    Senior Environmental and Health and Safety Specialist

    Location: IMU Head Office, Abuja, Nigeria
    Project Name: Nigeria - Niger - Benin/Togo - Burkina (North Core) Interconnection Project
    Employing Institution: Implementation Management Unit (IMU) of the North Core Project
    Reports to: Director of IMU
    Appointment: Full time, approximately 36 months
     
    Project Background

    • Within the framework of the West African Power Pool (WAPP), the Governments of Nigeria, Niger, Benin, Togo and Burkina are collaborating to develop a sub-regional interconnection project referred to as the 330 kV WAPP North Core Project. The project involves the construction of approximately 875 km of 330 kV transmission lines from Nigeria to Burkina Faso, through Niger, and Benin
    • The project will also involve the electrification of rural communities located within a 5 km radius on both sides of the line, and the implementation of a number of environmental and social mitigation measures. These include, among others, the implementation of the Environmental and Social Management Plans (ESMPs), Health and Safety Plans (H&S Plans) and Resettlement Action Plans (RAPs) to provide for persons and communities affected by project implementation activities
    • The project is being financed by The Agence Française de Développement (AFD), African Development Bank (AfDB), European Union (EU) and the World Bank (WB)
    • Given the regional dimension of the project, and in order to enhance its coordination, the Ministers in charge of Energy of the North Core countries agreed to put in place an institutional framework which includes the set up of an Implementation Management Unit (IMU) to, among others, assist in the preparation and physical implementation of the North Core project.

    Job Purpose

    • The Senior Environmental and Health and Safety Specialist provides policy and technical guidance on environmental, social, and health and safety issues for the North Core project
    • This includes leading environmental, social, health and safety compliance activities, reviewing, in collaboration with regulatory institutions, and implementing environmental, social, health and safety policies and guidelines, monitoring the implementation of the Environmental and Social Management Plans (ESMPs), Health and Safety Plans (H&S Plans) and the Resettlement Action Plan (RAP) and reporting on all environmental, social, health and safety issues relating to the project.
    • The job holder will also oversee compensation processing for project affected persons, and collaborate with the Senior Social Safeguards Specialist to undertake crop and property enumeration, as well as facilitate prompt payment of compensations.

    Specific Responsibilities
    The Senior Environmental and Health and Safety Specialist will be responsible for a minimum of the following key tasks:

    • Facilitate processes for the acquisition of environmental permits and Rights of Way (RoW);
    • Review and update environmental and social safeguards and health and safety procedures where required;
    • Ensure the preparation and review of Environmental and Social Management Plans (ESMPs), Construction ESMPs (CESMPs), Health and Safety Plans (H&S Plans) and the Resettlement Action Plans (RAPs) and coordinate their implementation;
    • Coordinate with regulatory agencies and bodies within the project area to ensure environmental and health and safety compliance and enforcement of relevant standards, rules and regulations;
    • Perform work assignments related to environmental and health and safety inspections, compliance, monitoring, regulation, and research;
    • Ensure adherence to environmental safeguards and health and safety procedures;
    • Conduct  regular field inspections with environmental and health and safety officers and maintain accurate reporting mechanisms;
    • Establish and generate accurate data related to environmental and health and safety complaints within the project area;
    • Provide guidance and direction to management for ensuring environmental and health and safety compliance;
    • Generate environmental and health and safety reports on a regular basis.

    Qualification and Experience
    The Senior Environmental and Health and Safety Specialist must have a minimum of the following:

    • Master's Degree and above in a relevant field of study such as Environmental Science or Natural Resource Management with at least eight (8) years post-qualification experience as Environmental Specialist for a similar project, as well as Health and Safety experience in similar projects;
    • Bachelor's Degree/HND in Environmental Science, Natural Resource Management or other related field combined with specialized experience of a minimum of fifteen (15) years as Environmental Specialist on a similar project, may be considered in lieu of a Postgraduate Degree
    • The candidate should have a certification in Health and Safety and have at least 5 years experience in Health and Safety in similar projects.
    • Proven track record in working on projects covering a range of environmental and health and safety issues;
    • Regional experience in coordinating and working with multi-disciplinary teams and project stakeholders is desirable.

