    Component Leader/ Multi country Project Manager Soil Values Project

    Job Description

    The Chief Component Lead is responsible for the execution and quality of Component 2 activities, internally with component staff (4 field managers and 4 GESI junior experts) and externally with implementing partners, with the IFDC consortium leader, with local and regional authorities and other stakeholders.

    He/she is equally responsible for the planning, implementation, and management of the component as a whole across the four countries, including effective leadership of the component team; effective management of financial resources; review and approval of component budgets and monitoring of expenditures; supervising the execution of field operations; supervising the procurement or grant agreements of local implementing partners; monitoring and evaluation; and quality control of deliverables, within established timelines. S/he will work with and manage the MC Finance and Operations officer assigned to this project.

    He/she will ensure full compliance with the contract with IFDC and oversee the component's reporting process to IFDC. He/she will oversee the performance management of all staff working for Component Two i.e., the Multi country Finance and Operations Officer; the multi country GESI Expert, the 4 field managers and the 4 GESI junior experts planned.

    The Component Lead/ Multi country Project Manager reports to the Project Director and works closely with the four SNV Country Directors, SNV’s Global Agri food team and the four country teams in the food systems sector.

    It is planned that the Component Lead/ MC Project Manager will be based in Abuja, with regular travel to the other countries of the project.

    Key Responsibilities :

    • Establishment of the component: Establish structures and procedures for the administration, governance, financial management, human resources, and knowledge management of the component.
    • Component Management: Leads, manages and motivates the component team to achieve effective results in GESI, integrated territorial development and pastoralism. Ensure planning and monitoring, financial management and reporting to the donor.
    • Component Quality Assurance: Takes responsibility for the (technical) content of the component, ensures the quality of deliverables and ensures sufficient technical input to meet quality standards.
    • Management of contracts, grants and component accounting: Manage and report on the full compliance of the administrative, financial and HR components of the component with SNV's internal procedures, good partnership practices and donor requirements.
    • Personnel Management and Team Leadership: Guide, develop, coach and motivate team members.
    • Relationship Management: Builds, strengthens and manages partnerships with local and national governments, land commissions, civil society organizations, private sector partners, institutions and stakeholders; Manage relationships with IFDC and other consortium partners.
    • Business Development: Build and maintain effective relationships with the team, external partners and IFDC. Report and act on the potential for positioning, innovation, scaling of the component. Contribute to the implementation of the strategic framework of SNV's Agri-Food System sector.
    • Analysis and reporting: Ensure the collection, consolidation and review of information on the component, in accordance with the monitoring and evaluation guidelines of the consortium and SNV.
    • Knowledge Development: Contributes to internal and external knowledge development, through comprehensive documentation and sharing of ideas and results of the component in coordination with country teams and the global team.

    Qualifications

    • University degree (master’s degree) in the field of rural development (agriculture, livestock, pastoralism, economy, sociology, geography) or related field.
    • 10 years of experience in planning, monitoring, evaluation, reporting and financial management of project.
    • 10+years of experience in integrated spatial planning, community-based watershed development, climate-smart agriculture, natural resource management, and pastoralism.
    • 5 years + of working in consortiums, with good communication skills, experience working with public administration and local implementing partners (local authorities, land commission, civil society).
    • Proven experience of good governance practices, and transversal approaches of Adaptive Management, Gender Equality and Social Inclusion, and Conflict-Sensitive Project Management (CSPM).
    • Technical knowledge of decentralization policies, local food systems resilience, and approaches and tools to target specific vulnerable groups.
    • Results-oriented skills and attitude as well as a commitment to working with local partners and in remote and fragile areas.
    • Networking and relationship management skills.
    • Ability to travel in a context of insecurity.
    • Excellent intercultural leadership, teamwork, coaching, communication, networking and organizational skills.
    • Fluency in French and English essential
    • Excellent writing and presentation skills in French and English.
