    • In close collaboration with the Federal government of Nigeria (FGoN) through the Nigerian Federal Ministry of Health's National Products Supply Chain Management Programme (NPSCMP), we are embarking on an ambitious and innovative approach to the challenges across Nigeria's supply chain.
    • To achieve this objective in its continuous efforts collaborating with Donors/Partners, the National Supply Chain Integration Project (NSCIP) was created in 2014 as a transitory mechanism to full Government ownership after a three year implementation.
    • The goal of NSCIP is to improve on the effectiveness and efficiency of the national supply chain by removing duplications while promoting synergy; strengthening collaboration through mutual participation in planning, implementation, monitoring and evaluation; skill transfer through improved local content participation in project execution which would in turn prevent stock outs of health products in store/facilities, minimise wastages and effectively run the entire system.

    Functional Responsibilities
    The role of the state coordination consultant encompasses the following key aspects:

    • Lead in the design and implementation of polices and strategies to ensure that NPSCMP is fully competent to guide the supply chain vision in Nigeria and to conduct audit and other supply chain function such as monitoring and reporting of the stock status situation of health products.
    • Engage with the states to ensure actualisation of integration and scope the next wave of integration opportunities.
    • Support in establishing political support for the project with all relevant stakeholders at National, State and LGA levels.
    • Advocate for federal and state resources, including staff to be provided through programmes required to set up the coordination mechanism and also logistic management coordination units (LMCU), working closely with the LMCU lead and the other team leads.
    • Facilitate capacity building of state team on supply chain management- including technical support on PSM activities at state, LGA and facility level.
    • Regularly track integration programme targets, LMCU progress and indicators and report them periodically.
    • Support the project in the federal and state coordination work streams, initiate the activities that will ensure coordination at all levels.
    • Design programme governance model with the NPSCMP- federal and state donors, senior PR leadership forum.
    • Support and Facilitate Steering Committee Meetings with Donors, PRs and FGoN.
    • State engagement process- with the state and zonal level SCM technical working group-separate state commissioners and directors of FDS forum.
    • Support NPSCMP in identifying resources and funding.
    • Support development of NPSCM audit capabilities for PPP contract management.
    • Support the establishment of NPSCM audit capabilities and make a start on audit and reporting for public and private supply chains.
    • Support the activities of the LMCU Task Teams.

    Education/Experience/Language Requirements
    Education:

    • Bachelor Degree in Pharmacy, Public Health, and related field.

    Experience:

    • 5 years of relevant work experience in Coordination of supply chain management in the development world. Experience working with the relevant health programs ATMRH would be an added advantage.
    • Experience in engagement of PSM stakeholders at National and sub-national levels
    • Knowledge of donor government environment is required.
    • Proficiency in supply management system tracking and design.
    • Strong problem solving and analytical skills, as well as system troubleshooting.
    • Excellent in communication, presentation and technical writing skills.
    • Good interpersonal skills and a team player.
    • Ability to work under pressure.
    • Ability to work with minimal supervision.

    Language:

    • Fluency in spoken and written English is required.
