    Background
    Organisational Context:

    • The United Nations Development Programme (UNDP) is the United Nations’ largest agency with a mandate to eradicate poverty, through sustainable and inclusive human development. UNDP has been in Nigeria since the country became independent in 1960 providing capacity building and policy development support to the Federal Government of Nigeria in areas of Governance and Peace Building, Inclusive growth and Sustainable Development.
    • UNDP continues to support, the government in the implementation of development interventions aimed at meeting the Sustainable Development Goals (SDGs) 2030.
    • The ultimate goal of UNDP is to improve the lives of the people of Nigeria, especially the poorest and most vulnerable, and to ensure a future that offers equality, dignity and opportunity for all. UNDP works in partnership with the federal Government of Nigeria, development partners, UN agencies, civil society and local communities to help identify local solutions to meet global and national development challenges through a range of interventions that combine UNDP’s expertise and comparative advantage in the areas of Governance & Peace Building, Inclusive growth and Sustainable Development.
    • In light of the imminent national elections and subsequent change in government administration, UNDP Nigeria seeks to contract an individual with excellent computer skills, attention to detail and organizational abilities to support the Resident Representative and the Senior Management Team in its preparations and engagements ahead of the swearing in of the new administration.

    Scope of Work
    Under the guidance and direct supervision of the Resident Representative, and in close collaboration with the Senior Management, the Programme and Operations teams, UN Agencies and national authorities, the consultant will be responsible for, among other deliverables:

    • Support the timely and efficient organization of events, meetings and initiatives including assisting with logistics, preparing invitations, maintaining participation lists, compiling, printing and organizing background materials into briefing books.
    • Support travel management processes by coordinating travel arrangements (booking itineraries, coordinating visa applications, obtaining security clearances when appropriate, preparing travel requests and travel claims in line with travel entitlements).
    • Maintenance of the filing system ensuring safekeeping of confidential materials.
    • Assistance in the preparation of budget, budget monitoring, provision of information for audit.

    The consultant will be expected to approach work with energy and a positive, constructive attitude and display a strong client orientation. As such s/he will display flexibility in performing other emerging tasks assigned by the Resident Representative or supervisor/manager.

    Expected Outputs and Deliverables
    The consultant will be expected to produce a monthly accomplishment report that highlights tasks performed related to:

    • Support to upcoming RR official missions and high-level engagements with partners including the compilation of briefing packages including printing and organizing briefing book binders.
    • Coordination of travel for the RR and preparation of post travel claims.
    • Update of the office contact database, assist with electronic filing of documents, and provision of logistics support during events organized by the office.

    Evaluation process
    Applicants are reviewed based on Required Skills and Experience stated above and based on the technical evaluation criteria outlined below.  Applicants will be evaluated based on cumulative scoring.  When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

    • Being responsive/compliant/acceptable; and
    • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation where technical criteria weighs 70% and Financial criteria/ Proposal weighs 30%.
    • Technical evaluation - Total 70% (700 points):
    • More than 5 years of relevant experience in administration or project support service (travel, budget, event planning, logistics, protocol, etc.). Weight = 10%; Maximum Points: 100;
    • Familiarity with UN/UNDP finance and operations policies and guidelines. Weight = 20; Maximum Points: 200;
    • Excellent computer skills including MS Office Suite (Excel) and databases. Weight = 10%; Maximum Points: 100;
    • Knowledge of ERP systems i.e., Atlas, Peoplesoft is desirable. Weight = 10%; Maximum Points: 100;
    • Experience working in fast paced environment in multinational organization with high level senior executives and professionals is desirable. Weight = 10%; Maximum Points: 100;
    • Having reviewed applications received, UNDP will invite the top three/four shortlisted candidates for interview. Please note that only shortlisted candidates will be contacted.

    • Candidates obtaining a minimum of 70% (490 points) of the maximum obtainable points for the technical criteria (700 points) shall be considered for the financial evaluation.

    Financial evaluation - Total 30% (30 points):
    The following formula will be used to evaluate financial proposal:

    • p = y (µ/z), where
    • p = points for the financial proposal being evaluated
    • y = maximum number of points for the financial proposal
    • µ = price of the lowest priced proposal
    • z = price of the proposal being evaluated

    Contract Award:

    • Candidate obtaining the highest combined scores in the combined score of Technical and Financial evaluation will be considered technically qualified and will be offered to enter into contract with UNDP.

