The incumbent will provide technical guidance in the development and maintenance of quality laboratory services at the Nigeria Military hospitals/facilities to serve HIV/AIDS/TB/Malaria patients in the Nigerian Military and surrounding communities consistent with the principles of the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR). S/he will assist in the development of annual laboratory work plan and implementation, and support the establishment of a robust and sustainable Quality Assurance program in all the Nigerian Military PEPFAR supported ART sites.

S/he will develop and implement strategies and systems that: ensure effective monitoring and evaluation of all programs and related activities; use appropriate technologies to integrate data collection, processing and reporting, in a manner that enhances the use of the information for improving patient and program outcomes; and that provide support for surveillance and research related activities in the program. The job holder will apply both theoretical and practical knowledge of monitoring and evaluation, health management information systems, evaluation strategies, and research methodologies.
