Specific Key Responsibilities & Activities
- Assist the EPC Quality Team Leader in the preparation of Fabrication Yard and Site surveillance plan, especially with relation to Welding and NDE monitoring activities related to the EPC Contractor's scope of work.
- Responsible to review and approve the EPC Contractor's QA/QC documentation (including Sub contractors & manufacturers document) with relation to welding and NDE activities, e.g. NDE procedures and qualifications, NDE records (including various techniques reports), Welding traceability documents, welding qualification documents and welding records.
- Responsible to verify the qualifications required under applicable NDE and welding procedures.
- When necessary, witness procedure qualifications and welders' qualification trials in different methods depending on the welding procedures and requirements.
- When necessary, witness NDE procedures validation and qualification trials.
- Verify inspector's qualifications in order to ensure fulfilment of UT/AUT method requirements.
- Assist the EPC Quality Team Leader in the auditing of Welding/NDE processes applicable at various execution stages.
- When necessary, conduct audit to check certification, used facilities/equipment and effective work of third party NDE laboratory assigned by the EPC Contractor.
- Assist the QA/QC team in the verification of effective implementation of Contractor's ITP with relation to welding & NDE.
- Monitor Contractor's performance in term of welding and NDE activities and highlight any negative trend.
- When required, issue and follow up on Non Conformance Report (NCR) raised as result of QA/QC monitoring of welding and NDE activities.
- When welding and NDE QA/QC issues are raised, act as an expert and provide necessary assistance to the site team in order to resolve these issues.
- Interface with Project Key stakeholders involved in the EPC Contractors scope of work during yard fabrication work and onshore/offshore site work and ensure Project Quality objectives are met.
- Provide all necessary support to project QA/QC Engineer and Inspectors to ensure that all surveillance activities related to welding and NDE are adequately attended and any issues arising as a resolved expediently and efficiently.
- Develop or assist in the development of specific QA/QC procedures as required.
- The Welding and NDE QA/QC Engineer is responsible exclusively and only for the above QAJQC tasks and is NDE responsible for approval of welding procedures and specifications which fall primarily under engineering function.
- He shall NDE act as an engineering authority during the resolution of NCRs related to welding and NDE.
- He shall NDE act as an engineering function to interpret or provide instructions with regards to material metallurgy engineering during definition of requirements or investigation of NCRs affecting welding.

PERSON SPECIFICATION
- Bachelor of Science degree in Mechanical Engineering or equivalent
- Minimum of 7 years of relevant experience in the quality supervision of Welding and NDT work in the oil and gas industry or similar industry
- Required certification and qualification in Welding and NDE (ASNT/PCN NDE Level Ill MT, PT, UT, RT; etc.)
- Experienced in quality surveillance activities and TPI co-ordination
- Good written and verbal communication skills
- Good teamwork and interpersonal skills
- Knowledge of relevant international codes and standards
- Ability to make independent judgment and decision in the resolution of Welding and NDE Quality issues
- Experience with contractors and suppliers and ability to manage related interfaces
- Degree/Qualification in Engineering or related course or other equivalent experience, plus minimum of 10 + years relevant working experience in Oil & Gas (Construction, Engineering, Offshore sectors etc.) or relevant sectors
