    Method and Webtools Engineer

    Methods and Procedures

    • Follow up of IST project methodology and quality compliance
    • Monitor compliance of IST teams and contractors with Service Level Agreements and Key Performance Indicators
    • Ensure regular update of IST procedures, policies and processes (Common, Operational and Strategic)
    • Ensure regular update of IST procedures, policies, processes published in Company Management System (CMS)
    • Monitor implementation of IST procedures, policies and processes in line with COMPANY Group standards
    • Contact experts / specialists when necessary and follow-up information system quality control
    • Study and drive improvements where possible of existing policies, procedures and processes
    • Ensure the various IST teams keep their inventory up to date in the CMDB.

    Communications

    • Develop IST email communication templates, trackable with analytics.
    • Take part in the validation of communication messages to users using the IST change management framework. Develop and publish validated user communications (awareness, changes, major activities, crisis) to appropriate audience through various available media (email, intranet, desk phone, CBIS, SMS) Take part in the continuous improvement of the IST intranet and check regularly accuracy of IST documentation and intranet publications.

    Web Operations

    • Propose, design and implement Business Process Improvement using SharePoint Workflows and InfoPath forms Design and build applications and Business Intelligence dashboards with Power Platforms (Power BI, PowerApps, Power Automate, etc) and the various Office 365 tools
    • Monitor and perform regular update of the IST website content as required by technology and current events
    • Act as second level technical support and contact person to company users on the various Office 365 tools
    • Act as IST focal person to all entities for the development and standardization of surveys in the affiliate (design,launch,reports)

    CONTEXT AND ENVIRONMENT

    • Large affiliate spread over 3 geographical cities and with numerous fields: onshore, offshore, and deep-offshore, with Oil and Gas projects and production activities ongoing concurrently. Electrical power instability and dependence on limited external service providers.
    • Complex environment with simultaneous operations; requiring strict governance and quality control to achieve and maintain compliance with COMPANY group guidelines, company rules and policies. Process lapses may impact service delivery, business entities and the image of IST. Inadequate methods administration can affect IST services, cause loss of man hours, audit failures and a bad Company image.

    ACCOUNTABILITIES

    • Ensure good quality control of IST processes and services through implementation of procedures and policies. Monitors IST performance and compliance to group standard through regular updates of KPIs and SLAs Ensure good records of IST evolution via Change management control and compliance to policy. Promote good image of IST via communication to users and quality control of IST Services.

    QUALIFICATIONS / EXPERIENCE REQUIRED

    • B.Sc. / B.Eng. in Computer Science/Engineering with 5+ years’ professional experience in Information Technology (preferably in methods role).
    • Extensive knowledge of current and developing IS/IT industry solutions and a thorough understanding of how those solutions could / should be used to best meet the needs of in-house client business entities.
    • Good IS problem diagnosis and analytical abilities and a good knowledge of technical writing.
    • Good reporting and interpersonal / communication skills.

    ACTIVITIES

    The job holder ensures the compliance

    • Ensure that company’s Contractual Policies and applicable laws and regulations are adhered to, especially related to ethics and transparency.
    • Ensure that procurement Contracts and procedures comply with the standards of the company and the agreements with the partners.
    • Ensure the application and respect of the procedures in the tender process.

    The Job holder liaises with Métier Partners and participates in the processes and communication of the contracts entity by performing the following tasks

    • Work closely with the DUET counterpart to create the contracts dossier, Develop a clear definition of contractual responsibilities and discuss the agenda including:
    • Validation of contracts strategy
    • Negotiation and analysis of commercial bids
    • Participation in recommendations to award
    • Adapt standard and template documents to local conditions
    • Provide professional advice and guidance to all contract owners/entities with respect to contractual matters
    • Liaise with C&P Methods/planning/market and line Manager for timely reporting (not limited to validate and
    • record of saving, Agora) and statistics matters
    • Keep informed or best practices in contracts procedures in other entities and affiliates for improvement of
    • contracts practices in COMPANY.
    • Use frame agreements FALTC signed by headquarters

    The job holder executes the following contracts activities

    • Prepare and maintain an up-to-date list of qualified contractors/suppliers/potential tenders/contracts with updated information in order to perform market studies; analyze and assess all possible answers from the market
    • Participate to the validation of the contracts strategy through:
    • Attending Contracts Committee Meetings, common recommendation with duet
    • Pre-qualifying bidders
    • Defining target prices
    • Defining criteria for evaluation
    • Establish CFT commercial documents
    • Prepare and send out the dossiers of pre-consultation and Standard or Complex invitations to bid
    • Verify the alignment with Ethics, H3SEQ clauses, Company rules, Procedures, Instructions and applicable legislation when issuing all technical contracts and when drafting contractual and commercial terms and conditions
    • Verify the Terms & Conditions (standard, general and financial)
    • Compose contracts from standard contracts or without standard contract and create outline agreements
    • Conduct the Terms & Conditions bid analysis and negotiation for the best interest of COMPANY.
    • Conduct the commercial bid analysis and negotiation thereby creating a clear definition of responsibilities and documents together with the DUET
    • Take the leading role in recommendations to award through contracts Committee with common recommendation with DUET
    • Participate in the signing of formal document after approval from authorities and partners and clarification of rights and obligations of both signing parties according to DOA
    • Ensures that own contracts are created and managed in UNISUP and AGORA, ensure effective use of tools and systems (Ariba, NIPEX, REX+, AGORA) for optimum productivity.
    • Prepare files for the settlement of law suits in relation with the juridical, insurance and financial department
    • Monitor contractor’s performance with Duet, promoting and attending service quality meetings, claims, amendments and contract renewal discussions with contractor and manage and maintain a network with
    • Stakeholders such as NAPIMS, NCD, Department of Petroleum Resources, etc.
    • Carries out any other duties that may be assigned to him from time to time

    REQUIRED QUALIFICATIONS / EXPERIENCE

    • A degree in Engineering, Management or Social Sciences (preferably Supply Chain)
    • Membership of relevant professional bodies in the Supply Chain and in Operational functions will be an added advantage.
    • Up to 5 years’ experience in oil well construction activities of which 3 should be in contract administration.
    • Demonstrable general knowledge and understanding of commercial, legal and insurance issues affecting the company in general.
    • Good command of English language and excellent communication skills.
    • Main Personal Abilities: Basic Human Relations, Problem Solving, team player and planning/organizing/coordinating /controlling
