    Community Mobilizer

    Locations: (Girei, Mubi North and Michika) Adamawa, (Maiduguri Municipal Council, Mafa, Jere and Monguno) Borno

    Summary of Position

    • The Community Mobilizers (CM) will work under Search's Early Warning Coordinator to ensure that all early warning and early response activities in their LGAs are implemented efficiently and timely and to high standard.
    • The CM will ensure the management of the early warning/early response process at the LGA level.
    • The role also entails effective internal coordination with all program and support and cross-cutting departments (such as media, design monitoring, evaluation and learning (DME&L), finance, logistics and administration teams) to ensure that all project activities are adequately supported by these technical departments as required.
    • Externally, the role ensures effective coordination with all relevant stakeholders at the LGA level.
    • This includes program participants, community response networks, community observers, traditional and religious leaders, media, security services, state officials, National Human Rights Commission, local and international NGOs, United Nations (UN) agencies and others working in the LGA.
    • The CM works with the Community Observers (1 per target ward) to negotiate access to program participants in all targeted areas and communities in the LGA.
    • S/he will work under the direct supervision of the Early Warning Coordinator.
    • The position will be based in the respective LGAs and will include frequent travels to communities.

    Major Duties and Responsibilities

    • Information gathering and sharing to feed into the early warning system
    • Supervise and coordinate all Community Observers across the LGA
    • Facilitate and organize Community Response Network meetings aimed at sharing good practices across target communities
    • Support Community Observers and Community Response Networks in developing and implementing action plans
    • Organize and report on Community Observers and Community Response Network meetings
    • Track information and report about other related activities implemented in the LGA as part of the project
    • Keep abreast of local context and security situation to provide feedback on Search’s weekly context analysis.
    • As job descriptions cannot be exhaustive, the position holder may be required to undertake other duties that are broadly in line with the above key duties.

    Profile

    • At least a Diploma Certificate in any field ( but, a University Degree in Peacebuilding, Social Science, Security may be preferred)
    • At least 1 full year working experience in an active and well connected community-based association/organization ( or a non-profit NGO) as full time staff may be preferred
    • Indigene of the LGA (essential)
    • The ability and willingness to work across diverse cultural and religious line to foster peace (essential)
    • Excellent knowledge of the local context and language i.e. Fulani, Kanuri and Hausa (essential)
    • Good reputation as a wide promoter of peace and non-violence and attested by all community stakeholders (essential)
    • Outspoken and can engage with all community stakeholders across ethnic and religious lines
    • Highly disciplined and of good conduct (essential)
    • Demonstrates integrity, financial prudence and management
    • Ability to lead a team and also provide support to program participants
    • Demonstrated ability to contribute to community development
    • Take responsibility in the absence of a team member or when there is a gap to be filled 
    • Strong interpersonal communication skills;
    • A demonstrated commitment to high professional ethical standards and a diverse workplace; and
    • Ability to prioritize, plan and organize workflow to tight timeframes, handle multiple tasks, and be flexible with changing priorities
    • Understanding of the social, political and economic context of the state and how it impacts on conflict drivers and conflict in the state and targeted communities;
