    National COVID-19 Strategic Information Advisor

    Project Overview and Role

    • Data.FI is a five-year global project funded by the U.S. Agency for International Development (USAID) to support the HIV and COVID-19 response.
    • Data.FI partners with programs to accelerate and sustain access to high-quality data to expedite HIV and COVID-19 epidemic control and maintenance.
    • By improving global, regional, national, and community/local in-depth analyses of HIV and COVID-19 epidemiologic and programmatic data, Data.FI expedites program achievements to improve client services and attain and sustain control of the epidemics.
    • Data.FI supports host country governments to enhance existing health information systems (HIS), informing management responses to gaps in programming and sustaining impact by supporting local partner transition.

    Purpose of Position

    • In support of Nigeria’s national response to the COVID-19 pandemic, Data.FI is currently seeking to employ the services of a National COVID-19 Strategic Information (SI) Advisor who will work in Data.FI to lead the design and implementation of national and state-level emergency operations centers (EOCs) for the COVID-19 response in USAID-supported states (Adamawa, Akwa Ibom, Bauchi, Cross River, Edo, Kano, Niger, and Oyo States).
    • (S)he will ensure that the data use strategy is effectively implemented nationally and across the states and robust information products are produced for informed decision-making.
    • The COVID-19 SI Advisor will implement a field-based strategy to create regular forums for sharing achievements and challenges with stakeholders  and generate analyses for COVID-19 output and outcome indicators by promoting peer exchange and problem-solving.
    • The SI Advisor will report to the Deputy Country Director and lead project engagements with national stakeholders such as the Federal  Ministry of Health (FMOH), National Primary Health Care Development Agency (NPHCDA), National Agency for the Control of AIDS (NACA), National Centre for Disease Control (NCDC) and other partners.

    Primary Duties and Responsibilities

    • Serve as a technical backstop for supported State teams on data quality, data alignment exercises, and health informatics
    • Ensure sufficient technical support is provided to COVID-19 response reporting systems i.e., Surveillance Outbreak Response Management and Analysis System (SORMAS) and associated paper-based systems
    • Standardize the design of periodic (daily/weekly) data reviews for rapid action methodology for implementation at the state level and across hierarchies
    • Provide technical Support to States’ EOCs to develop analyses, profiles, briefs, and program bulletins on COVID 19 response in the states
    • Work with other stakeholders to strengthen the data analytics and visualization capabilities of the SORMAS COVID-19 reporting system, DHIS2, EOCs, and other platforms
    • Develop national weekly COVID-19 bulletins with dissemination to USAID and stakeholders.
    • Work with the epidemiologists, data analytics, and visualization specialists to develop and package state information products and briefs
    • Work with the data visualization experts to develop and update COVID-19 dashboards from triangulated data sources
    • Ensure a sustainable capacity-building and mentorship strategy is implemented across the State EOCs on COVID-19 data analysis, data demand, and use
    • Any other duties assigned as per the dynamic programming environment.

    Required Qualifications

    • A Master's Degree in Public Health, Statistics, Health Informatics, Epidemiology, Computer Science, or a related field
    • At least five years of experience advising on health management information systems or routine health information systems
    • Experience working on COVID-19 programs; working knowledge of SORMAS, DHIS 2 preferred Skills in data analysis and data visualization with proficiency in a statistical package i.e. Stata, SPSS, advanced excel, or Business Intelligence applications
    • Previous experience conducting State/LGA, and facility data assessments and data reviews
    • Working knowledge of patient-level and aggregate data management systems  
    • Ability to work well under pressure, skills in crisis management and problem-solving
    • Excellent written and verbal skills in English; ability to communicate technical information to audiences with varying levels of technical expertise.

    COVID-19 Public Health Specialist

    Purpose of Position

    • In support of Nigeria’s national response to the COVID-19 pandemic, Data.FI is currently seeking to employ the services of a Public Health (PH) Specialist to provide strategic, programmatic, and support roles on project activities related to providing technical assistance to national Global Fund COVID-19 grantees, and supporting other stakeholders on COVID-19 surveillance, vaccination, and other service delivery.
    • The PH Specialist will provide technical assistance in the implementation and continued work regarding COVID-19 vaccine distribution, case management, oxygen supply systems, and administration plan activities with relevant ministries, departments, and agencies (MDAs) such as the Federal Ministry of Health, National Primary Health Care Development Agency (NPHCDA), National Agency for the Control of AIDS (NACA), the National Centre for Disease Control (NCDC), and others.
    • The PH Specialist will report to the Data.FI Nigeria Deputy Country Director.

