    ToR for Consultant - Capacity Analysis of protection mechanism at Commuinity and State Level and Development of a capacity Building startegy & Plan

    Plan International recognizes the importance of strong community-based prevention and protection mechanisms, in case of violence, abuse and exploitation of women, girls, boys and men, and is aware of the importance of a timely and appropriate reaction. In order to ensure the sustainability of our actions, it is particularly important to plan beyond the term of the project implemented by Plan International. A study carried out by Plan International in 2017 has shown that the culture of silence and fear of stigmatization explain why survivors of sexual violence are unable to seek help, support or contact the relevant services. Those who choose to report a case may contact the police and community leaders. Children who are victims of violence may usually turn to their parents / guardians. It has become clear that community protection mechanisms need to be strengthened in order to step up child protection, better clarify cases of gender-based violence, and refer survivors to proper follow-up centers.

    Development of a Capacity Building Strategy: Plan International requires an external consultant to be responsible for auditing capacity and preparing and starting a capacity building strategy. This strategy should focus on the issues of child protection, gender-based violence and other aspects of education, nutrition and livelihoods. Training on child protection and GBV and follow-up support to improve empowerment will complement capacity building. This is done in close cooperation with Plan's local implementation partner Child Protection and Peer Learning Initiative (CPPLI). Once the Need-Based Plan of Action is complete, Plan International will select key individuals in each of the included areas (Ministry of Health, Ministry of Education, etc.) and begin the Trainings for Trainers (ToT). The ToT participants will be supported to gradually implement the capacity building in their area of expertise. To ensure sustainability and ownership, Plan International will work with the Ministry of Women and Social Development as the first point of contact. The task of the ministry is for example to ensure that GBV and child protection at community and state level are integrated and mainstreamed into other areas.

    Purpose/Objectives of the Consultancy:

    • To conduct a Capacity analysis of protection mechanisms at community and state level and development of a capacity building strategy and plan under the project: “Reconstruction project
    • for the improvement of basic and social services as well as livelihoods of conflict-affected populations in Borno and Adamawa states in Nigeria”.
    • Plan International Nigeria is seeking the services of a consultant with experience in humanitarian and development programmes in conflict-affected areas to provide capacity building to local
    • partner civil society organizations and Plan staff on GBV and gender equality, conduct and lead on supervision of local partners GBV prevention and response activities and support quality
    • implementation of women protection and empowerment programme in Nigeria. The main objective of the consultant is strengthening the capacity of Protection structures in the
    • states, project staff and local partner organizations, providing technical support to local partners to start up and deliver comprehensive GBV support and rehabilitation services in particular on
    • the following. The consultant will support the Plan international and local partner staff in implementing activities aimed at responding to GBV and preventing forms of GBV. The
    • consultant work will develop and strengthen the understanding of local partners how to run and implement Women protection and empowerment projects, to develop the technical capacity of
    • local project partners for quality project implementation and quality case management and PSS service delivery with due attention to protocol, social norms, attitude change and advocacy work.
    • The consultant will develop a capacity building curricula with content culturally adapted to the Nigeria in context based on the existing curricula which has been used for the past 1, 5 years.
    • The training content should reflect a level of consideration to consider the specific situation of sexual exploitation, project services deliver to different communities (different religious, ethnic
    • background) and conflict dynamics between various communities affected by conflict-related GBV. The project will work in Michika and Askira LGA of Adamawa and Borno State.
    • Scope of work:
    • The scope of work for the Capacity analysis of protection mechanisms:
    • Conduct service mapping and capacity assessment of Child Protection and GBV services
    • Organize capacity building plan workshop with stakeholders and project staff
    • Roll out capacity Building Plan through a TOT approach

    Main Duties & Responsibilities:
    The consultant will be responsible for the daily work and role as below:

    Capacity building, Project Coordination, Implementation, and Management:
    Report directly to Plan International Nigeria through the project coordinator

