    Consultant

    Location: Maiduguri, Borno State

    ZOA’s Programme in Nigeria

    • ZOA started operations in Nigeria December 2016, supporting IDPs and returnees of Boko Haram affected states.
    • In the selection of the beneficiaries, we pay careful attention to include the most vulnerable households.
    • Continuously promoting community governance, inclusion, peace and stability in these fragmented and traumatized communities is a challenging but essential part of ZOA's programme.
    • ZOA currently have full team in Borno State; respond to the critical needs in Food Security and livelihood and Water Sanitation and Hygiene (WASH).

    Background of the Assignment:

    • In the ZOA Gender Analysis documents, gender analysis is defined as a tool for examining the differences between the roles that women and men play, the different levels of power they hold, their differing needs, constraints and opportunities, and the impact of these differences on their lives. Gender analysis examines the relationships between females and males: their roles, their access to and control of resources and the constraints they face relative to each other.
    • A gender analysis provides a basis for systematically integrating gender into our programmes, and helps to improve gender mainstreaming of our activities.
    • ZOA has conducted food security projects in Jere ( Gongolong and adjacent villages and communities) and in Monguno ( Juliari and Veterinary Camp) and WASH projects in Monguno and Madinatu.

    Objectives of the Assignment:

    • Capacitate staff, enumerators, data gatherers who will do data gathering on ZOA tools prepared for the analysis.
    • Lead /coordinate data gathering efforts on field.
    • Ensure the data both qualitative and quantitative are stored, analyzed and presented into usable information.
    • Analysis of the findings into concrete, doable strategies, plans, indicators consistent with ZOA standards and sector/working group standards.

    Qualifications
    The consultant would have the following qualifications:

    • Demonstrated capability for high level analysis and experience in conducting gender analysis as evidenced by:
      • Knowledge of Gender analysis principles and research / assessment frameworks and the tools required to carry out the analysis
      • Previous quality output in conducting gender analysis in the Nigeria context (preferably in any of the Borno, Adamawa, Yobe) states for of INGOs, NGOs or government agencies
      • Previous quality outputs that include actual experience in building data gathering team capability and to lead data gathering efforts
      • Inception report that develops research framework and tools based on ZOA Gender Analysis Documents and ZOA project documents. Inception report should have approved work plan.

    The Research Questions:

    • What is the potential of the programme/project to empower women and men, boys and girls?
    • How can the project contribute to address strategic gender interests and transform gender relations?
    • How can the project address the barriers and constraints to women’s and men’s development?
    • How can we encourage and equip women to claim what is their power, right and entitlement?
    • What is the impact of the project on women’s and men’s activities, roles and relations?
    • What is the impact on women’s and men’s access to control of resources and benefits?

    The coverage:

    • Monguno, Jere, MMC and Mafa

    Consultant Deliverables:

    • Form and Capacitate teams
    • Coordinate the data gathering efforts in ZOA areas of operations.
    • Submission of data both qualitative and quantitative in both raw form and translated into information.
    • Submission and Presentation of First Draft of report
    • Final draft with ZOA comments integrated.

    • A brief introduction of yourself focusing on relevant education, training and experience in conducting
    • Gender Analysis focusing.
    • A proposed work plan (activities and number of days)
    • A financial proposal indicating Consultant’s fee, cost of enumerators, materials, transportation, and other expenses.
