Objective 1
- Overall Safety and Security Management in support to programs
Tasks and Responsibilities:
- As determined by the Area Co and with technical support from the Safety and Security Coordinator represent AAH at the local/regional level to humanitarian and government representatives on related safety and security protocols and needs.
Objective 2
- Liaison with Government and external actors for the safety and security of AAH staffs
Tasks and Responsibilities:
- Collection of information regarding contexts including politics and security in all LGAs where AAH is present as well as on safety & security issues concerning AAH.
- Screening of media information and preparation of daily reports.
- Liaison with safety and security providers including Government, local communities and security forces for updates and safe passage.
Objective 3
- Risk assessments in operational and new mission areas:
Tasks and Responsibilities:
- Advise on the situation and layout of the context for Weekly Situational Reports to be completed and timely submission.
- Responding to security-relevant incidents with information gathering and disseminating information in a timely manner for action by supervisors.
- Maintenance of a state-wide network to influential actors and communication of AAH's status and mission in Nigeria.
- Support and advice of programs in the field regarding safety and security information on a daily basis.
Objective 4
- Assist the Area Co’s to ensure safety/security of AAH personnel and assets
Tasks and Responsibilities:
- Assist Area Co in analysis, identification, quantification and, mitigation of assessed risks in the areas of operations.
- Keep an updated incident database and generate necessary analysis and reports for operations advice.
- Ensure good implementation of security rules (security plan, SOP) in the bases and program areas.
- Contribute to the security plan, SOP writing staff security training and share relevant reports to Area Co, CD, and SSCo.
- Development and maintenance of the security network (formal/informal) at base levels. Keep an updated database for all key stakeholders.
- Closely coordinate with Area Co for any developments in the security situation.
- Provide technical support to the security guards and ensure safety and security standards are put in place for all ACF facilities including vehicles.
- In coordination with Area Co, brief all staff on security and context changes as needed at base levels.
- Provide relevant security updates to the staff and ensure all movements are cleared before going to the field.

Qualifications
- University Degree or equivalent experience in the NGO sector.
- A minimum of three (3) years of progressively responsible experience in Safety and Security is required.
- Fluent Speaking / Reading/Writing in English and Hausa/Kanuri languages is required. Language Proficiency will be tested.
- Thorough knowledge of security operations is essential.
Skills and Experience
Essential:
- Ability to work structured and independently
- Ability to write short coherent reports on topics of security relevance
- Existing network to influential actors in Jigawa, Yobe and Borno state (e.g. on security, political, social, cultural, religious level)

Tasks and Responsibilities
Objective 1 - Provide support to ACF supported health facilities to implement Maternal and Child health activities throughout the project implementation stages based on the national and ACF standards:
- Conduct facility assessment, identify gaps and develop recommendation for action
- Provide onsite and offsite training for health care providers to ensure the quality of care at the health facilities
- Ensure health facilities have necessary guidelines, tools, reference to implement Maternal and Child health services in the facilities.
- To coordinate with LGA officials to share plan and implementation of the Maternal and Child health activities
- Help to identify methods that enhance partnership & coordination with government official and local communities, internal integration within sectors and programs (Health, Nutrition, WASH, etc.)
- Identify areas of cross-program linkages within AAH programs in assigned LGA to ensure program quality and adherence to program objectives, including respect of AAH technical guidelines, systems, and established deadlines.
- Support the reinforcement and coordination of regular project monitoring activities, i.e. baseline, PDM, end line, etc.
- Provide support to line manager in budget forecasting, detailed work planning, monthly and quarterly reporting.
- Assist the Sector Managers and PM in preparing internal and external reports for AAH and the health facilities, including case studies and success stories.
Objective 2 - Manage Community Promoters CHIPS Supervisors within the project to ensure compliance, technical quality MCH interventions, trainings and IEC material Building:
- Enhance the referral service from the communities to the health facilities and intra-facilities and feedback mechanism
- Ensure constant engagement with Community Promoters CHIPS, give them necessary support in the field, and report this to the office.
- Follow up the Community Promoters CHIPS and be sure that they are conducting the agreed activities.
- In close coordination with Community Promoters CHIPS supervisors and social mobilization team in the review and lead technical assessments, training manuals for AAH program.
- Provide regular support to the project manager to implement the filed activities at health facilities and community level.
- Provide regular input for the tools based on findings at field level to ensure that technical standards, guidelines and methodologies are communicated and understood.
- Assist in engaging HeRoN consortium and other stakeholders at LGA level.
Objective 3 - Ensure tracking and reporting of activities of Maternal and Child health activities:
- Share reports and finding on a weekly basis to provide help in the compilation of quality reports with an overview of activities and contextual updates, and quantitative indicator follow-up and submit to supervisor for consolidation.
- Share day to day challenges and will suggest mitigation to project team.
- Assist the Project Manager in reviewing maternal and child health activities, budget and then follow up with Logistics and field assistants to ensure adherence to work plan.
- Support Project Manager through the Sector Manager to ensure timely submission of PRs, car/ staff movement plans on a weekly basis.
- Ensure that all project-related data and information shared are correct, updated, organized, properly documented and accessible to the supervisor.
- Facilitate and support systematic monitoring and evaluation of the Project activities.
- Contribute to developing monthly update on activities for the project team as well as contribute to the development of donor reports.
Objective 4 - Participate in regular internal and external coordination for the project at LGA level and at the state level when required:
- Coordinate with AAH support departments and AAH sector departments with the help of PM to ensure a common approach and sharing of information.
- Represent AAH with local authorities, partners and other program stakeholders at LGA level.
- Undertake additional coordination as requested by the PM.