    Required Knowledge:
    An excellent knowledge of the following relevant areas is required:

    • Relevant procedures, regulations and legal framework in environmental management;
    • Structure of Environmental Protection Agencies (EPA) and other regulatory agencies or bodies within the project area;
    • Creative and innovative techniques for planning and implementing environmental and health and safety policies and guidelines;
    • Demonstrated capacity to lead operational and analytical tasks;
    • Ability to supervise and motivate a project team i.e. well developed team building skills;
    • Field experience is essential;
    • Experience in regional projects will be an added advantage.

    Skills and Competencies:

    Job Relationships
    Reporting Relationships:

    • The Senior Environmental and Health and Safety Specialist will report to the Director of the IMU and will supervise all field environmental and health and safety officers.

    Working Relationships:

    • The Senior Environmental and Health and Safety Specialist will establish and maintain good working relationships with all Environmental Regulatory Agencies and Bodies within the Project Area (Agencies, City Councils, Village Development Committees (VDC’s) and all other Project Stakeholders.

    Job Location:

    • The Senior Environmental and Health and Safety Specialist will be resident at the Head Office of the IMU in Abuja (Nigeria) but will be required to undertake frequent visits to the field offices of the IMU and the project sites.

    Language:

    • A key requirement for the position is having proficiency in English and French.

    Duration

    • The position of Senior Environmental and Health and Safety Specialist is for a term of approximately thirty six (36) months
    • This is a full time position and the jobholder must demonstrate the required dedication and commitment to achieving results.

    Job Context

    • The responsibilities and tasks of the Senior Environmental and Health and Safety Specialist will be executed both within the office context and on the field
    • The job holder will therefore, be expected to travel periodically to various locations within the project countries and/or beyond to carry out field work
    • S/he will be required to put in a minimum of forty (40) hours per week but may also have to perform duties outside of normal working hours, as necessary.

    Reporting Requirements:

    • The Senior Environmental and Health and Safety Specialist will prepare and submit activity reports at the end of each month, to the Director of the IMU for approval as well as prepare various environmental and health and safety reports on a regular basis.

    Performance Criteria
    The following will be part of performance assessment criteria for the position:

    • Timely acquisition of project environmental permits and Rights of Way (RoW);
    • High level environmental  and health and safety compliance on the project and enforcement of relevant standards, rules and regulations;
    • Agreed/acceptable number of environmental and health and safety inspections and monitoring activities undertaken within a given time frame (to be established in consultation with IMU Director);
    • Establishment of accurate environmental and health and safety reporting mechanisms;
    • Acquisition of accurate data relating to environmental and health and safety complaints within the project area.
    • Other criteria may be developed by the Director of the IMU based on deliverables agreed with the jobholder.
    • Performance Evaluation
    • The performance of the Senior Environmental and Health and Safety Specialist will be evaluated annually by the Director of the IMU, based on the above performance criteria, an annual work plan and deliverables agreed upon at the beginning of the appraisal period. Quarterly performance reviews will however, be conducted by the Director to facilitate the identification and prompt management of performance related issues.

    Additional Information

    • The job holder is required to be fluent in French and English. Ability to use relevant computer software (MS Word, Excel, Power Point) as well as the internet is also a key requirement for all positions.

    • The Senior Monitoring and Evaluation Specialist will assume full responsibility for preparing the overall M&E strategy of the project.
    • S/he will be responsible for strategy implementation and overseeing monitoring and evaluation of all project related activities and programs. S/he will provide leadership in the design, monitoring and evaluation of the Monitoring and Evaluation Plan as well as ensure compliance with requirements of the funding institutions.
    • The job holder will be responsible for collecting and analyzing project performance and monitoring work plans of the IMU. S/he will manage evaluations and support the Director of the IMU in using performance information for decision-making and resource allocation. S/he will also be responsible for preparing and compiling periodic monitoring and reporting documents.

