The Project
Digital Solutions for Sustainable Development in Nigeria (DTC Nigeria) Programme:
- The Digital Transformation Center Nigeria is a GIZ project that aims to contribute to the improvement of the capacity of the Nigerian economy to implement digital innovations for growth, through supporting the improvement of the digital innovation ecosystem and the digital transformation of the economy and society.
- The project focuses primarily on Digitalization, Innovation, Entrepreneurship and Employment. To achieve this, the project works closely with Nigerian actors in the innovation ecosystem such as: National Information and Technology Development Agency, research and academic institutions, innovation hubs, hub networks, start-ups, MSMEs, women, young people, and PwDs.
- The activities focus mainly on capacity building through promoting participatory policy development and implementation, promoting cooperation among digital innovation ecosystem actors, improving availability of digital solutions and digitalization services for MSMEs, and equipping MSMEs with digital business competencies and youth with labour-market relevant ICT skills for employment.
Responsibilities and Tasks
- The Technical Advisor Digital Innovation and Entrepreneurship within Output 3 of Digital Transformation Center (DTC) Nigeria, focused on digitalisation, innovation, entrepreneurship and employment will be responsible for the technical implementation of project initiatives aimed to improve availability and adoption of digital solutions for MSMEs.
- The Technical Advisor will facilitate the implementation of, but not limited to the following activities with guidance and support from the Commission Manager:
- Implement project initiatives to improve existing digital solutions and their availability, (e.g.: identify existing digital solutions and assess they’re suitability for up and out scaling, provide technical and methodological advice to improve and make available the solutions)
- Promote cooperation between tech start-ups, MSMEs and innovators from business, academia and research (Matchmaking between start-ups, MSMEs and innovators from business, academia and research, leverage relationships with private sector and other eco-systems actors etc. to improve digital solutions’ availability and use)
- Promote the use of digital solutions for growth by MSMEs, (e.g.: organizational development, identification of gaps and needs, matchmaking, provide support in application of digital solutions for growth)
- Promote exchange, participation and networking for exchange programmes and alumni networks of start-ups and innovative MSMEs (e.g., between regions, research and academia, and pan-African growth promotion programs) Labour-market relevant, (inter-)nation-ally recognized ICT skill development trainings.
- Accompanying measures to enhance employment readiness of ICT training graduates.
- Creation of a talent pool.
- Support tertiary educational institutions in offering and teaching labour market-relevant skills in the ICT sector.
- Promotion of strategic partnerships to contribute to existing initiatives at state-level.
Required qualifications, Competences and Experience
Qualifications:
- Minimum of a University Degree in Economics, Social Sciences, Education, IT, Business Informatics, Agriculture or a related field. A Master’s Degree will be an added advantage.
Professional experience:
- At least five years of general work experience
- At least two years of professional experience in the field of digital skills and innovation promotion (especially AgTech), support of tech start-ups and MSME, and entrepreneurship.
- Working experience in the field of organizational development, networking and cooperation with the private sector.
- Knowledge of digital modernization in Nigeria and applicable methods/tools in the defined areas.
Other knowledge, additional competences
- Very good technical understanding of digital technologies.
- Excellent organizational and coordination skills.
- Ability to work independently and in teams, structure tasks, familiarize with new topics quickly and comprehensively.
- High social competence and ability to work in an international team.
- Open minded and ability to engage partners and stakeholders.
- Business fluency in English is vital. Knowledge of local languages would be an advantage.
- Previous experience in working with Government entities and/or international development organisations is an advantage.

- The Junior Monitoring and Evaluation Specialist within the Digital Transformation Center (DTC) Nigeria focused on digitalization, innovation, entrepreneurship and employment, will cooperate closely with Monitoring and Evaluation Specialist to perform the following tasks.
- Support the operationalization and maintenance (up to date) of DTC’s Nigeria planning, monitoring and evaluation system.
- Participation in processes related to data collection, maintaining contacts and building networks, preparing,managing and assuring the quality of any evaluation missions.
- Processing the monitoring data for the purpose of project steering and preparing internal and external reports and communications.
- Support the organization of operational, annual and other regular planning meetings in collaboration with the Team.

- Not more than 3 years of professional experience with national and international organizations in the field of research, donor organization, or development programs.
- At least 1 year of professional experience in monitoring and evaluation of programs.
- Demonstrated working experience in the digital economy sector, digital technologies and/or platforms
- Experience in developing M&E approach, operationalizing and maintaining an M&E system.

The Project
Nigerian Energy Support Programme (NESP).
- The Nigerian Energy Support Programme (NESP) is co-funded by theEuropean Union and the German Federal Ministry of Economic Cooperation and Development (BMZ) and implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in collaboration with the Federal Ministry of Power (FMP).
- The programme aims at enabling and fostering investments in a domestic market for Renewable Energy (RE) and Energy Efficiency (EE) and improve access to electricity in Nigeria. As part of the programme and in close collaboration with its public and private partners, the component “Enabling Environment for RE and EE Investments” aims at strengthening quality delivery and control mechanisms to enhance an enabling market environment for the application of and investments in RE and EE.
- This includes activities with Federal Ministry of Power (FMP), Federal Ministry of Industry, Trade, and Investments (FMITI), Standards Organisation of Nigeria (SON), Federal Ministry of Finance (FMF), Nigeria Customs Service (NCS), industry associations as well as the private sector. Concrete partnerships and activities have been established with FMP and other relevant Ministries, Departments and Agencies (MDAs) as part of the Programme Steering Committee and Technical Working Group (TWG).
- In addition, NESP is currently supporting the Federal Ministry of Power and other relevant public and private stakeholders in streamlining import procedures and practices, to reduce the risks associated with the importation of RE/EE equipment into Nigeria. In a joint fulltime position shared between GET.invest and NESP on a 50-50 working time basis, GET.invest and NESP are looking to fill an Advisor position, to support the implementation of activities for the private sector on creating an enabling environment for RE and EE Investments in Nigeria.
Responsibilities and Tasks
The Technical Advisor, Renewable Energy Market Development will support the programme unit in fostering enabling frameworks and innovative business models that drive renewable energy deployment in Nigeria. The Advisor will be responsible for:
- Identifying and advancing opportunities for renewable energy market development, particularly in off-grid (mini-grids) and on-grid projects.
- Supporting government institutions and private sector actors in developing strategies that accelerate renewable energy adoption.
- Advising on the design and implementation of innovative business models for renewable energy projects, including mini-grids and embedded generation.
- Providing technical support through feasibility assessments, techno-economic analyses, and investment decision-making processes.
- Conducting market research to assess renewable energy potential, investment opportunities, and market readiness across federal and state electricity markets.
- Facilitating partnerships with distribution companies (DisCos), state governments, investors, and other stakeholders to expand renewable energy markets.

Required qualifications, Competences and Experience

- At least 7 years of professional experience, including a minimum of 5 years in the renewable energy sector, with a focus on market development, business modelling, or investment advisory.
