    Project Director

    ROLE OVERVIEW

    • The Project Director provides overall strategic and operational leadership for the NiWEMA Scale-Up Programme, bearing full accountability for the successful delivery of its commitment to reach 750,000 female-led micro and small enterprise participants and create 975,000 jobs over five years. The programme operates across two delivery modalities, an LMS-based online cohort model (40% of participants) and physical training delivered by EDC and implementing partners (60% of participants) and engages participants both as individuals and through sector-based clusters in fashion, food, agriculture, and other industries. The Project Director provides strategic leadership across all workstreams, manages funder and stakeholder relationships, and ensures programme quality, financial integrity, and impact at scale.

    KEY RESPONSIBILITIES

    • Provide strategic direction and operational oversight for the full NiWEMA programme across both online and physical delivery modalities, ensuring workstreams are aligned and outcomes are being achieved.
    • Serve as the primary liaison with the funder, managing the relationship with professionalism, accountability, and transparency including all required reporting, budget conversations, and programme updates.
    • Lead and develop the NiWEMA project team including the Finance Director and all Lead roles, fostering a high-performing, gender-responsive, and values-driven team culture.
    • Oversee the development and execution of annual workplans, budgets, and monitoring frameworks across both delivery streams and both participation models (individual and cluster-based).
    • Manage the implementing partner network responsible for physical training delivery, ensuring partner performance, quality compliance, and contractual obligations are met.
    • Lead the development of a cluster engagement strategy that enables sector-based clusters in fashion, food, agriculture, and other sectors to participate effectively in the programme.
    • Oversee risk management across the programme, with particular attention to the risks inherent in large-scale field operations, implementing partner management, and community-based engagement.
    • Ensure full compliance with funder requirements, EDC policies, safeguarding standards, and all applicable Nigerian regulatory frameworks.
    • Champion gender equality, inclusion, and safeguarding principles throughout all aspects of programme design and delivery across both online and physical channels.
    • Represent NiWEMA at high-level external engagements, conferences, government forums, and sector events.
    • Lead programme learning and adaptation using data from both delivery streams to continuously improve the programme model over its five-year life.

    QUALIFICATIONS & EXPERIENCE

    • Master’s degree in development studies, Business Administration, Project Management, Social Sciences, or a related field.
    • Minimum of 15 years' progressive experience in programme or project leadership, with at least 5 years at senior management level.
    • Demonstrated experience managing large-scale, donor-funded programmes with both digital and field delivery components preferably with a women's economic empowerment or enterprise development focus.
    • Proven experience managing implementing partner networks in a multi-state or national programme context.
    • Strong track record of funder relationship management and results-based reporting at scale.
    • Deep understanding of sector-based enterprise clusters and value chain dynamics in the Nigerian context.
    • PMP, PRINCE2, or equivalent project management certification is an advantage.

    Finance Director

    ROLE OVERVIEW

    • The Finance Director is responsible for the financial management, compliance, and reporting of the NiWEMA programme across its full five-year life and 750,000-participant scope. The dual delivery model which is online (40%) and physical (60%), creates a complex financial architecture that includes LMS platform costs, implementing partner disbursements, field operations expenditure, trainer payments, venue costs, and cluster-level financial tracking alongside central programme costs. The Finance Director ensures that all funds are managed with the highest standards of accountability, transparency, and funder compliance, and provides financial leadership across the project team.

    KEY RESPONSIBILITIES

    • Lead all financial management activities for NiWEMA, including multi-year budgeting, forecasting, expenditure tracking, and financial reporting across both online and physical delivery streams.
    • Manage financial disbursements to implementing partners for physical training delivery, ensuring compliance with sub-grant or service contract requirements and maintaining clear audit trails.
    • Develop and implement financial tracking systems for cluster-based programme activities, ensuring expenditure can be disaggregated by delivery modality, participation model, and geographic location as required by the funder.
    • Ensure full compliance with funder financial requirements, including adherence to approved budgets, procurement procedures, and financial reporting schedules.
    • Prepare accurate and timely financial reports and reconciliations for the funder, EDC leadership, and the Project Director.
    • Manage the programme's cash flow, fund requests, and disbursements, maintaining liquidity for field operations and partner payments across multiple locations.
    • Oversee financial controls, internal audit readiness, and risk management across all programme expenditure, including field-level financial transactions.
    • Lead internal and external audit processes, ensuring all documentation including partner financial reports is complete and compliant.
    • Provide financial guidance and capacity building to programme staff and implementing partners on budget management and compliance requirements.
    • Manage WHT and other applicable tax obligations across programme financial transactions in compliance with Nigerian law.
    • Provide accurate information to the implementing partner.

