Request for Quotes - Insurance at PACT

RFQ Number: PU809- PACTNG - INSURE-002-2018 

For the Provision of Group Life Accident (GLA) and Group Personal Insurance(GPL) to Pact West Africa, Nigeria.

Issuance Date:  November 1, 2018

.      Scope of services

• The Group Life Accident and Group personal insurance organization is expected to cover the following areas:
• Payment in the event of an Accidental Death.
• Payment to the insured individual if unable to participate in his/her normal work routine due to an accident and there is a possibility that the disablement will continue for the rest of his/her life.
• Recurrent payment in cases of accidental temporary total disability for the duration of hospitalization.
• Payments in a situation where the insured person experiences accidental permanent partial disability but is still able to participate in his/her usual work.

2.      Duration of Service

The duration of the engagement is 8 months effective as the expected end date of the contract is June 30, 2019 with the possibility of extension based on satisfactory performance.

As part of the bid, you are required to provide:

• Evidence of company registration certificate with the Corporate Affairs Commission (CAC).
• Evidence of licence to operate duly issued by the National Insurance Commissions (NIACOM).
• Evidence of Tax Clearance Certificate for the last 3 years (2015, 2016 and 2017)
• Satisfactory records of performance history, integrity and business ethics
• Provide evidence of managing a comparable international organization, including a description of the services rendered and the management plan implemented.

Currencies:

Prices shall be stated in Naira (N).

Language:

The quote, as well as all correspondence and documents relating to the offer, shall be in English.

Validity:

Quotes shall remain valid for 90 calendar days from the due date for receipt of quotes. In exceptional circumstances, prior to expiry of the original offer validity period, Pact may request that the Bidder extend the period of validity for a specified additional period.  A Bidder agreeing to the request will not be required to modify their quote.

Due Date and Time for Submission of Quotes:

• Quotes must be received by Pact no later than the due date and time as shown above.  Pact may, at its discretion, extend the due date and time for the submission of quotes by amending this RFQ.
• Any quote received by Pact after the due date and time for submission of quotes will be rejected.

Evaluation of Quotes:

Quotes will be evaluated based on the following criteria:

• Overall responsiveness of the quote
• Total price
• Warrantee (where applicable)
• Delivery time

Information for Bidders

Clarification of Quotes:

During evaluation of the quotes, Pact may, at its discretion, ask the bidder for a clarification of their quotes. Clarifications are limited exchanges with a Bidder to resolve minor or clerical errors; they do not offer an opportunity for a Bidder to modify or change an offer.

Award Criteria:

Pact is not obligated to make an award by having issued this solicitation. Any award(s) will be made to the responsible bidder whose offer(s) has/have been determined to be most advantageous to Pact.  

Pact has the right to withdraw or change this RFQ at any time.  Bidders’ quotes are done so at the sole cost and expense of the bidder with no obligation on the part of Pact.

Confidentiality:

Information submitted in response to this RFQ will be held in confidence.

Contract Type:

The contract awarded will be on a Fixed Price and Quantity Purchase Order.