    Job Context

    • The responsibilities and tasks of the Senior  M&E Specialist will be executed within an office context but involves extensive field work as well.
    • The jobholder will therefore, be expected to travel periodically to various locations within the project countries and/or beyond.

    Specific Responsibilities
    The Senior Monitoring and Evaluation Specialist will be responsible for a minimum of the following key tasks:

    • Prepare a draft of the M&E Plan for the North Core Project in consultation with the IMU team and key stakeholders, and manage the implementation of such plan;
    • Develop an M&E Manual and data collection protocols for the project and ensure that the technical staff and project implementing partners comply with the manual;
    • Oversee and manage routine data collection, data analysis, and reporting, including, results reporting by implementing partners, and any design of surveys;
    • Participate in the monitoring of the project components through site visits, review of project reports, and review of secondary data;
    • Organize and oversee regular reviews of data quality, maintain performance data quality standards, and oversee the process for independent data quality assessments;
    • Manage sub-contractors, consultants to ensure that M&E deliverables are of high quality and submitted in a timely manner;
    • Provide M&E related comments on all other project technical documents (e.g. work plans. Terms of Reference, and contracting agreements, and ensure that M&E reporting requirements are complied with;
    • Coordinate the setting up and management of the project Geographic Information System (GIS) and Management Information System (MIS), including all related activities such as data collection tools and formats, data entry, data analysis, and reporting;
    • Be the lead person in the design and implementation of any internal and/or external performance evaluation;
    • Ensure that the project M&E Plan is periodically updated, including performance reference sheets;
    • Coordinate project technical staff in the preparation of periodic reports, including Quarterly and Annual Performance Reports;
    • Respond to requests for information on data sources, data measurement methods, frequency of data collection, and disaggregation. Monitor and update all M&E budgets, work plans, and contracts;
    • Provide M&E guidance to other IMU technical team members and to other implementing partners throughout project implementation;
    • Serve as a focal point for funding agencies in their project monitoring and evaluation;
    • Support the IMU Director in the preparation of various project progress reports and summary notes for the attention of stakeholders and donors and advise the Director on the use of performance information in decision making and resource allocation.

    Qualification and Experience
    The Senior Monitoring and Evaluation Specialist must have a minimum of the following:

    • Masters degree and above in a relevant field of study such as Social Sciences, Economics, Psychology, and Mathematics as well as qualifications, and proven use of Statistics.
    • At least eight (8) years of progressively responsible experience in monitoring and evaluation, five (5) of which should have been in projects of similar complexity (multiple locations and stakeholders, regional project).
    • Proven experience in monitoring and evaluation of projects funded by multilateral partners;
    • Experience in monitoring Energy projects or in the electricity sector will be an advantage.
    • Experience in managing surveys with electronic data collection tools.

    Required Knowledge
    Excellent knowledge of the following relevant areas is required:

    • M&E procedures and guidelines of international funding institutions, in particular The World Bank (WB), African Development Bank (AfDB), European Union (EU) and Agence Française de Développement (AFD);
    • Procurement procedures, including preparation of Terms of Reference (TOR) and/or contract management;
    • M&E system design and management.

    Skills and Competencies

    Reporting relationship:

    • The Senior Monitoring and Evaluation Specialist will report to the Director of IMU.

    Working relationship:

    • The job holder will collaborate with key project stakeholders in the execution of his/her responsibilities. These include IMU staff, contractors, project consultants and funding institutions.

    Job Location:

    • The Senior Monitoring and Evaluation Specialist will be resident at the Head Office of the IMU in Abuja (Nigeria) but may be required to undertake frequent field visits.

    Language:

    • The Senior M&E Specialist must be fluent in English or French with a working knowledge of the second language.

    Duration:

    • The position of Senior M&E Specialist is for a term of approximately thirty six (36) months. This is a full time position and the jobholder must demonstrate the required dedication and commitment to achieving results.