    Payment Modality:

    • Payment to the Individual Contractor will be made based on the actual number of days worked, deliverables accepted and upon certification of satisfactory completion by the manager.
    • The work week will be based on 35 hours, i.e. on a 7 hour working day, with core hours being between 08h00 and 17h00 daily.

    Required Skills and Experience
    Academic Qualifications/Education:

    • Secondary Education with specialized administration, development and office management.
    • University Degree or equivalent in Social Sciences, Administration, Management, Development or a relevant field would be desirable, but it is not a requirement.

    Experience:

    • Minimum of 5 years of relevant experience in administration or project support services (travel, budget, event planning, logistics, protocol, etc.) is required.
    • Familiarity with UN/UNDP finance and operations policies and guidelines is an asset;
    • Knowledge of ERP systems i.e., Atlas, PeopleSoft is required;
    • Required to be adept in use of multiple media –computers, smart phones, databases, etc. with strong skills in MS Word and Excel;
    • Experience in functioning in a fast-paced environment in multinational organization with high level senior executives and professionals is required.
    • Experience as a pro-active assistant able to carry out tasks with a high degree of initiative and independence in delivering required outputs;
    • Strong capacity to meet deadlines.

    Background

    • UNDP CO in Nigeria is well-positioned as a key development partner in knowledge and policy advice as well as supporting access to development financing.
    • Under the guidance and direct supervision of the Environmental Specialist/Team Leader, the National Climate Change Analyst is responsible for management of UNDP programme within the thematic/sectoral areas assigned.
    • The National Climate Change Analyst analyzes political, social, and economic trends and leads formulation, management, and evaluation of programme activities within his/her portfolio and provides policy advice services. 
    • The National Climate Change Analyst position is a critical function that serves to leverage the linkages between the environmental sustainability and inclusive growth portfolio.
    • The National Climate Change Analyst supervises and leads programme support staff in the Environment unit, specifically in the planning, coordination and pulling together of project pipeline development under UNDP programme funds.
    • The National Climate Change Analyst works in close collaboration with the operations team, programme staff in other UN Agencies, UNDP HQs staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful UNDP programme implementation.

    Position Purpose

    • Implementation of programme strategies.
    • Management of the Country Office Environment, Climate Change, Energy and Disaster Risk Reduction pillar within the Inclusive Growth Portfolio, with synergies to Effective and Participatory Governance Portfolio.
    • Creation of strategic partnerships and implementation of the resource mobilization strategy.

    Key Duties and Accountabilities
    Ensures implementation of programme strategies focusing on achievement of the following results:

    • Thorough analysis and research of the political, social, and economic situation in the country and preparation of substantive inputs to CCA, UNSDCF, CPD and other documents.
    • Identification of areas for support and interventions within the thematic/sectoral areas assigned.
    • Development of pipeline projects for UNDP programme funds.
    • Analyses, articulates, and presents policy information for use in CO programmes and at key external policy and advocacy meetings.

    • 2 years of relevant experience at the national or international level in providing management advisory services in areas related to nature, climate and/or energy.
    • Experience in programme management and multilateral development stakeholders.
    • Proven experience in resource mobilization,
    • Familiarity and experience in working with vertical funds frameworks (GEF, GCF etc.) is an asset.

    Duties and Responsibilities
    Lead lab efforts in deep community immersion, collective intelligence and solutions mapping:

    • Developing and sustaining positive relationships with a range of local community and citizen groups;
    • Identifying and training local volunteers, recruiting Universities and think tanks for sustaining long term community outreach and engagement and identification of lead users, providing training and mentoring;
    • Translation of ethnographic and field research findings into learning and action for the Accelerator Lab activities;
    • Design specific field research and participatory methods to focus on the most vulnerable populations and those not usually engaged in public policy debates on development methods;
    • Explore, document and increase understanding on emerging methods of tapping into bottom up solutions, lead users and grassroots innovations related to sustainable development;
    • Convene a broad range of new partners with UNDP including artists, community organizers and emergent movements to explore areas for collaboration on sustainable development;
    • Proactively manage risks with using ethnographic tools and methods, including those related to ethics and privacy.

