decision-making while contributing to the advancement of women professionals in evaluation and related fields.

    The MEAL Specialist: will provide technical leadership for monitoring, evaluation, accountability, and learning functions while ensuring high-quality evaluations and evidence-driven programming. The role will support program quality, donor compliance, reporting systems, organizational learning, and adaptive management across development and humanitarian interventions. The ideal candidate must demonstrate strong expertise in evaluation methodologies, development programming, humanitarian activities across sectors, service planning and implementation, and the generation of actionable insights to strengthen organizational performance and decision-making. Specific responsibilities include:Monitoring and Evaluation Systems

    • Lead the design, implementation, and strengthening of organizational MEAL systems and frameworks
    • Develop and operationalize project Monitoring and Evaluation Plans
    • Support indicator tracking, logical frameworks, results frameworks, and performance measurement systems
    • Ensure alignment of MEAL systems with donor and organizational requirements

    Key responsibilities

    • Assessments and Evaluations
      • Coordinate and support Baseline, Midline, Endline, and other evaluation activities
      • Design data collection tools and methodologies
      • Supervise data collection, validation, and analysis processes
      • Ensure quality assurance throughout evaluation processes
    • Data Management and Reporting
      • Manage organizational data systems and reporting structures
      • Analyze qualitative and quantitative data for reporting and decision-making
      • Prepare high-quality donor reports, performance reports, dashboards, briefs, and evaluation reports
      • Support data visualization and evidence communication
    • Accountability and Learning
      • Support organizational learning and adaptive management processes
      • Facilitate review meetings, reflection sessions, and learning documentation
      • Promote evidence utilization for strategic and operational improvement
    • Capacity Strengthening
      • Mentor and support project teams on MEAL processes and standards
      • Build staff capacity on data quality, reporting, and accountability systems
      • Support standardization of organizational MEAL practices
    • Financial and Operational Oversight
      • Support management and tracking of MEAL budgets
      • Ensure efficient utilization of MEAL-related resources
      • Contribute to planning and operational coordination

    Qualifications

    Educational Background

    • At least a master’s degree in Monitoring and Evaluation, Research, Economics, Demography/Population Studies, Sociology, or a relevant social science field.
    • At least six (6) years of relevant professional experience in Monitoring, Evaluation, Accountability and Learning
    • Experience conducting at least three (3) Baseline and/or Midline evaluations
    • Experience developing at least three (3) approved Monitoring and Evaluation Plans
    • Demonstrated experience managing M&E budgets
    • Strong experience in organizational MEAL system design and implementation
    • Experience working with humanitarian, development, resilience, or donor-funded programs
    • Strong analytical, reporting, facilitation, and communication skills.
    • Familiarity with advanced evaluation tools.
    • Proficiency in Hausa language.