     Primary Duties and Responsibilities

    • Provide technical inputs to the project’s COVID-19 Strategy and support agency-wide efforts to design or modify project activities in response to the COVID-19 pandemic. 
    • Ensure that the Data.FI COVID-19 Strategy - focusing on strengthening health information systems - and accompanying guidance/tools is aligned with external guidance from WHO, National, and best practices emerging from the public health response.
    • Provide monthly technical reports of activities, progress, barriers, and success with a plan to address the barriers which will form part of the Data.FI Nigeria monthly COVID-19 bulletin.
    • Provide technical support to state teams and sectors to mainstream other public health areas into the PH emergency operations centers (EOCs).
    • Work with the National SI Advisor and Capacity Building Advisor to develop and disseminate resources to assist the MDAs and state agencies in their deliverables.
    • Provide COVID-19-related expertise and coordinate regular updating of technical information notes and briefings, in line with National, CDC, and WHO technical guidance.
    • Provide technical support to the relevant agencies on the inventory of vaccines and supplies, COVID-19 vaccine storage and handling, administration, and implementation protocols based on National and WHO guidelines. 
    • Keep staff updated on the best scientific evidence and best program practices. 
    • Support state staff on quality implementation of COVID-19 activities.
    • Develop internal guidance to assist regions and post programs in disseminating and applying.
    • Liaise with the COVID National SI Advisor to promote a strong learning agenda as countries adapt programming and take on new programming.
    • Other duties assigned as required.

    Required Qualifications

    • A Master's Degree in Public Health, Epidemiology, or a related field.
    • Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in international and local settings.
    • Working knowledge of COVID-19 vaccine distribution systems, national guidelines for COVID-19 case management, and logistics systems, including oxygen distribution systems.
    • Demonstrated resourcefulness in problem-solving and initiative to learn new skills.

    Purpose of Position

    • In support of Nigeria’s national response to the COVID-19 pandemic, Data.FI is currently seeking to employ the services of a National COVID-19 Health Informatics (HI) specialist who will work in close collaboration with  the National Centre for Disease Control (NCDC), National Primary Health Care Development Agency (NPHCDA), National Agency for the Control of AIDS (NACA), Federal Ministry of Health (FMOH)and other relevant partners to support the design, enhance, and implement relevant digital technologies and solutions to ensure effective implementation of data use strategies in support of the COVID-19 response.
    • The HI Specialist will provide technical support in planning, developing, and implementing digital tools that enhance availability and access to COVID-19 data at the Federal and State levels, while improving the efficiency of COVID-19 intervention programs in Nigeria. (S)he will participate in engagements with technology teams from relevant stakeholders such as the FMOH, NPHCDA, NACA, and other partners.
    • The COVID-19 HI Specialist will be responsible for ensuring that the final product(s) meet the objectives and user expectations of the programs.
    • These will be achieved through the ideation and creation of new software programs, review, and assessment of existing applications towards the establishment of a robust ecosystem that enhances the COVID 19 data value chain to support data analytics and decision making.
    • The HI Specialist will report to the Data.FI Nigeria Deputy Country Director.

     Primary Duties and Responsibilities

    • Evaluate existing systems and maintain detailed technical documentation for all products developed, including system design documents, data dictionaries, and database design.
    • Ensure sufficient technology support is provided to COVID-19 response reporting systems i.e., NCDC’s Surveillance Outbreak Response Management and Analysis System (SORMAS) and paper-based systems. 
    • Evaluate business processes, anticipate requirements, uncover areas for improvement, and support the development and implementation of solutions.
    • Design and development of high-capacity web-based information systems, and mobile applications for the cloud and local environments.
    • Develop test plans and procedures and make sure that requirements are met. 
    • Architecting overall, comprehensive, and efficient practices. 
    • Participate in and support the entire software development life cycle (SDLC) processes in supporting the development of digital solutions to enable the FMOH’s tracking of Oxygen supplies and commodities.
    • Coordinate and participate in relevant stakeholder technical working groups.