    Convene the processes of solution intake, assessment and designing prototypes for diffusion:

    • Design and implement methods for sensing and building on indigenous knowledge and local solutions, consolidating, screening and describing incoming;
    • Design criteria for consolidating incoming local solutions;
    • Conduct field research to determine best methods for making solutions transferable, design methods to test and stretch ideas for their applicability and diffusion as part of a portfolio approach;
    • Test the solutions and potential ideas in real life context to understand potential channels of spreading (including identifying private and public sector venues for uptake);
    • Analyze system level issues that local solutions address (and those that they don’t address, therefore creating insights on the gaps);
    • Design ‘things and tools’ needed to successful scale indigenous knowledge, lead user solutions, turning its insights into systemic change;
    • Advise on the accelerator lab’s experiment portfolio to ensure experiments are designed based on people’s knowledge, behaviors and peer to peer methods of managing and diffusing knowledge about sustainable development issues;
    • Design methods for integrating collective intelligence into UNDP programmes and engage with programme and project managers to translate ideas into concrete practice.

    Working out loud:

    • Lead communication efforts and proactively use blog and social media to share findings from field research;
    • Ensure UNDP’s communication efforts respect privacy and ethics considerations;
    • Liaise with the broader Accelerator Lab network and the support team to share learnings and insights from the country-specific experience;
    • Jointly with the CO, support lab partners to develop an emerging pipeline of new initiatives, support other activities related to the design and operation of the Lab;
    • Proactively use blog posts and social media to share insights, attract partners and help position Accelerator Lab at the forefront of the exploration of new trends.

    Advocacy, Organizational learning and interface with the core business of UNDP:

    • Help embed solutions mapping  and lead user methodology within the CO portfolio, design and provide trainings that include various methodologies and steps to identify and work with lead users;
    • Provide technical consultation and training for national partners and the CO  through various phases including asset mapping, developing a strategic portfolio logic, experiment design, prototype testing, and evaluation;
    • Develop communication and other tools to transform field research into actionable intelligence;
    • Work together with your Accelerator Lab colleagues and experts to codify and advance the Accelerator Lab practice and solutions mapping in particular;
    • Lead other activities related to the design and operations of the Accelerator Lab;
    • Design and deliver engaging and meaningful methods for reflection on learning from field research and grassroots innovation.

    Institutional Arrangement:

    • The Head of Solutions Mapping will report to CO Accelerator Lab Focal Point (with the oversight of the UNDP Deputy Resident Representative – Programmes.

    • Being able to immerse deeply in the context of a community and look at it from an "insiders perspective" to understand how realities are socially constructed and understand and appreciated these realities; explore perceptions, motivations, preferences, needs, rituals to understand "why people do things the way they do".
    • Being inclusive when using digital tools engaging with communities; have a thorough understanding of ethical guidelines when engaging with vulnerable communities.
    • Ability to translate observations into compelling insights for community empowerment or to inform decision making, problem solving and policy design.

    Required Skills and Experience
    Education:

    • Master's Degree in Anthropology, Sociology, Behavioral psychology, Design, Architecture, Communications or related field.
    • Bachelor's Degree in relevant fields with additional two (2) years of qualifying experience will be considered in lieu of master's degree.

    Experience:

    • Minimum of 2 years (Master's degree) or 4 years (Bachelor's degree) of professional experience in development programming or policy, social innovation, partnership building, engagement (public and private sector) and/or resource mobilization;
    • Demonstrated ability to undertake field research in remote communities and document ethnographic evidence and honor expertise in unusual places;
    • Demonstrate ability to work in participatory methods, follow the lead of people as experts in their own sustainable development;
    • Proven professional knowledge and experience in approaches such as Ethnography, Systems Thinking, Behavioral Insights, Co-creation, Qualitative and Quantitative User Research, Positive Deviance, Community Asset Mapping, Service Design or Human Centered Design;
    • Demonstrated ability to work with partners to help surface unarticulated needs;
    • Proven ability to engage with remote and/or vulnerable communities through action research and other engagement means.

    Language:

    • Proficiency in written and spoken English.