Qualifications:

Objective 1
- Proper functioning of the Therapeutic Feeding Center:
Tasks and Responsibilities:
In collaboration with the Stabilization Center Manager, the SC officer will ensure that the center is functioning properly, providing care of high quality including medical diagnosis and treatment of SAM children presenting with medical complications:
- Ensure that the referred SAM children from other health facilities or community health workers are re-diagnosed and documented appropriately.
- Ensure that the admission criteria into a stabilization center according to the national CMAM Protocol and WHO guidelines are followed.
- Support the stabilization center medical team on deciding properly about the malnutrition status of SAM children and referrals to other components of CMAM (SC/OTP/SFP) by ensuring strict compliance with the recommended discharge criteria.
- Boldly indicate on the wall all the available OTP in the LGA for appropriate referral of SAM children to OTP nearest to their home.
- Ensure that dispensing of sugar water and F75 upon admission is in place
- Ensure appropriate diagnosis and monitoring of hypothermia, hypoglycemia, dehydration, severe anaemia, take timely action to prevent and treat those complications using the protocol strictly in collaboration with SC doctors.
- Follow up on the anthropometric measurement of the children (weight, MUAC, checking bilateral edema and W/H percentage) to ensure consistent weight gain in collaboration with the team.
- Closely follow up and monitor to ensure that all the necessary information on the registration book, treatment sheet, follow up card at admission and discharge are recorded for each beneficiary.
- Provide adequate coaching and hands-on training to the SC nurses and nurse aides on the treatment and follow up protocols, procedures in the SC.
- Provide technical coaching to the nurses and nurse aides on the calculation, preparation of therapeutic milk and distribution and monitoring of feeding according to the standard protocol for the SAM children.
- Ensure that SC nurses and nurse aides are encouraging breastfeeding practices.
- Train nurses and nurse aids on supplementary Suckling technique (SST) and ensure SST for mothers facing breastfeeding challenges.
- Ensure that the systematic treatment and drugs are given correctly to all patient in collaboration with SC doctors.
- Ensure caregivers are regularly given feedback on the status of their children.
- Follow up on the hygiene and sanitation rules in the center and ensure PPE is always available and been used.
- Identification of absence and defaulters from stabilization center and follow up at home through volunteer’s network and/or outreach staff in collaboration with SC manager.
Objective 2
- Drugs, therapeutic feeding products, and equipment
Tasks and Responsibilities:
- Ensure that adequate supplies are available in stabilization centers in collaboration with the SC manager
- Ensure that daily record/tally on the utilization of each medicine and therapeutic feeding product used in SC are available.
- Prepare weekly / monthly utilization, requisition and stock report for therapeutic feeding products, medicines and medical equipment with validation from the SC manager
- Liaise with pharmacists for supplies with adequate anticipation.
- Follow up the utilization and expiry information of all therapeutic feeding products and medicines on a regular basis and inform ACF's pharmacists for appropriate action required.
- Prepare and ensure that the order forms are in conformity (including consumption coherence and SRO) and ensure anticipation to prevent stock out.
- Provide technical support in milk preparation in accordance with protocol and hygiene rules.
- Ensure the rational use of medicines and therapeutic foods at the center
- Ensure that all medical devices and equipment are properly handled and functioning at all times.
Objective 3
- Information management, reporting, and coordination:
Tasks and Responsibilities:
- Ensure that all information from initial diagnosis and previous diagnosis/treatments (if referred from OTP) of SAM children coming to the center are captured in the CCP card and admission register.
- Ensure that all data collection tools (i.e. screening registers, patient registers, patient CCP cards, patient feeding charts, patient’s diagnosis test reports, etc.) are regularly updated and always available at the center.
- Ensure that all actions carried out on any SAM patient are recorded in the patient file no matter how minute.
- Compile and analyze the data and determine the performance of the center, share the monthly Activity Progress Report with the SC manager in collaboration with the SC manager
- Regularly report and coordinate with nutrition SC manager regarding challenges, issues faced at the center for timely and appropriate decision making.
Objective 4
Tasks and Responsibilities:
- Respect the existing working rules and to be attentive to the working condition of the personnel.
- Distribute and delegates the work within the personnel according to their knowledge
- Organize and conduct weekly medical meetings with the team to discuss mortality review and a case study in collaboration with the SC manager.
- Inform the line managers in case of difficulties and challenges faced
- Ensure the optimal hygienic condition of the center through regular daily cleaning and monthly super cleaning of the whole center.
