Terms of Reference
This Terms of Reference (TOR) provides the description and work to be done during the implementation of Long-Lasting Insecticidal Net (LLIN) Mass Campaign across 5 states in Nigeria.
Summary and Purpose of the Consultancy
The ICT4D Unit is tasked with the responsibility of developing, planning, coordinating and implementing the use of Information and Communication Technology in LLIN distribution in Nigeria. This involves the use of android mobile devices, fingerprint scanners, solar chargers and other peripherals to execute LLIN mass campaigns. The ICT4D Unit comprises the ICT4D Specialist who Leads the Team, ICT4D Officers and Consultants who support the ICT4D components and processes during the campaigns.
Objective of the Consultancy
To provide technical support to all campaign implementers on the use of all ICT4D tools required.
To ensure effective knowledge dissemination on the use of the Cash and Asset Transfer Strategy through trainings of LLIN mass campaign implementers in selected LLIN Mass Campaign States.
To monitor the use of digital android devices, fingerprint scanners, and Net card tracking system to carryout household/beneficiary registration, Net card and LLIN distribution at the various designated locations.

Schedule of Deliverables
The work will be completed as per the agreed campaign timeline for each state over a period of 2 weeks for microplanning and 60 days for LLIN campaign implementation. The state LLIN Campaigns are schedule between February - December 2019.
Management Arrangements and Follow-up
The Global Fund Malaria project unit will provide overall supervision and management of the consultancy. Focal contact person on this consultancy shall be the ICT4D Specialist.
Mode of Reporting
The ICT4D Consultants will report to the ICT4D Officer in-charge. withOverall coordination and technical oversight will be provided by the CRS ICT4D Specialist.
Key Working Relationships
CRS ICT4D Officers, State Ministries of Health (SMoH) staff, LGA teams, Ward Supervisors, Household mobilizers, Distribution teams, CRS Global Fund Malaria Nigeria Program Team, National Malaria Elimination Program (NMEP) staff, Society for Family Health (SFH) staff, CRS ICT4D Specialist.
Time and Level of Effort
The ICT4D Consultants will be trained over a specific period and afterwards be deployed to designated State/LGA of assignment. This activity is expected to take place within LLIN mass Campaign implementation schedule for each state between February 2019 - December 31, 2019. The deliverables are expected to be timely and reports should be submitted no later than 7 days after the completed state campaigns.
Location of the Consultancy
The consultancy will take place in any of the campaign states listed above.
Payment Schedule
A daily rate of N15,000 will be paid as consultancy fees. This will be paid upon completion of specific deliverables listed above and submission detailed activity report, consultant report and timesheet reviewed by the ICT4D officer and duly signed by the ICT4D Specialist.
All hotel accommodation and transportation required during the period of the consultancy will be provided in accordance to CRS’ policies.
Please note that CRS will deduct and remit to the Federal Inland Revenue Service (FIRS) a 5% withholding Tax from the total consultancy fees in accordance with the Nigerian Tax Law.

Background
In Nigeria, CRS is the principal recipient (PR) of the Global Fund (GF) Malaria grant from 1st January 2018 to 31st December 2020. As PR, CRS will partner with the National Malaria Elimination Program (NMEP), 3 subrecipients (SRs), various state governments, malaria partners and stakeholders, to build on current level of achievements by the RBM partnership in-country and contribute to the attainment of the goals and objectives of the NMSP 2014-2020 by providing technical support to State Ministries of Health/ State Malaria Elimination Programs (SMoH/SMEPs). As part of the grant, resources have been earmarked to reach out to vulnerable persons and populations-at-risk in line with addressing gender and human rights issues. The vulnerable persons include internally displaced persons (IDPs) who have been displaced because of insurgency in North East (NE) Nigeria. Four of the 13 supported states are within the NE zone including Adamawa, Yobe, Gombe and Taraba. CRS conducted a needs assessment for IDPs and host communities in these 4 NE states, the results of which were used to develop an IDP Malaria Response Strategy in North East Nigeria.
To ensure optimal implementation of the malaria intervention for maximum impact on IDPs, the strategy includes the engagement of full time staff who will be fully focused on the various aspects of the strategy. To this end, CRS will engage 1 staff for a two-year period in each of the 4 states. All staff will be supported by the GF Malaria technical leads on the grant. Job Summary:
S/he will lead on partnership and collaboration in the state for the strategy implementation, working with all the relevant government agencies, UN humanitarian partners (UN/OCHA, IOM, UNICEF, UNHCR), WHO, ICRC/IFRC, other NGOs, and any other relevant stakeholders. The case Management officer will coordinate GF Malaria IDP activities and engage closely with the IDP leadership in the state. In addition, S/he will develop close working relationships with the IDPs and their host communities across the state to monitor the activities of the IDP CORPs. S/he will be a member of the humanitarian coordinating mechanism in the state (the Camp Coordination Cluster and the Health Sector Coordination Cluster) to maximize opportunities for collaboration. S/he will report to the Program officer, GF Malaria Project with technical oversight from all Unit Heads. S/he will also have a close working relationship with SR staff in the state.