    Reporting Requirements:

    • The Senior Monitoring and Evaluation Specialist will prepare and submit various reports as required to the IMU Director and project financing institutions.
    • These will include monthly, quarterly and annual project/progress reports, baseline and other evaluation reports.

    The following will be part of performance assessment criteria for the position:

    • Development of a comprehensive Monitoring and Evaluation Plan in accordance with project objectives;
    • Development of a comprehensive data base for the project;
    • Timely submission of high quality monthly, quarterly and annual project/progress reports to the IMU Director;
    • Submission of baseline report and other evaluation reports to IMU Director and financing institutions;
    • Development of effective communication mechanisms with IMU staff, work teams and/or departments/units to ensure responsiveness to M&E requirements.
    • Other criteria may be developed by the Director of the IMU based on deliverables agreed with the jobholder.

    Performance Evaluation

    Job Purpose

    • The Senior Procurement Specialist will lead, manage, execute and coordinate tasks related to the procurement of goods, works and consulting services for the implementation of the Project and for the needs of the IMU.
    • S/he will ensure that all project related procurement and contract management activities are performed in a fully professional, transparent, and ethical manner, and in line with procurement regulations and guidelines of the international financing agencies involved in the project.
    • The job holder will be responsible for the coordination, preparation, monitoring and updating of the procurement plan. S/he will also act as Secretary to the Procurement Committee and Evaluation subcommittees.

    Specific Responsibilities
    The Senior Procurement Specialist shall be responsible for a minimum of the following key tasks:

    • Plan, develop and manage all procurement and contractual activities relating to goods, works and consulting services and conduct all stages of the procurement process in close collaboration with all stakeholders;
    • Advise the IMU on the full range of procurement issues including related risks and mitigation measures, and provide support and guidance at all stages of the procurement process;
    • Provide input in the development of procurement documents during project preparation
    • Maintain updated procurement plans of the project; highlighting significant changes and consequential cost deviations/variances;
    • Periodically update key procurement documents where required ie. Procurement procedures manual
    • Prepare/Review procurement documents), and provide input, where required, on specific procurement documents in collaboration with technical specialists of the IMU, Consultants and the Owner’s Engineer. I.e. tender documents, terms of reference, request for proposals;
    • Support the contract manager in all aspects relating to procurement;
    • Prepare procurement documents, communications, guidelines, instructions related to contract award processes.
    • Take a lead role in the preparation of bidding documents/ request of proposals, evaluation of proposals (including  pre-qualification of contractors), for goods, works and consulting services and, drafting of evaluation reports;
    • Collaborate closely with the Owner’s Engineer in the supervision of the implementation of EPC contracts to ensure adherence to contractual provisions and provide input where necessary;
    • Institute and maintain transparent and accessible records, in both hard and soft copy, of all tender documents, and communications up to the closure of contract files;
    • Organize capacity building in procurement for IMU staff and other stakeholders;
    • Participate in donor required supervision missions.

    Qualification and Experience
    The Senior Procurement Specialist must have a minimum of the following:

    • Masters degree and above in Business Administration, Public Administration, Commerce, Economics, Engineering, Law or other related field;
    • A minimum of ten (10) years of proven professional experience in procurement and administration in the public or private sector, of which at least  five (5) years should be directly related to first-hand  procurement and/or contracting experience with complex projects funded by multilateral institutions
    • Professional training in Procurement is an advantage
    • Training in Project Management is an added advantage
    • Previous experience with EPC contracts in the power sector is an advantage

    Required Knowledge
    Excellent knowledge of the following relevant areas is required:

    • Seasoned knowledge and specialized command of procurement policies and practices of multilateral developments banks, including new concepts under the World Bank and AfDB’s procurement regulations.
    • Knowledge of and experience in all procurement categories (Goods, Works and Consulting Services );
    • Experience in the power sector and/or regional projects will be an advantage.

    • The Senior Procurement Specialist will be resident at the Head Office of the IMU in Abuja (Nigeria) but may be required to undertake frequent field visits to the local offices of the IMU, project sites and field offices of the North Core project.

