    Accountant

    Job Profile:

    The Accountant is responsible for maintaining the Fund’s general ledger accounts, all in accordance with the institutional procedures and accounting framework, to ensure all financial transactions are reconciled and posted, in conformity with applicable accounting principles and financial reporting standards.

    Duties and Responsibilities:

    Accounting

    • Maintains the OPEC Fund’s accounting records and balances of general ledger accounts in accordance with International Financial Reporting Standards (IFRS) and other accounting principles
    • Supports the internal and external audit processes
    • Identifies improvement opportunities and resolve emerging issues in all areas of accounting, reporting, internal controls and compensation

    Reporting

    • Ensures uniformity and consistency in recording and reporting transactions
    • Prepares schedules, analysis, summaries and reports in support of the quarterly financial reports and as may be requested on an ad-hoc basis
    • Coordinates the reconciliation of general ledger balances for financial reporting purposes, specifically to the assigned area and liaise with other internal counterparties and stakeholders
    • Reviews and updates the accounting systems manual and participate in the implementation of enhancement to existing ERP system (SAP), including transition to SAP S/4 HANA

    Monitoring and Review

    • Monitors financial postings and compliance, using as a reference the approved manuals, procedures and guidelines of the accounting framework

    Recommendations

    • Develops suggestions and provides guidance on complex accounting, reporting, internal controls, and compensation matters that may not be fully addressed by existing standards or practices
    • Supports the review and analysis of relevant issues, contributing to evaluations and offering potential recommendations for Management’s consideration

    Stakeholder Management and Engagement

    • Works together with Accounting team, as well as with other areas responsible for maintaining financial system sub-ledgers
    • Prioritizes the work to ensure the achievement of reporting objectives in a timely, accurate and efficient manner
    • Performs any other related tasks as assigned by the Director to support the effective delivery of the Unit, Department and OPEC Fund’s mandate.

    Qualifications and Experience:

    • Master’s degree in Accounting, Finance, Business Administration, or a (closely) related field 
    • Internationally recognized professional qualifications such as CA, CPA, ACCA or its equivalent is a strong asset
    • A minimum of five (5) years relevant professional experience in an accounting, of which at least two (2) years should have been in an international environment and/or international financial institution 
    • Candidates with a Bachelor’s degree in Accounting, Finance, Business Administration, or a closely related field, combined with a minimum of seven (7) years of directly relevant professional experience in accounting and an internationally recognized professional accounting qualification such as CA, CPA, ACCA, or equivalent, are also encouraged to apply
    • Technical expertise in financial accounting, with solid knowledge of IFRS and hands-on experience in corporate accounting and financial reporting
    • Proficient in executing operational tasks within SAP ERP/ S/4HANA, with practical experience in FI/CO and MM modules
    • Proficiency in Microsoft Office suite, including Word, Excel and PowerPoint
    • Hands‑on experience in preparing and analyzing financial statements
    • Strong analytical and numerical skills, with the ability to analyze and validate financial data within SAP and other reporting systems
    • Fluent in English. Good working knowledge of Arabic, French, German or Spanish is an added advantage.

    Senior Accountant

    Job Profile:

    The Senior Accountant ensures timely and accurate financial reporting, leads financial closing activities, and maintains strong internal controls. The incumbent’s key responsibilities are to safeguard the integrity of the chart of accounts, ensure all financial transactions comply with IFRS and internal policies, oversee complex accounting entries, support audits, and drive process and system improvements to enhance financial transparency and operational efficiency.

    Duties and Responsibilities:

    Reporting

    • Performs quarterly accounting closings
    • Produces financial statements and other financial reports, accurately and on time

    Monitoring and Review

    • Reviews and monitors records of all incoming and outgoing accounting and financial working documents into the General Ledger
    • Conducts and reviews reconciliations, ensuring uniformity and consistency in recording and reporting transactions

    Stakeholder Management and Engagement

    • Coordinates internal and external auditors
    • Coordinates, develops and mentors junior staff and supports professional development plans
    • Manage interactions with other units and departments in the regular conduct of business

    Policy Development and Implementation

    • Updates accounting policies in line with IFRS, research new standards and amendments, and implements applicable new standards.
    • Implements an adequate Internal Control System and supports the Director, Financial Controls in coordinating policy development.
    • Leads the implementation of enhancement to the existing ERP system  (SAP), including transition to SAP S/4 HANA.
    • Oversees budget implementation and compliance, using as a reference the approved administrative budget and cost center allocation
    • Ensures internal controls are fully integrated, embedded and continuously strengthened in the reporting processes and accounting systems in accordance with business needs

    Recommendations

    • Formulates solutions and recommendations, and provides central direction and control over complex theoretical and practical accounting, budgeting and reporting matters not covered by standard practice or precedent
    • Identifies improvement opportunities in all areas of accounting; initiates evaluation studies and analysis, and provides Management with recommended solutions
    • Performs any other related tasks as assigned by the Director to support the effective delivery of the Unit, Department and OPEC Fund’s mandate.