    Required Qualifications

    • Masters' Degree in Computer Science or other relevant fields. 
    • At least five (3) years of professional experience directly supporting the development, operations, maintenance, and/or security of mission-critical systems.  
    • Adequate experience in systems development using relevant programming languages like Java and Python, and database scripting (SQL, NoSQL, and distributed databases). 
    • Excellent knowledge of software development and software testing methodologies.  
    • Hands-on experience and working knowledge of DHIS2 and SORMAS will be an added advantage.

    Project Driver, Data.FI Nigeria

    Project Overview and Role

    Purpose of Position

    • To support project-related activities, Data.FI is currently seeking to employ the services of two Project Drivers to be based out of the Abuja project office.
    • The Project Drivers will report to the Project Finance Manager.

    Primary Duties and Responsibilities

    • Provide reliable and safe driving services to program personnel as required.
    • Develop networks in the places visited and in locations worked which will enhance the obtaining of up-to-date security and travel information
    • Support in the delivery and collection of cargo/mail, documents, and other errands as directed by authorized program personnel in accordance with Palladium and Data.FI project guidelines.
    • Assist the Project Operations Team with immigration and customs formalities as required.
    • Ensure that assigned vehicles are clean, road-worthy, and compliant with USAID and Palladium International Ltd Operating Security Standards.
    • Take care of the day-to-day maintenance of assigned vehicles, check oil, water, battery, breaks, tires, etc. as required to ensure the optimum performance of vehicles at all times.
    • Report any mechanical faults in good time for repairs to be carried out and cross-check to ensure that all such repairs were done properly.
    • Check vehicle conditions/requirements and fill trip log books properly, log official trips, daily mileage, fuel consumption, oil changes, etc. also ensure that all assigned program vehicles have up-to-date documentation including insurance and other required vehicle registration papers.
    • Ensure that vehicles petrol tanks are always full prior to any field trips.
    • Maintain a high degree of confidentiality and discreteness about discussions that involve the program and its officials.
    • Take proper measures to reduce potential threats to project staff or property within the immediate vicinity of vehicles and along transport routes.
    • Ensure that all immediate actions required by law and by the Palladium International Ltd rules and regulations are taken in case of involvement in accidents or incidents.
    • Support the program team by providing administrative and clerical support as required including in preparing, photocopying, collating, binding, filing, and distributing documents, mail, and notifications as requested.
    • Provide general administrative and logistics support to the office and during events and meetings as required. Provide back-to-office reports from all trips which outline any challenges experienced and specifically note issues with the vehicle used, the accommodation in which the driver stayed, and the security issues during the journey.
    • Maintain a B-grade score on driver training.

    Required Qualifications

    • A minimum of Ordinary National Diploma (OND) and ability to communicate fluently in English
    • Minimum of 5 years of work experience in a similar position within an international development project
    • Understanding of the mechanics of vehicles
    • Valid Nigerian Driver’s license
    • Demonstrable knowledge of Nigerian road networks
    • Demonstrable knowledge of Nigerian driving codes and regulations
    • Ability to drive and work long hours
    • Attendance, within the last two years, at an internationally recognized defensive driving course with a good pass mark achieved; experience working at Palladium with attendant qualifications preferred
    • Recent attendance at a first aid course desirable
    • Recent attendance at a Hostile Environment Awareness Training course desirable.

