Purpose Statement

• This provides is a strategic approach which organizes procurement resources to focus on specific areas of spends.
• This enables category managers to focus their time and conduct in depth market analysis to fully leverage their procurement decisions on behalf of the whole organization.

Key Deliverables

• Develop and/or make relevant input in the development of SOW for well and production operation services
• Carry out technical/commercial option review of well engineering and production operations services, technology and equipment
• Develop technical and commercial evaluation strategy and framework of contractor qualification
• Draft contract terms and technical specification
• Manage Nipex tender process for well engineering and production servicesDevelop pricing methodology or models based on knowledge of technical information
• Interface with product manufactures/service providers/agencies to understand product performance and new technology
• Monitor product/service market trend and build price index
• Manage supplier segmentation and contract spend categorization
• Support in project scope conceptualization and development of equipment specification/listing
• Conduct performance/compliance audits

Minimum Qualification/ Experience

• Engineering and Physical science B.Sc. Second degree might be an advantage
• Minimum of 10- 12 years of Direct oil and gas experience or strong exposure to production systems operation
• well engineering operation
• Contracting, Procurement and Vain chain optimization operations
• Well and Production Engineering Contracts management experience

Knowledge/Skills:

• Technical and commercial knowledge of well and production operations and associated value chain optimization process
• NAPIMS tendering process
• Stakeholder and contractor management
• Oil and gas industry standards and codes for well and production operations
• Technical writing and presentation skill
•  Strong analytical skill and deep thinking
• Good enterprise skill
• Knowledge of sourcing & category strategies,
• Knowledge of supplier categorization and  selection
• Ability to create value chain through supplier appraisal and development system
• Knowledge of material and service cost models/indexing
• Ability to collect, analyze category spend and market data
• Good negotiation skill