    QUALIFICATIONS & EXPERIENCE

    • Master’s degree in Finance, Business Administration or Management
    • Bachelor's degree in Accounting, Finance, or a related field. ACA, ACCA, or ICAN professional qualification required.
    • Minimum of 15 years' progressive financial management experience, with at least 3 years managing finances for large-scale donor-funded programmes.
    • Demonstrated experience managing sub-grant or implementing partner financial relationships.
    • Strong knowledge of Nigerian financial regulations, tax obligations, and donor financial compliance frameworks.
    • Experience managing budgets with both digital/platform cost components and field operations expenditure.
    • Proficiency in financial management software and donor reporting systems

    Access to Market Lead

    ROLE OVERVIEW

    • The Access to Market Lead designs and manages all market access interventions within NiWEMA, to strengthen the capacity, market access resilience and growth potential female-led micro and small enterprises across Nigeria, while contributing to the creation of 975,000 jobs nationwide over five years. The role operates across two participation models: individual business participants and sector-based clusters in fashion, food, agriculture, and other industries. The cluster model creates distinct opportunities including collective procurement, group market certification, shared supply chain linkages, and sector-specific buyer relationships that require a differentiated strategy from individual market access pathways.

    KEY RESPONSIBILITIES

    • Design and lead a dual-pathway market access strategy that addresses both individual business participants and sector-based clusters, developing tailored approaches for each.
    • Develop collective market access pathways for sector clusters including group supply agreements, cooperative selling arrangements, shared logistics, and cluster-level buyer negotiations in fashion, food, agriculture, and other sectors.
    • Build and manage relationships with market actors, corporate buyers, e-commerce platforms, retail chains, food processors, fashion aggregators, agricultural off-takers, trade associations, and government procurement bodies, relevant to both individual and cluster participants.

    QUALIFICATIONS & EXPERIENCE

    • Bachelor’s degree in business administration, Economics, Marketing, Development Studies, or a related field. Master's degree is an added advantage.
    • Minimum of 8 years' experience in market development, enterprise support, value chain development, or private sector development with a focus on micro and small enterprises.
    • Demonstrated experience working with sector-based clusters or value chains in at least one of the following: fashion/textiles, food processing/agri-food, or agriculture.
    • Experience designing market access training for both online and in-person delivery.

    Access to Market Support Officer

    ROLE OVERVIEW

    • The Access to Market Support Officer provides operational and coordination support to the Access to Market Lead across both individual and cluster-based market access workstreams. The role supports the delivery of market linkage activities, maintains partner and cluster databases, assists in participant engagement across both online and physical streams, and handles the administrative and coordination functions that enable the market access strategy to operate at scale.

    KEY RESPONSIBILITIES

    • Support the planning and delivery of all market access activities including trade events, buyer-seller sessions, cluster linkage initiatives, and sector-specific market exposure activities.
    • Coordinate logistics for market access events across both online and physical delivery channels including virtual sessions, physical trade fairs, and field visits.
    • Maintain and regularly update databases of market access partners, buyers, e-commerce platforms, and commercial opportunities, disaggregated by sector cluster and delivery modality.
    • Support the coordination of sector-based clusters, maintaining cluster contact lists, communicating market opportunities, and tracking cluster engagement and outcomes.
    • Assist in the facilitation of market access training sessions under the direction of the Access to Market Lead, in both online and in-person formats.

    Quality Control & Standardisation Lead

    ROLE OVERVIEW

    • The Quality Control & Standardisation Lead is responsible for developing, implementing, and managing quality assurance frameworks across both delivery modalities of the NiWEMA programme, the LMS-based online cohort stream (300,000 participants) and the physical training stream delivered by EDC and implementing partners (450,000 participants). Ensuring consistent quality at this scale, across two fundamentally different delivery environments, is one of the most operationally complex challenges of the programme. The role holder develops quality standards for each modality, monitors delivery against those standards, builds facilitator and trainer capacity, and drives continuous improvement across the full programme.