    Language:

    • A key requirement for the position is proficiency in English and French, particularly in reading and writing. 

    Duration:

    • The position of Senior Procurement Specialist is for a duration of approximately thirty six (36) months. This is a full time position and the jobholder must demonstrate the required dedication and commitment to achieving results.

    Job Context

    • The responsibilities and tasks of the Senior Procurement Specialist will be executed within the office context. The jobholder may however, be expected to travel periodically to various locations within the project countries and/or beyond. The jobholder may also be required to perform duties outside of normal working hours, as necessary.

    Reporting Requirements

    • The Procurement Specialist will prepare and submit activity reports at the end of each month, to the Director of the IMU for approval. The jobholder will also prepare various reports as required including procurement and contract management reports among others.

    Performance Criteria
    The following will be part of performance assessment criteria for the position:

    • Timeliness and quality performance delivery with respect to core responsibilities as agreed upon with immediate Superior.
    • Delivery of timely results that impact project schedules
    • Quality of procurement record keeping
    • Quality and timeliness of reports
    • Compliance to procurement process documentation and chain of approvals
    • Cost savings achieved on project choices set against best practice benchmarks.

    Performance Evaluation

    • Within the framework of the West African Power Pool (WAPP), the Governments of Nigeria, Niger, Benin, Togo and Burkina are collaborating to develop a sub-regional interconnection project referred to as the 330 kV WAPP North Core Project. The project involves the construction of approximately 875 km of 330 kV transmission lines from Nigeria to Burkina Faso, through Niger, and Benin. The project will also involve the electrification of rural communities located within a 5 km radius on both sides of the line, and the implementation of a number of environmental and social mitigation measures. These include, among others, the implementation of Resettlement Action Plans (RAPs) to provide for persons and communities affected by project implementation activities.
    • The project is being financed by The Agence Française de Développement (AFD), African Development Bank (AfDB), European Union (EU) and the World Bank (WB).
    • Given the regional dimension of the project, and in order to enhance its coordination, the Ministers in charge of Energy of the North Core countries agreed to put in place an institutional framework which includes the set up of an Implementation Management Unit (IMU) to, among others, assist in the preparation and physical implementation of the North Core project.

    Job Purpose

    • The Senior Financial Specialist will have broad responsibility for the financial management; accounting policy, procedures and reporting; and practices of the Implementation Management Unit (IMU). This involves ensuring financial planning, control and reporting as well as the efficient administration of financial resources.
    • The jobholder will also ensure that the IMU complies with international accounting standards and procedures, and that financial reports are prepared in accordance with International Financial Reporting Standards (IFRS) as well as standards of financing institutions. The Senior Financial Specialist will also ensure the IMU’s adherence to tax regulations and provide the IMU Director with updated financial information on a regular basis.

    Specific Responsibilities
    The Senior Financial Specialist will be responsible for a minimum of the following key tasks:

    • Ensure that the IMU has in place and in use efficient systems and processes, to enable it commence the management of project resources.
    • Establish an efficient control system for the management of the IMU’s financial and material resources;
    • Define strategic and financial objectives, prepare financial reports and respond to all questions relating to the financial management of the IMU;
    • Monitor and assess the performance and achievement of the financial objectives of the Unit;
    • Provide services related to accounting, finance, procurement, planning, and management control of the IMU;
    • Ensure the preparation of administrative and accounting management procedures;
    • Manage the budgetary process in close collaboration with the IMU Director, including budgeting for capital expenditure, budget monitoring and forecasts and prudently execute budgets;
    • Maintain day-to-day financial control of the IMU’s financial activities within stipulated budget limits and ensure that all finances are properly administered and monitored;
    • Implement all financial aspects of the financing agreement and the strategic plan in order to achieve relevant objectives as well as provide financial and accounting advice;
    • Ensure that the IMU is adequately prepared for both internal and external audits as well as ensure the implementation of audit recommendations;
    • Take a lead role in the acquisition of integrated fiduciary software for the IMU, This will comprise financial and accounting, procurement and monitoring modules;
    • Ensure that the IMU is adequately covered for all reasonable risks, with insurance policies in place and subject to regular review and renewal;
    • Execute comptrollership functions in order to ensure that finances are managed according to internationally accepted accounting principles;
    • Conduct financial analysis and prepare detailed financial reports and statements as well as establish and maintain cash controls;
    • Review contractors’ invoices and ensure funds disbursements on time;
    • Represent the IMU on all financial and procurement matters as well as on any other tasks assigned by the IMU Director.

