    Administration & Finance Manager

    Position description
    Based in Bauchi, Nigeria, MCSP’s Administration and Finance Director will provide overall management of the program’s operational, financial, and administrative systems. Reporting to the MCSP/Nigeria Immunization program’s National Immunization Technical Advisor (NITA) based in Abuja, this position will work to create a finance/administration division that is conducive to and facilitates the accomplishment of the goals and objectives of MCSP in the most effective and efficient manner.
    The Administration and Finance Director will ensure the program’s compliance with JSI accounting systems and procedures, USAID regulations, and all financial and legal requirements of the Government of Nigeria. The position will manage a dynamic, geographically dispersed administration and finance team across Abuja, Bauchi, and Sokoto, and will oversee the administrative, logistical, and financial support critical to ensuring the successful implementation of MCSP’s RI strengthening program assistance to the Bauchi and Sokoto state governments.

    Roles and responsibilities
    Based in MCSP’s office in Bauchi, the Administrative and Finance Director will work closely with the Bauchi State Immunization Technical Advisor and other program support staff on the implementation of a financial and administrative management system based on generally accepted accounting principles (GAAP), JSI policies and procedures, and donor regulations across MCSP offices in Bauchi, Abuja, and Sokoto:
    Finance
    Manage field office accounting and payments systems; review and approve all field office voucher transactions, ensuring adherence to JSI and donor policies. Maintain program finances in QuickBooks
    Prepare and submit timely requests of funds to JSI home office to ensure the uninterrupted flow of funds to implement program activities
    Oversee closing of the monthly accounts and the submission of the field accounts to MCSP’s home office team
    Prepare the payroll summary sheet and employees pay slips. Manage salary deductions, timesheets, and employee leave tracking
    Lead the program’s annual budgeting exercises and collaborate with the NITA and other technical team leaders to ensure program activities are in accordance with the program budget and workplan
    Prepare regular and ad hoc reports for the home office, MCSP’s leadership or USAID, as required
    Ensure cost-effectiveness, efficiency, and accountability throughout the life of the program
    Administration
    Support the NITA with daily program management, contributing to program decision-making by providing input on the financial health and status of the program
    Supervise finance and administration staff in Abuja, Bauchi, and Sokoto
    Coordinate with MCSP home office to ensure appropriate financial and administrative management and compliance with USAID rules/regulations and JSI policies and procedures
    Represent MCSP to USAID and other high-level stakeholders as needed
    Oversee all procurement activities. Serve as a permanent member of the procurement committee.
    With input from MCSP’s home office and NITA, review, negotiate, and approve all field office contracts (including service agreements, office leases, and contracts), ensuring all required contractual terms and conditions are included and obtaining the best value to the program
    Oversee MCSP travel and transportation processes, procedures, and expenses
    Maintain a property management system for all fixed program assets, including vehicles, in compliance with contract and agreement property management requirements, including their repair, maintenance and replacement
    Ensure that all local operations and human resources manuals, guidelines, and tools are up to date, and that country staff are oriented to these documents as needed
    Oversee the process for renewing local hire employment contracts on an annual basis, ensuring annual performance reviews are completed and employment contracts renewed on time
    Ensure security guidelines and procedures are established, maintained, updated regularly, and adhered to by the program team. Monitor the security situation along with senior management and communicate procedures and updates to staff, in consultation with the Security Consultant, as needed
    Oversee and manage an efficient implementation of the program’s information technology (IT) systems, in coordination with MCSP’s Bauchi-based IT Officer
    Other administration and finance duties as assigned

    Qualifications
    Minimum of Bachelor-level education in business management, public administration or finance
    Minimum of seven years of relevant work experience in finance and administration, including experience with an international development organization in the health sector
    Demonstrated knowledge of USAID rules and regulations
    Extensive, demonstrated financial, management, and personnel experience
    Ability to manage multiple tasks and deadlines amidst rapidly shifting priorities
    Exemplary organizational skills, with the demonstrated ability to manage tasks and geographically dispersed teams
    Strong, energetic team player, with experience managing teams and mentoring, motivating, and cultivating talent within one’s team
    Strong interpersonal communication and writing skills, with the ability to interact with people from diverse backgrounds at different levels
    Computer literacy in Microsoft Word, Excel, PowerPoint; and QuickBooks
    Proficiency in spoken and written English, and at least one other local dialect
    Ability to travel periodically to Abuja and Sokoto for program monitoring and oversight as needed