    KEY RESPONSIBILITIES

    • Design and implement separate but complementary quality assurance frameworks for the LMS-based online delivery stream and the physical training delivery stream, establishing clear standards, tools, and monitoring protocols for each.
    • For the online stream: monitor LMS engagement data, cohort completion rates, facilitator activity, and participant experience; identifying quality gaps and triggering corrective action.
    • For the physical stream: develop training quality standards, observation protocols, trainer assessment tools, and venue compliance checklists applicable to both EDC-delivered and implementing partner-delivered sessions.
    • Lead regular quality audits across both streams including remote monitoring of online cohorts and periodic field observation visits to physical training sites.
    • Design and deliver facilitator and trainer induction, training, and ongoing capacity building for both online facilitators and physical trainers, ensuring consistent delivery standards regardless of modality or delivery agent.
    • Develop and maintain all programme standards documentation including online facilitator handbooks, physical trainer guides, cluster training standards, and content quality benchmarks.
    • Monitor quality outcomes for both individual and cluster-based participation models, identifying any differences in quality or experience between the two approaches.
    • Work with the LMS administrator to ensure the platform is configured to support quality monitoring and data capture for the online stream.
    • Work with the implementing partner management function to ensure quality standards are embedded in partner agreements and monitored throughout partner delivery.
    • Report on quality indicators across both streams to the Project Director, identifying risks and recommending corrective actions.
    • Champion continuous improvement and ensure quality standards are gender-responsive and appropriate for young women micro-entrepreneurs across all sectors and delivery contexts.

    Gender Lead

    ROLE OVERVIEW

    • The Gender Lead ensures that the NiWEMA programme is designed, delivered, and evaluated through a robust gender lens across its full scope, 750,000 participants over five years, reached through both an online LMS cohort model and physical training, and engaging participants as individuals and through sector-based clusters in fashion, food, agriculture, and other industries. The role holder leads gender mainstreaming across all workstreams, conducts contextual gender analysis for each delivery environment and participation model, and ensures that the specific barriers facing young women entrepreneurs aged 18–35 in Nigeria are systematically addressed throughout the programme.

    KEY RESPONSIBILITIES

    • Lead the development and implementation of NiWEMA's gender strategy, ensuring gender equality principles are embedded across all workstreams, curriculum, market access, quality assurance, safeguarding, and impact reporting, for both online and physical delivery.
    • Conduct and maintain a gender analysis of the programme's target population, with specific attention to how gender barriers differ across delivery modalities (online versus in-person) and participation models (individual versus cluster-based).
    • Analyse gender dynamics within sector-based clusters, particularly in fashion, food, and agriculture, identifying whether cluster structures are genuinely accessible to young women and whether power dynamics within clusters create inclusion risks.
    • Provide technical guidance to project staff, facilitators, physical trainers, and implementing partners on gender-responsive design and delivery.
    • Review all programme content, tools, training materials, and LMS modules to ensure they are gender-sensitive, inclusive, and free from harmful stereotypes.
    • Design and deliver gender training and sensitisation for all project staff, facilitators, trainers, and implementing partners, across both online and physical delivery contexts.
    • Assess and address the specific gender safety considerations of physical training delivery including venue selection, trainer conduct, travel safety for participants, and community dynamics in field locations.
    • Monitor and report on gender-disaggregated programme data, tracking outcomes by delivery modality, participation model, sector, age, and geographic location.
    • Develop gender-related sections of programme reports, case studies, and funder submissions.
    • Collaborate closely with the Safeguarding Lead to ensure gender and safeguarding approaches are integrated and mutually reinforcing across both delivery modalities.
    • Represent NiWEMA at external gender-focused forums and engage with the women's economic empowerment ecosystem in Nigeria.

    Safeguarding Lead

    ROLE OVERVIEW

    • The Safeguarding Lead is responsible for developing, implementing, and overseeing the NiWEMA programme's safeguarding framework across its full operational scope, 750,000 participants over five years, engaged through both an online LMS-based cohort model and physical training delivered by EDC and implementing partners across multiple Nigerian states. The physical delivery component representing 450,000 of the 750,000 participants, significantly expands the safeguarding risk profile compared to an online-only programme, introducing risks associated with field venues, trainer conduct, travel, implementing partner compliance, and community-based cluster dynamics. The Safeguarding Lead ensures robust, context-sensitive safeguarding systems are in place and operational at every level of programme delivery.