    Qualification and Experience
    The Senior Financial Specialist must have a minimum of the following qualifications:

    • A Masters degree and above in Finance or Economics or related field;
    • Fifteen (15) years of relevant professional experience, five (5) of which should have been in a senior management position;
    • Qualification as a professional accountant (e.g. CA, ACCA, CIMA, DSCG, DESCOGEF etc.) or membership of an accounting body will be an added advantage.

    Required Knowledge
    Excellent knowledge of the following relevant areas is required:

    • Planning, budget and cost control;
    • Procurement  procedures of financing institutions;
    • Financial policies and procedures, and corporate management systems;
    • In-depth knowledge of business management, corporate finance and project finance and accounting;
    • Project and risk management;
    • Accounting policies and practices;
    • International Financial Reporting Standards (IFRS) /International Public Sector Accounting Standards (IPSAS);
    • Knowledge of procedures and guidelines of International Financing Institutions such as the World Bank, and/or Agence Française de Développement (AFD)” including how to deliver concise and accurate reports to strict deadlines as well as a good understanding of donor specific procedures for submission of withdrawal applications particularly for the Project funding partners.
    • Work experience or knowledge/understanding of the power industry
    • Good knowledge of financial policy and procedures and financial models for a similar institution and proven experience in developing financial models for complex operations.

    Job Relationships
    Reporting relationships:

    • The Senior Financial Specialist will report to the IMU Director and supervise the Project Accountant and Accounting Assistant.

    Working relationships:

    • The jobholder will collaborate and cooperate with external auditors, particularly in the review of draft financial statements of the IMU. S/he will also relate with the funding partners of the project.

    Job Location

    • The jobholder will be resident at the IMU head office in Abuja, Nigeria, but may be required to undertake frequent assignments at the IMU’s local offices and project sites in the North Core countries.

    Language

    • The Senior Financial Specialist of the IMU must be fluent in English or French with a working knowledge of the second language.

    Duration

    • The position of Senior Financial Specialist is for a term of approximately thirty six (36) months. This is a full time position and the jobholder must demonstrate a strong commitment to achieving set goals as well as put in the required effort to “get the job done.”

    Job Context

    • The responsibilities and tasks of the Senior Financial Specialist will be executed within the office context.
    • The jobholder may however, be expected to travel periodically to various locations within the project countries and/or beyond.
    • S/he will be required to put in a minimum of forty (40) hours per week but may also have to perform duties outside of normal working hours, as necessary.

    Reporting Requirements

    • The Senior Financial Specialist will be expected to provide monthly financial reports to the Director of the IMU and the Board as well as develop and maintain timely reports to meet all financial reporting obligations and deadlines of the various financing agencies. S/he may also be required to provide adhoc reports as and when necessary.

    Performance Criteria
    The following will be part of performance assessment criteria for the position:

    • Achievement of an overall actual to budget variance of not less than 15%; Anything beyond this statistic must be explained by abnormal events beyond management’s foresight during the planning period which the Financial Specialist should have advised on;
    • Compilation of accurate financial records, timely preparation and submission of financial statements and reports;
    • Strict adherence to procedures and guidelines of the financing institutions involved in the project and to International Financial Reporting Standards (IFRS) ) /International Public Sector Accounting Standards (IPSAS);
    • Conduct of internal and external audits at intervals agreed upon with the IMU Director and effective implementation of audit recommendations;
    • Prompt disbursement of funds to honour project related obligations.
    • Other criteria may be developed by the Director of the IMU based on deliverables agreed with the jobholder.

