    Construction Foreman (Adhoc Recruitment)

    Job Type: Contract (6 months based on project needs)

    Job Details

    • The Lake Chad Basin (LCB) crisis which started in 2009 has torn communities bordering the region in Nigeria, Niger, Chad, and Cameroon apart. The conflict has led to the destruction of communities, homes, livelihoods and infrastructure, displacing families, and exacerbating vulnerabilities. It has also weakened the ability of local governments to respond to the needs of citizens and affected the recovery of post-conflict communities. In some communities, the crisis and violence rates have diminished in recent times; however, its significance remains deep-rooted. According to UNOCHA, some 2.5 million individuals are still displaced and nearly 10 million individuals require assistance.
    • In communities where stability has returned, families are moving home to rebuild their lives but lack essential amenities such as basic shelter, functioning markets, livelihoods, access to safe water, education and healthcare.
    • Limited telecommunications infrastructure, poor road networks and insecurity in neighboring towns mean that newly stable communities in the affected region remain isolated.
    • Thus, recovery mechanisms for families and communities are severely comprised, and they continue to be vulnerable to shocks. Since April 2019, CRS’ Nigeria office has been implementing phase I of a 33-month, German government project entitled, “Stabilization and Reconciliation in the Lake Chad Region (STaR)” in the North East of Nigeria.
    • Through programming in agriculture & livelihoods, social cohesion, community infrastructure and local governance, the project is intended to contribute to the stabilization and reconciliation in the most affected regions of the Lake Chad Basin namely Borno, Adamawa and Yobe states in Nigeria, Diffa in Niger, and the Lake Region in Chad. The Project team is currently finalizing the proposal for an anticipated 36-month Phase II of the project.

    Primary Purpose:

    • Under the supervision of the Infrastructure Manager, the post holder will contribute to supervision and quality inspection of construction and rehabilitation of community Infrastructures projects implemented through contractors and/or Cash for Work (direct beneficiary labour work) in Adamawa State.
    • The post holder will similarly be responsible for field monitoring the vendors/construction company activities adhering to established monitoring processes for works, ensuring the safety of construction teams, adherence to KFW, Government of Nigeria and CRS construction policies and legislation.
    • The post holder will ensure compliance with International Environmental, Social, Health and Safety (ESHS) standards on site. The project site is located in communities under Yola South, Girei, Song and Shelleng LGAs of Adamawa State.

    Daily Responsibilities

    • Technical supervision to ensure adherence to approved technical designs, drawings, and specifications. Construction activities include building (schools and clinic), waterworks (hand pumps, boreholes water facilities) and roads works (culverts and earthen roads).
    • Ensure site safety measures are put in place using the ESMP as a major guide.
    • Supervise community-led and private sector-led construction in Adamawa.
    • Report on construction progress based on established process (daily, weekly, and routinely).
    • Work with partner staff and community leaders to identify both skilled and unskilled CFW beneficiaries. Oversee the training of CFW beneficiaries.
    • Work with partner staff to prepare weekly projections including tools and material needs including cash projections for CFW payments to ensure enough materials and money is available.
    • Ensure stewardship and avoid material wastage as much as possible.
    • Report on a daily/weekly basis to the respective engineer on the construction status and share challenges on time that needed attention.
    • Monitor the quality of materials delivered to the site and ensure it complies with specifications.
    • Work closely with other STaR and CRS staff to liaise with community members, including displaced communities when managing the construction of infrastructure and managing CfW activities in Adamawa.
    • Work closely with beneficiaries to provide technical expertise (e.g., mentoring, monitoring, construction, assessments) related to the planned infrastructure works carried out at each site in Adamawa.
    • Abide by the security procedures and policies and report any breaches.

    Required Qualifications:

    • The post holder MUST have a minimum of bachelor’s degree in Architecture, Building, Civil & Water Resources Engineering.
    • Have 2-year experience in field supervision of construction works with sound knowledge of Buildings, water, and road infrastructure works.
    • Must have experience in community infrastructure development work with particular community engagement and liaison skills.
    • Fluency in Hausa is compulsory and fluency Fulfude and other local languages in Adamawa is an added advantage; Good reporting and communication skills in English language is also compulsory.

    Payment Schedule

    • CRS will pay a fee based upon a mutually agreeable daily Adhoc staff rate.
    • Logistics for field trips will be provided separately on all field travel workdays.
    • CRS will reimburse operational and logistical costs if they are identified and approved by the Infrastructure Manager in advance.
    • Please note that CRS will deduct and remit to the Federal Inland Revenue Service (FIRS) a 5% or 10% withholding Tax from the total fees for individuals or organizations in accordance with the Nigerian Tax Law.
    • Payment will be monthly based on the total number of days worked in the month.

    Note:

    • CRS will not be responsible for paying re-location allowance for applicants who are not based in Adamawa state.
