Consultant – Summative Project Evaluation at International Medical Corps

Evaluation Objective: - 

• The overall objective of the summative project evaluation for the ‘Delivering a Comprehensive Package of Life-Saving Health-Based Services to Conflict Affected Populations in Borno State, Nigeria’ is to assess the overall program implementation of the grant, assess whether the theory of change was successfully achieved or true, and examine what else can be done to improve similar interventions in the future in the provision of integrated lifesaving services. The results from this evaluation will contribute to the identification and documentation of lessons learned over the past two years of project implementation and provide an evidence base for interventions to be conducted in 2025 and beyond. Additionally, this evaluation will recommend strategies on the way forward in IMC future programing and decision making.

The specific objectives include: 

• To assess the extent to which the objectives of the program are aligned with the IMC scope of responsibility and commitment with donor as per the project agreement, and the needs of the target population as expressed in government priorities, policies, HRP and strategies; 
• To understand the program through the lens of the OECD DAC criteria and determine the strengths and weaknesses of the program design and implementation after two years. 
• To analyze and establish an understanding of progress towards achieving the program objectives and the theory of change and expected results of health, nutrition, WASH, shelter and protection-related outcomes through program document reviews and primary data collection;
• To draw lessons, derive good practices, and points for learning that can contribute to improved design of the 2025 program and beyond.

Evaluation Process

• The evaluation process will comprise of the following phases. The Evaluation Team will work in close consultation with field sites in each of the phases and steps of the entire evaluation process.

 Phases/Description and Deliverables

 Phase 1. Planning 

•  Preparation and review of ToR at the IMC country & HQ levels. 
• Gathering of all the secondary program documents necessary for desk reviews of the evaluation team (i.e. program design documents, TOC, monthly, semi- annual and annual program reports, activity reports, monitoring and support supervision reports, RDQA reports, Patient Satisfaction Surveys, base line report, databases for the health, and nutrition programs to review trends in cases over time- log frame if available, M&E plan, and IPTTs).
• Preliminary meetings between M&E Advisor, M&E team in Borno state and consultant on evaluation scope, deliverables, timeline, responsibilities, etc. 
• Plan for logistical and permissions required for field visits.

 Phase 2. Inception

•  Desk review of documents by the Consultant.
• Preparation of an inception report detailing the evaluation methodology proposed schedule of tasks, key activities, deliverables and data collection tools. 
• Presentation of the inception report, and inputs/comments incorporated in the data collection tools and final inception report.

 Phase 3. Data Collection

•  Major deliverable: Draft Evaluation report at the end of field work and raw data and transcripts.

 Phase 4. Data Analysis and Reporting

•  Analyze and triangulate all data collected during the desk review and fieldwork.
• Submit the draft report for review and feedback. 
• Finalization of report based on inputs provided on the draft report (at least undergone two rounds of review).
• Major deliverable: Final Evaluation report (maximum 50 pages excluding annexes, including an annex on program management responses to Evaluation Findings and Recommendations

 Phase 5. Dissemination and follow-up

• Dissemination of the final report findings. Presentation of findings during the dissemination workshop to IMC program team. The consultant should prepare a power point presentation to use when disseminating the results to stakeholders.

Proposed Schedule

• The duration of the contract is 50 working days and expected to start from March 2025 to June 2025. All timings for outputs will be led by M&E team in collaboration with program team in Borno and field sites. 
• The following is the anticipated breakdown of the evaluation tasks. The evaluators can adjust some of the activities and timing within the stated timeframe, as deemed necessary.

Code of Conduct

• As applicable to this position, an individual must promote and encourage a culture of compliance and ethics throughout the organization and maintain a clear understanding of International Medical Corps’ and donor compliance and ethics standards and adheres to those standards.

• Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps

• Promotes and encourages a culture of compliance and ethics throughout International Medical Corps. As applicable to the position, maintains a clear understanding of International Medical Corps’ and donor compliance and ethics standards and adheres to those standards. Conducts work with the highest level of integrity. Communicates these values to staff and to partners and requires them to adhere to these values. 
• Other duties as assigned. The duties and responsibilities listed are representative of the nature and level of work assigned and are not necessarily all inclusive

Qualification of Evaluator/Evaluation team

• A health professional, Epidemiologist, or nutritionist individual or firm with MPH, MSc, or advanced professional degree or field-related experience.

Experience

• Significant and proven experience, at least three years, in community-based studies, including project evaluation and complex sampling methods.
• Prior experience conducting project summative evaluations with example reports and analysis able to be provided/shown. 
• Knowledge in designing and implementing Health, MHPSS, Nutrition, WASH, Protection and Shelter programs.
• Excellent proven analytical and statistical skills
• Strong communication skills, able to effectively present information clearly and respond appropriately to questions from IMC staff and other relevant stakeholders.
• Strong supervisory and organizational skills
• Ability to work on own initiative and to meet deadlines.
• Ability to cope with stress; hardship; patience and flexibility and willingness to work additional hours to meet tight deadlines.
• Ability and willingness to travel to field sites and nutrition facilities.
• Fluent in written and spoken English, Hausa and any local language will be an added advantage.
• The candidate must present an approved final report of the one most recent project summative or other types of evaluations that he/she had conducted.