    Qualifications and Experience:

    • Solid knowledge of financial reporting under IFRS is required
    • Comprehensive professional accounting expertise with the ability to operate effectively across multiple accounting disciplines and support cross-functional financial activities,
    • Extensive hands-on experience in corporate accounting and financial reporting
    • Demonstrated knowledge of business processes specific to international development finance institutions (IFIs) is highly desirable 
    • Experience with the COSO Internal Control Framework, including designing, documenting, and evaluating key controls; familiarity with implementing automated controls is desirable
    • Proficiency in managing end-to-end accounting and operational processes within SAP S/4HANA, ensuring accuracy, compliance, and timely financial closing activities

    Director, Innovative Financing Solutions

    Job Profile:

    The Director, Innovative Financing Solutions is responsible for providing strategic leadership and oversight to the Innovative Financing Solutions Unit. The Innovative Financing Solutions Unit is in charge of managing the OPEC Fund’s grant and trust fund resources  to enhance the OPEC Fund’s public and private sector operations and product offerings through technical assistance, project preparation support, fostering of strategic initiatives, blended finance and other innovative financing solutions. Director is expected to provide leadership and oversight to the Unit’s activities, including the mobilization of new trust fund and other third-party resources and partnerships, and the development and implementation of initiatives and financing projects using grant and innovative financing solutions, to support OPEC Fund operations and operational priorities. The role will be expected to include the development of new and enhancement and deepening of existing partnerships with external partners, as well as close coordination and cooperation with the Operations and Strategy Departments within the OPEC Fund. Primary objectives include the mobilization of external resources, supporting operational growth, enhancing the OPEC Fund’s product offering and operations quality, and strengthen the OPEC Fund’s position as a Project Developer and Catalyzer.

    Duties and Responsibilities:

    Innovative Financing Solutions Leadership and Development

    • Provides strategic leadership to the Innovative Financing Solutions Unit, including the development of implementation plans and annual work plan of activities that align with the organization's objectives and the OPEC Fund Strategic Framework 2030
    •  Drives the deployment of the OPEC Fund’s grant program for operations support, as well as for the development and implementation of thematic or sectoral innovative financing solutions and other grant-based initiatives, including through the mobilization of external resources for organizational operations and program outcomes
    • Contributes to the development of innovative financing vehicles in coordination with the Private and Public Sector Departments and other internal stakeholders

    Functional Strategy

    • Coordinates the Strategy Department’s efforts to deploy and manage the OPEC Fund’s grant program and to design innovative financing strategies using grant resources aligned with the OPEC Fund’s long-term strategic objectives
    • Assesses the progress of implementing innovative financing projects and plans using grant resources and evaluates their strategic implications
    • Develops a capacity building plan for building knowledge of the OPEC Fund’s Employees on innovative finance approaches for sectoral, regional or thematic activities

    Horizon Planning

    • Leads the analysis of external trends to determine their impact on the organization's innovative financing strategies
    •  Assists the Vice President, Strategy in responding to emerging international issues within the context of Innovative Financing Solutions

    Partnership Development and Stakeholder Engagement

    • Shapes the OPEC Fund’s relationships with Multilateral Development Banks (MDBs), international organizations, philanthropic institutions, and bilateral agencies at an institutional level, focusing on innovative financing collaborations
    • Establishes partnerships with MDBs, UN agencies, philanthropies, and other institutions, expanding collaborations for innovative financing
    • Represents the Innovative Financing Solutions Unit at external events, meetings and on missions, enhancing institutional knowledge management aligned with strategic objectives, and building relationships with counterparts from potential partner institutions

    Management and Oversight

    • Oversees the origination, development, implementation and management of innovative financing solutions, including grant and blended finance projects, ensuring compliance with agreements and the Strategic Framework 2030.
    • Manages partner and internal reporting processes, ensuring quality and timeliness.
    • Coordinates resource allocation in collaboration with Operations departments
    • Ensures that all outputs of the Innovative Financing Units are of consistently high quality.

    Advice 

    • Provides advice, recommendations, and suggestions for improving the efficiency and productivity of the Innovative Financing Solutions Unit.

    Carries out tasks that are related to the job function, assigned by the Vice President, Strategy .

    Qualifications and Experience:

    • Master’s degree in economics, finance, strategy, business management or a closely related field
    • A minimum of at least 15 years in relevant professional experience in the finance sector including at least five (5) years at a managerial level; out of which at least 10 years’ with large international development finance institutions or international organisations, and at least five (5) years of experience developing innovative finance or blended finance solutions for projects in emerging market economies. 
    • Fluent in English. Good working knowledge of Arabic, French or Spanish is an added advantage.
