    Business Development & Program Manager

    REPORTS TO: Country Director NHED   

    PRIMARY RESPONSIBILITIES 

    The BD&PM is responsible for providing NHED’s strategic support to the Country Director. Working as a key member of NHED’s management team, s/he will be responsible for provision of proactive and reactive advice and guidance on business development and technical matters related to development of business strategy and its delivery; development and delivery of new tenders and projects; development and quality assurance on health communications; and provision of hands-on support for key project activities. S/he will be one of NHED’s principal ambassadors, representing the company at assigned engagements with clients and donors, partner agencies and individual partners, and participating in relevant scientific and policy fora from time to time. 

    SPECIFIC RESPONSIBILITIES 

    Support Technical Program Development and Management:

    • Contributes to the development of NHED organisational strategies, support in quality assuring of our technical work including program management support for field activities
    • Significantly contributes to the development of the annual planning, budgeting and performance review exercise for the organizations 
    • Development of TORs, recruitment and grading of consultants in line with NHED guidelines, review and sign off technical reports produced by consultants 
    • Work with NHED management and Staff as well as the Board to mobilise and further develop NHED technical capacity, including development of in-house technical capacity 
    • Contribute to the development of NHED technical approaches and providing knowledge management materials like write-ups, discussion papers, website materials and other documentation; support in the regular update of website information 
    • Represent NHED at meetings with other organisations and donors as agreed with management in relation to programme management and on technical issues; 
    • Support to strengthen links and to build skills, knowledge and capability of NHED staff and consultants in the area of public health. 
    • Support the Country Director in ensuring ongoing Quality Assurance on our long-term programmes. 
    • Support the NHED Technical Lead on assigned projects to ensure in-house synergy in technical quality and timeliness and efficiency in the delivery of such project

    Support Business Development 

    • Work with the Country Director and Board of Directors and staff to identify and track new opportunities, to position NHED for upcoming tenders, and to develop and maintain excellent relationships with collaborating organisations while exploring new business opportunities. 
    • Ensure Expressions of Interest, Pre-Qualifications and full tenders are of a high technical standard. This includes providing support on: technical approach and methodology for projects and programmes; contribute to sourcing consultants to put forward and ensuring effective contracting arrangements; and drafting of relevant sections of the tender documents and taking part in presentations of tender documents to funding agencies.

    Carry out other official assignments for NHED

    Undertake other technical assignments on NHED projects and programmes and on any other official assignments or projects that NHED is not the technical lead. 

    PERSON SPECIFICATION 

    Temperament and aspiration 

    • As a mission-driven consultancy organization, NHED is committed to a core set of values, which entails both the aspiration of health equity and the entrepreneurial zeal that are essential for NHED to realize its potential contribution to equitable health development in practice. The Manager will be equally comfortable working as a leader or team member, taking charge or taking briefs as the need arises. S/he will have shared vision with NHED but must be practical in pursing this vision. 

    Required Qualifications

    Medical qualification (MBBS, MB;BCh, or MD, et al.) and public health or related post-graduate qualification (MPH, MHSM, et al.); 

    Required experience 

    • At least 10 years’ relevant experience working in health and health systems in low- and middle-income countries including Nigeria; at least three years’ experience at management level and as a consultant, capacity to negotiate and deliver on Terms of Reference to client’s satisfaction; 

    Required skills 

    Expertise with major trends in health sector policy and development assistance; superior policy analytic and programme planning skills; strong practical grasp of health systems strengthening; the logic and analytic prowess requisite for developing coherence from goal through objectives and strategies through activities; the project managing skills requisite for effective project cycle delivery, including the data and information management skills requisite to validate progression with internal as well as external stakeholders; outstanding communications skills, able to tailor speech or prose to the context of diverse audiences from Ministry to village health workers among others; proficiency with MS Office programmes, particularly Excel. Other required skills shall include:

    • Financial literacy (particularly understanding of budgeting and financial reporting processes and use of formulae) 
    • Fluent in English language and very good communication skills, written and verbal; confident telephone manners, 
    • Excellent planning and time management skills, ability to meet deadlines
    • A strong team player with the ability to work calmly under pressure to deliver on target and to quality.
    • A high level of attention to detail and accuracy in working with numbers
    • Approachable, flexible, creative and supportive

    Desirable skills

    • Experience in accessing funding, developing business plans or proposals
    • Knowledge of individuals, donors and networks in the international health sector
    • A track record of publication in peer-reviewed journals.
    • Interest in the international health development sector as well as in-country resources for development.
