Objective of the Assignment
The primary objective of this engagement is to:
- Provide an independent and professional opinion on the accuracy, completeness, and fairness of GPON’s financial records
- Assess the adequacy and effectiveness of internal control systems
- Verify compliance with donor regulations, organisational policies, and applicable statutory requirements
- Identify gaps, risks, and areas for improvement, and provide actionable recommendations
Scope of Work
The selected auditor will be expected to undertake, but not limited to, the following:
- Audit of GPON’s financial statements for the 2025 financial year
- Review of sampled financial transactions (including procurement, payroll, vendor payments, and operational expenses)
- Assessment of internal control systems across Finance, Procurement, Human Resources, Logistics, and Program operations
- Verification of compliance with donor requirements (including ECHO, CDCS, NHF where applicable)
- Review of bank reconciliations, supporting documents, and accounting records
- Verification of asset registers, inventory, and stock management practices
- Assessment of statutory compliance (tax filings, regulatory obligations)
Expected Deliverables
The auditor shall provide the following deliverables:
- Inception Report outlining audit approach, methodology, and timeline
- Draft Audit Report for management review
- Final Audit Report, including:
- Audit opinion
- Key findings and observations
- Risk categorization
- Practical recommendations
- Management Letter detailing internal control weaknesses and corrective actions
Eligibility and Qualification Criteria
Interested firms/individuals must meet the following requirements:
- Be a registered and licensed audit firm or certified professional auditor
- Minimum of 5 years’ experience in auditing NGOs, INGOs, or donor-funded projects
- Demonstrated experience with humanitarian or development sector audits
- Strong knowledge of donor compliance frameworks and financial management systems
- Proven track record of conducting similar assignments (with verifiable references)
- Ability to deploy qualified personnel within the required timeframe