    • Review project proposal and develop a work plan with time line according to the project proposal.
    • Support Plan International and local partner in development of advocacy strategies and activities.
    • Conduct regular mapping and meetings with relevant actors, stakeholders to understand the rapidly evolving context and provide regular updates to Plan International.
    • Develop and execute capacity building including training, supervisions, on the job coaching on the following subjects: Management/implementation of GBV projects (core
    • principles, prevention and response intervention); Set up and management of Community centres for women with mobile teams and volunteers; Quality outreach, GBV case
    • management including provision of basic psychological/emotional aid and PSS activities; Engaging men and boys; Develop case management systems with new partner
    • organizations, Develop tools for assessing client satisfaction and train staff and case workers on use of tools; Advocacy strategies, Sensitization, peer support work on gender
    • equality and GBV.
    • Design and deliver trainings/workshops, provide mentorship, advice and follow-up on- the-job coaching on GBV project management and implementation of prevention and
    • response, identification and safe and confidential referrals of GBV survivors, disclosure of GBV cases and guiding principles, risk identification and mitigation interventions,
    • core guiding principles, running of Community (women) centers, outreach activities in respect to guiding principles, case management, PSS and basic psychological aid (including training materials).
    • Support and promote good governance and gender justice in local partner organizational management and culture.
    • Develop systems for safe documentation and sharing of information in cooperation with project local partners and Plan International project team.
    • Develop tools for assessing client satisfaction, how client feedback informs change in partner’s service delivery and train local partner staff on use of tools.
    • Develop basic data collection, case management system in a participatory manner with partners.
    • Ensure that local partner staff adhere to GBV best-practice and professional standard and principles through capacity-building and on-the-job support.
    • Integrate feedback and experience of partners in training materials, tools, activities, approaches,
    • Develop capacity assessment tools and provide regular reports on partner’s progress
    • Support partners in development of project materials (advocacy, outreach, sensitization, awareness materials).
    • Regularly consult with PLAN international key project staff to finalize organizational training aspects, curriculum, agendas, issues, coordination with partners etc.
    • Collaborate closely with key PLAN international staff to ensure that all PLAN International staff is familiar with the case management and other relevant systems
    • developed and unified communication towards partners is taking place.
    • Take on managerial role when it comes communicating with and overseeing partners on issues related to their case management, PSS and other technical gender work related
    • capacity. Close collaboration and management of Plan International local staff (2-3 people) is also expected on this particular aspect.
    • Support Plan International and local partner in development of advocacy strategies and activities.
    • Conduct regular mapping and meetings with of relevant actors, stakeholders to understand the rapidly evolving context and provide regular updates to PLAN
    • International Protection.
    • Provide regular reports and updates to key Plan International staff on partner’s progress, achievements, and concerns.
    • Provide day to day programmatic support to Plan International, support programme development, proposal writing process and contribute to project reports.
    • Assist with gender analysis of Plan International Nigeria programmes.
    • Develop quality trusting respectful relationships with local partners.
    • Daily contact with local partners.
    • Monitoring, Evaluation, and Quality Management:
    • Guide the M&E team on how to collect individual sensitive qualitative and quantitative data, monitor, document progress in an appropriate confidential, sensitive manner using
    • appropriate tools/formats relevant to implementation of a comprehensive GBV programme in Nigeria (country specific formats – intake formats, referral pathways etc.).
    • Provide M&E team with inputs for success stories and in particular support the M&E team in developing questionnaires and approaches to gather qualitative data.
    • Work closely with Plan International monitoring team to develop adequate tools and tracking system in order to capture project progress and impact.
    • Assist M&E team to develop questionnaires to capture success stories on various project activities.
    • Regularly communicate with project beneficiaries to trach projects impact.
    • Conducting supervision and monitoring visits with M&E team with relevant feedback to local partners and Plan International staff.
    • Oversee and ensure achievements of capacity building plans with monitoring training
    • reports including measuring learning progress of participant’s/learning achievements and provide regular updates to plan international program management.

    Success Factor:

    • The successful Capacity Building Consultant should demonstrate ability to show excellent interpersonal and communication skills, excellent and innovative capacity building skills, ability
    • to adapt existing knowledge and training materials to local culture and context, ability to engage local partners in project activities, ability to motivate local partners, develop close respectful
    • professional relationship and rapport with local partners. The successful Capacity Building Consultant demonstrates ability to lead and communicate effectively with team members
    • (international and national personnel) of varied work styles, provide quality reports, follow procedures, and meet deadlines. Proven ability to learn quickly, take initiative, and be
    • accountable for results, multi tasks, prioritizing, and simultaneous attention to detail. Work high professional standard of work ethics, as well as the willingness and ability to enforce compliance
    • with Plan International and donor policies. Show proactive, creative, and problem-solver.

    Ethics:
    Due to the dynamic situation in which Plan International and its partners operate, as well as the sensitive nature of the issues involved, it is essential that the Capacity Building Consultant
    adheres to Plan International strict ethical and security guidelines. Consultants have to demonstrate they are keenly aware of particular ethical and security issues that arise from
    working in this specific environment, including protection of local communities and the need for vigilant data handling and management.

    Skills and Qualifications:

    • Plan International is seeking the services of an experienced GBV and Gender Equality Capacity
    • Building Consultant who fulfils the following competencies:
    • University degree or higher education relevant to social work, women’s studies or other relevant fields;
    • Thorough understanding of best practices and strategies in GBV response (case management, psychosocial support, etc.) and GBV primary prevention and risk reduction;
    • Thorough understanding of approaches for engaging men and boys and past experience in capacity building on such approaches.
    • Relevant past experience in developing materials and activities for women empowerment.
    • Past experience or knowledge of peer support group work including past experience in capacity building on peer support group work.
    • Experience in conducting training needs analysis/assessments and developing training programs for a broad range of audiences from different institutional levels;
    • Experience in conducting gender analysis of programmes.
    • Experience in programme development and proposal writing.
    • At least 4 years of proven experience in undertaking trainings and capacity building initiatives;
    • Proven experience working in early recovery settings with displaced populations;
    • Solid experience with planning, reporting, monitoring and evaluation skills;
    • Experience in GBV response and prevention and experience in building capacities of local partners and providing direct technical support to local organizations, preferably in the
    • Middle East;
    • Past experience in gender research is an advantage.
    • Systematic and organized in approach, with ability to work on own initiative including accuracy, consistency, and attention to detail, tenacity and the ability to work under
    • pressure.
    • Ability to work in a fast paced ever changing context across a broad range of functions.
    • Demonstrable ability to think creatively and practically to improve Monitoring, Evaluation, Accountability and Learning.
    • Sound understanding of project cycle management in international development.
    • Working knowledge of Nigeria, understanding of the social, political, and economic context.
    • Previous experience in insecure environments, and able to work effectively under, & adapt to, difficult conditions.
    • Written & verbal proficiency in English required.
    • Strong interpersonal and communication skills.
    • Leadership skills and the ability to make decisions.
    • Willingness & ability to travel within inside & outside the country.
    • Effective verbal and written communication, strong multi-tasking, organizational, prioritization skills are necessary.