    KEY RESPONSIBILITIES

    • Develop, implement, and regularly review a comprehensive NiWEMA Safeguarding Policy and associated procedures, covering both online and physical delivery environments and both individual and cluster participation models.
    • Design and implement differentiated safeguarding risk frameworks for the online delivery stream and the physical training stream; recognising that the risk profile, exposure points, and mitigation requirements differ significantly between the two.
    • Establish and manage a clear, accessible, confidential, and multi-channel safeguarding reporting and response mechanism for programme participants, staff, facilitators, trainers, and implementing partners.
    • Conduct safeguarding due diligence on all implementing partners before engagement and embed safeguarding standards as binding requirements in all implementing partner agreements.
    • Monitor implementing partner safeguarding compliance throughout the programme, conducting field-based safeguarding audits and reviews at physical training sites.
    • Design and deliver mandatory safeguarding training and induction for all project staff, online facilitators, physical trainers, implementing partner staff, and cluster coordinators tailored to each role's specific risk exposure.
    • Conduct safeguarding risk assessments for all physical training events, field visits, cluster engagements, and community-based activities, implementing appropriate mitigation measures.
    • Receive, document, and manage safeguarding concerns and incidents in line with established protocols, ensuring timely referral to appropriate authorities including law enforcement, child protection services, or gender-based violence response networks, where necessary.
    • Ensure safeguarding principles are embedded in all programme communications, LMS content, physical training materials, and cluster-facing documentation.
    • Maintain accurate, confidential records of all safeguarding cases and produce safeguarding reports for the Project Director and funder.
    • Collaborate with the Gender Lead to ensure safeguarding and gender approaches are integrated and mutually reinforcing across all delivery channels.

    QUALIFICATIONS & EXPERIENCE

    • Bachelor’s degree in social work, Psychology, Development Studies, Law, or a related field.
    • Minimum of 6–8 years' experience in safeguarding, child protection, gender-based violence prevention, or related fields, with demonstrable experience in large-scale field-based programme delivery.
    • Experience developing and implementing safeguarding frameworks for programmes delivered through implementing partner networks is required.
    • Demonstrable knowledge of Nigerian safeguarding laws, regulations, gender-based violence referral pathways, and child protection frameworks.
    • Safeguarding or child protection certification from a recognised institution is required.
    • Experience conducting field-based safeguarding assessments and audits.

The programme's combination of online and physical delivery, individual and cluster-based participation, and sector diversity across fashion, food, agriculture, and other industries creates an exceptionally rich landscape for impact storytelling from individual entrepreneur transformation narratives to collective cluster growth stories, from digital learners to women trained in markets and community settings across Nigeria. The role holder produces compelling impact content for funders, partners, and the broader public, while maintaining rigorous ethical standards in participant documentation.

    KEY RESPONSIBILITIES

    • Design and implement a systematic impact story collection framework spanning both online and physical delivery streams, individual and cluster participation models, and all target sectors ensuring a diverse and representative body of impact evidence.
    • Conduct in-depth interviews and fieldwork with individual participants, cluster members, facilitators, trainers, and partners across programme geographies to gather rich, evidence-based impact narratives.
    • Develop cluster transformation stories that capture collective impact, documenting how sector-based clusters in fashion, food, agriculture, and other industries have grown, accessed new markets, and strengthened as a result of NiWEMA participation.
    • Write high-quality impact case studies, human interest stories, and programme profiles for funder reports, publications, website content, and advocacy materials.
    • Produce multimedia impact content, short video profiles, audio testimonials, photo essays, and social media content, in collaboration with the communications function.
    • Maintain an organised, consent-verified archive of participant impact stories, multimedia assets, and supporting evidence across both delivery streams.
    • Collaborate with the M&E function to ensure qualitative impact stories complement and contextualise quantitative programme data across both online and physical delivery channels.
    • Identify and develop stories that demonstrate the programme's gender impact, amplifying the voices and achievements of young women entrepreneurs across all sectors and geographies.
    • Ensure all impact documentation and participant profiling is conducted with full informed consent and in accordance with the programme's safeguarding, data protection, and ethical storytelling standards.
    • Support the Project Director in positioning NiWEMA as a thought leadership reference for women's enterprise development at scale in Nigeria.

    QUALIFICATIONS & EXPERIENCE

    • Bachelor’s degree in communications, Journalism, Development Studies, Social Sciences, or a related field.
    • Minimum of 6 years' experience in impact documentation, communications, journalism, or storytelling within a development, NGO, or social enterprise context.
    • Demonstrated experience producing impact case studies across both digital programme contexts and field-based community settings.
    • Experience documenting collective or cluster-level impact, cooperative, group enterprise, or community-based transformation stories is an advantage.
    • Proficiency in multimedia content production including basic video, photography, and audio recording.
    • Fluency in English required. Proficiency in Hausa, Yoruba, Igbo, or other Nigerian languages is a significant advantage for field documentation work.