    Performance Evaluation

    • The performance of the Senior Financial Specialist will be evaluated annually by the Director of the IMU, based on the above performance criteria, an annual work plan and deliverables agreed upon at the beginning of the appraisal period.
    • Quarterly performance reviews will however, be conducted by the Director to facilitate the identification and prompt management of performance related issues.

    • Ability to use relevant computer software (MS Word, Excel, Power Point) as well as the internet is also a key requirement for this position.

    • The Senior Social Safeguards Specialist will lead and coordinate the planning, development and implementation of safeguards policies for the North Core project.
    • This includes the review of social safeguards instruments such as resettlement policy frameworks and resettlement action plans in collaboration with relevant government agencies and local beneficiary groups, compensation processing, monitoring of ESMP and RAP implementation and monitoring of safeguards policy compliance of the project throughout its duration.
    • The Senior Specialist will oversee and report on the implementation of the Resettlement Action Plans as well as the Environmental and Social Impact Assessment and Environmental and Social Management Plans, in collaboration with the Environmental Specialist,.
    • The jobholder will also pursue and maintain effective relations with affected communities, regulatory institutions and all project stakeholders.
    • The Senior Specialist will also oversee the functioning of the grievance redress mechanisms and a continuous communication program with the affected communities.

    Job Context

    • The responsibilities and tasks of the Senior Specialist will include extensive field work although s/he will also work within an office context.

    Specific Responsibilities
    The Senior Social Safeguards Specialist will be responsible for a minimum of the following key tasks:

    • Lead and coordinate the project’s safeguards team effort in providing advice and advancing the implementation of safeguards instruments within member countries of the North Core Project;
    • Enforce social safeguards measures of the project as stipulated in the RAP and ESMP. This includes ensuring the appropriate implementation of safeguards measures relating to physical or economic displacement, gender based violence, inclusive public consultation, grievance redress for affected communities and mitigation and management of other potential social impacts of the project;
    • Supervise the implementation of all recommendations of the Social Impact Assessment Report;
    • Monitor the enumeration and valuation of land, crops and property and all other assets and facilitate prompt processing and timely payment of compensation by relevant institutions, in collaboration with competent experts within the national power utilities of the North Core countries;
    • Coordinate community interactions and activities with the Project Affected Persons (PAPs);
    • Establish and oversee functioning grievance redress mechanisms and report on the performance regularly;
    • Conduct and encourage outreach programs to educate affected persons on the social benefits of the project;
    • Develop and disseminate sensitization materials on the social benefits of the project and be in charge of dissemination of all public information or disclosure initiatives;
    • Undertake periodic monitoring of progress reports on the implementation of social safeguards instruments, including lessons learned;
    • Conduct regular field inspections;
    • Establish and generate accurate data;
    • Play the role of team leader and supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.

    Qualification and Experience
    The Senior Social Safeguards Specialist must have a minimum of the following qualifications:

    • Masters Degree and above in a relevant field of Study such as Anthropology, Sociology, Applied Social Science, Environmental Science or other related fields with at least eight (8) years of professional experience as a Social Safeguard Specialist on a similar Development project;
    • Bachelor/HND degree in Anthropology, Sociology, Applied Social Science, Environmental Science or other related fields combined with specialized experience of a minimum of fifteen (15) years as Social Safeguards Specialist on a similar project, may be considered in lieu of a post graduate degree.
    • International or regional experience in coordinating and working with multi-disciplinary teams and project stakeholders is essential for this position.

    Required Knowledge
    Excellent knowledge of the following relevant areas is required:

    • Best practices and/or World Bank guidelines and procedures on social safeguards, social assessment, social analysis, effective stakeholder engagement and grievance redress systems as well as regulations and legal framework in environmental and social management;
    • Structure and organization of Environmental Protection Agencies (EPA) and other Environmental Regulatory Bodies within the Project Area; Municipalities, Village Development Committees (VDCs)
    • Creative and innovative techniques for planning and implementing environmental and social management policies.
    • Practices and cultures of communities affected by the project.

