    Drug Revolving Fund (DRF) M&E Advisor

    The DRF M&E Advisor, will support specific MNCH focused states (Bauchi, Kebbi, Sokoto, Ebonyi and FCT) on the establishment of DRF M&E system for continuous tracking, reporting and supply chain performance management.

    Principal Duties and Responsibilities (Essential Functions)

    • In collaboration with the states support the development and implementation of State DRF Monitoring and Evaluation plan.
    • Work in collaboration with the DRF program staff at the State level to ensure timely DRF data reporting from health facilities and DMA.
    • Compile and analyze data from DRF implementing facilities and support the state DRF committee in the production of the monthly, quarterly, annual reports and learning approaches.
    • Build the capacity of the State personnel and instate team members in generation of quality DRF data (DQA) and in proper use of data collection tools
    • With the State DRF committee conduct desk review of DRF initiation documents including workplans and develop state M&E result framework taking into cognizance the state’s priorities.
    • Support the review and deployment of requisite data management tools for processing, collecting, analyzing and storage of the DRF logistic and financial transactions
    • Support the state in the implementation of the DRF as specified in the operational guideline
    • Support the conduct of M&E capacity assessment for the DRF program and develop a capacity building plan developed based on identified gaps.
    • Provide technical assistance and mentorship in establishing a rigorous performance management culture for the DRF in respective state by facilitating data generation and use for objective decision making.
    • Facilitate the design of state specific DRF performance monitoring dashboard based on the set data.
    • Support the state to assess health facilities that meet minimum readiness criteria and support and monitor the scale – up of facilities onboarded onto the DRF scheme.
    • In collaboration with the hospital management board (HMB) and state primary health care development agency (SPHCDA) support in the GIS mapping of health facilities
    • Support the monitoring of the quality and completeness of data for the documenting DRF performance, ensure data is used for evidence-based decision making, and solve data problems when they arise.
    • Provide technical support to the relevant monitoring structures in carrying out routine DRF monitoring and supervisory visit, specifically building the capacity of the state DRF M&E team to deploy online data collection tool and subsequent data processing and analysis.
    • Facilitate the review and use of state specific DRF reporting template that will be used for routine reporting of DRF activities and performance.
    • Provide technical support in the use of mSupply or other warehouse management information system
    • Perform any other assigned tasks

    Job Qualifications

    • Bachelor’s degree in Science/Social Science, international development, Statistics, Epidemiology , or a related field, a master’s degree in relevant field is an added advantage.
    • Minimum of 5 years of relevant development work experience, with responsibilities for implementing M&E activities for USAID or international donor-funded development projects
    • Experience in designing and implementing Monitoring and Evaluation systems for public health programs / projects or logistic services in Nigeria.
    • Experience in performance management, including indicator selection, target setting, reporting, and developing Performance Management Plans
    • Experience in conducting and analyzing survey research and program evaluation
    • Knowledge of evaluation methodologies (e.g., qualitative / quantitative), data collection and analysis methodologies; experience with innovative and electronic, real-time monitoring methods highly desired
    • Proficiency in software packages; Microsoft Office (Word, Excel, PowerPoint, Access),
    • Proficiency in use of data analytical and reporting tools such as Power BI, SPSS, Stata, R, Python etc. will be an added advantage
    • Intermediate knowledge on the use of Power BI and Power query for data analysis and reporting
    • Proficiency in the use of online data collection tools such as Survey CTO , Kobo ,Magpi etc.
    • Demonstrated experience in working with government structures at central or sub-national levels
    • Attendance in any logistic training for at least 5 days on core areas of logistics
    • Ability and willingness to travel in the field
    • Experience in implementing or reporting Drug Revolving Fund (DRF) scheme is an added advantage.
    • Fluency in English is required
    • Understanding of local language of any of the supported states is an added advantage