    Capacity Strengthening and Learning Specialist

    Purpose of Position

    • Data.FI is currently seeking to employ the services of a Capacity Strengthening Specialist (CSS) to provide technical support for the development, implementation, and evaluation of COVID-19 capacity building activities at both national and sub-national levels.
    • The Capacity Strengthening and Learning Specialist will support the design and implementation of a portfolio of activities intended to advance the capacity of local partners, and Government of Nigeria (GON) staff as appropriate.
    • S/he will conduct training and mentoring of relevant GON ministries, departments and agencies (MDAs), local partners, staff and consultants involved in the COVID-19 response. 
    • The CSS will work closely with Data.FI team members and relevant government MDAs and other stakeholders in-country to assess capacity, using participatory frameworks and approaches, and develop plans to sustainably enhance monitoring and evaluation capacities.
    • S/he will also look to identify and build relationships with local organizations in-country, and short-term technical assistance that can be engaged to deliver training and learning activities for the project activities.
    • The incumbent will be responsible for development of tools, guidelines, reference materials, and data collection instruments.
    • The incumbent will work with the technical teams to support the development of capacity building strategies in use of digital platforms and further support monitoring, evaluation and learning from the capacity building interventions.
    • The Capacity Strengthening and Learning Specialist will report to the Deputy Country Director.  

     Primary Duties and Responsibilities

    • Support the review of a health informatics systems (HIS) training curriculum or adapt existing resources into learning modules for information system users. 
    • Develop and maintain training materials including eLearning content and modules.
    • Design and develop dynamic, interactive, and user-friendly multimedia training solutions. 
    • Organize and execute physical and online trainings in collaboration with project technical teams. 
    • Manage complete development process of courseware materials to include eLearning and learning management system (LMS)/training delivery systems, document management. 
    • Work with senior management to ensure completed projects, courseware and LMS/training systems meet users’ expectations.
    • Work with team members to define processes, workflows, effective content production and implementation of up-to-date development and LMS technologies and methodologies.
    • Create storyboards/scripts and production-ready content for video or web-based training programs and advising on production.
    • Partner with internal teams to produce high quality eLearning content.
    • Collaborate with other project members on curriculum development and mentor junior developers and training.
    • Work with subject matter experts on other teams to produce scripts, content, and timelines.

    • Guide, coordinate and collaborate with project staff and partners in the implementation, management, monitoring and evaluation of activities.
    • Provide technical support to country and projects teams for the development and implementation of monitoring and evaluation systems.
    • Support country teams to set and monitor learning plans and ensure achievement of their objectives. 
    • Provide ongoing assistance with and oversight of results reporting. 
    • Provide technical support for assessments and research (develop study design and methodology, including sampling procedures, and assist with implementation, analysis, and write-up)
    • Assist with development of tools, guidelines, and reference materials.

    Required Qualifications

    • Masters' Degree in Public Health, Education, Social Sciences, International Development, Organizational Development, or a related field preferred.
    • Five years of demonstrated experience in capacity strengthening and training for strengthening skill sets, preferably in the field of monitoring and evaluation. Experience should include experience designing curricula and materials for face-to-face and virtual training delivery, as well as facilitation of institutional strengthening processes.
    • Experience building monitoring, evaluation and learning capacities of relevant stakeholders including implementers, funders, and government staff preferred.
    • Demonstrated experience applying a variety of participatory and strengths-based learning design and delivery approaches, blended learning, and evidence-based learning theory.
    • Familiarity with e-learning tools, virtual Instructor-Led Trainings (vILT) on AdobeConnect, and other online instructional products highly desirable. Experience in working with online learning platforms such as Moodle, Zoom.
    • Experience in working with online learning content creation/authoring tools such as Articulate Storyline.
    • Experience in content development for adult learners.
    • Experience in Instructional Design, Performance based learning, Course/User Interface Design, Curriculum Development, Learning Strategies and Development, Quality Assurance Testing.
    • Demonstrated ability to plan and execute planned activates efficiently within strict timelines.  
    • Demonstrated ability to engage and work with stakeholders at all levels.   
    • Excellent writing, computer, management, and organizational skills. 
    • Experience in implementing health-related USG-funded projects in Nigeria is desirable.

    Data Analyst - COVID-19

    • Maintain high quality COVID-19 data on USAID’s automated partner performance reporting (APPR) platform and support donor reporting on the Development Information Solution (DIS) system.
    • Ensure in-depth analysis of data for the monthly COVID-19 bulletin/ brief is available for release and dissemination to USAID and stakeholders.
    • Support capacity-building in data analytics for COVID-19 activities both at the national and state levels.
    • Work with data visualization experts to update COVID-19 dashboards from triangulated data sources