    Skills and Competencies

    • The Senior Technical Project Coordinator will lead and/or coordinate the activities of cross-disciplinary teams from central and local offices contributing to the technical aspects of the North Core project.
    • S/he will serve as the technical link between the IMU, Owner's Engineer and construction contractors.
    • The jobholder will therefore ensure adequate coordination between the work programs of the contractor and the activities of the IMU offices with respect to the diligences required to prepare the project sites for work.
    • S/he will also coordinate safety arrangements for all project activities with other agencies and utilities where necessary.
    • The Senior Technical Project Coordinator is responsible for monitoring all construction work, addressing all technical issues related to the implementation of the project and reporting to relevant entities among others.

    Specific Responsibilities
    The Senior Technical Project Coordinator will be responsible for a minimum of the following key tasks:

    • Ensure overall management of the project from concept to completion including siting, environmental permitting, planning, estimating, engineering, right of way acquisition, project controls, bid phase services, procurement, constructability reviews, material management, construction management, and closeout;
    • Drive project schedules, manage scope, and control project costs;
    • Initiate, monitor and coordinate all the technical activities of the IMU to meet the schedules and requirements of all construction works;
    • Manage the Owner’s Engineer teams to ensure the studies and works supervision for the project implementation;
    • Coordinate safety arrangements with all external agencies and ensure that all relevant safety objectives, legal requirements and donors safeguards are observed;
    • Coordinate the preparation of project status reports for management by collecting, analysing and summarizing information and trends and recommending actions;
    • Assess and advise on all proposed technical variations, justification or otherwise of claims and technical issues;
    • Liaise with Environmental and Social Coordinators in all issues related to project activities and insure that donors safeguards are implemented;
    • Vet and authorize all significant engineering correspondence emanating from the IMU;
    • Control, manage and mentor all IMU staff (central and local offices) and resources assigned to the Engineering Function;
    • Coordinate the review of designs for (i) Communication and SCADA Systems; ii) the Rural Electrification components and (iii) the national projects associated with North Core Regional Project
    • Review technical specifications, designs and drawings submitted by Contractors and Consultants;
    • Review tender documents for the procurement of works, services and goods.

    Duration:

    • The position of Senior Technical Project Coordinator is for a term of approximately thirty six (36) months. This is a full time position and the jobholder must demonstrate the required dedication and commitment to achieving results.

    Job Relationships
    Reporting relationship:

    • The Senior Technical Project Coordinator reports to the IMU Director. S/he is the Head of the Engineering Function and supervises a team of four specialized engineers (Substations, Transmission Line, SCADA Engineer and Civil Engineer).

    Working relationship:

    • S/he is expected to maintain effective working relations and communicate regularly with the Owner’s Engineer and Contractors on the execution schedule. The jobholder will also maintain regular working relations with external agencies regarding required project related safety arrangements among others.

    Requirements, Qualification and Experience
    The Engineering Specialist must have a minimum of the following:

    • A minimum of an Electrical Engineering Degree with at least fifteen (15) years of proven experience in the power sector and; registrable with a professional body;
    • Proven record of successfully achieved project targets in a minimum of two (2) previous electricity transmission projects (132 kV and above);
    • Qualification in project management will be an added advantage;
    • Regional experience in coordinating and working with multi-disciplinary teams and project stakeholders is desirable.

    Required Knowledge
    An excellent knowledge of the following relevant areas is required:

    • Construction of high voltage transmission lines (132 kV and above);
    • Contract administration and different forms of standard contract provisions related to engineering projects;
    • Advanced knowledge of power systems engineering;
    • Adequate knowledge and understanding of procurement processes.

    Skills and Competencies
    The following skills are required for effective performance:

    • Well developed, detail oriented organizational skills and proven project management skills;
    • Strong analytical and problem solving skills; Must be capable of devising new approaches to problems encountered;
