    Monitoring, Evaluation, Accountability, and Learning Officer

    ROLE PURPOSE:  

    Save the Children (SC) and Action Against Hunger (ACF) are implementing the Empowering and Nurturing Resilience, Integration, and Community Health in Borno State (ENRICH) program. This multi-sectoral initiative aims to improve access to essential health, nutrition, WASH (Water, Sanitation, and Hygiene), and protection services for conflict-affected populations in Borno State, Nigeria. The program focuses on reducing morbidity and mortality among children under five and pregnant and breastfeeding women (PBW), enhancing household food security, and building community resilience to future shocks.
    The MEAL Officer in Borno will be responsible for establishing and managing a robust Monitoring, Evaluation, Accountability, and Learning (MEAL) system for the project in their location. Core duties for the position include designing and implementing a MEAL system in accordance with Save the Children International (SCI) standards.
    The position holder will support evaluations/assessments, monitor program progress and quality, document lessons learnt, and contribute to periodic monitoring and reporting. Ensuring gender-sensitive, inclusive, and participatory MEAL processes, including children's involvement, is crucial.

    KEY AREAS OF ACCOUNTABILITY:

    Monitoring and Evaluation

    • Develop robust MEAL plans, systems, processes and tools for the project in line with SCI and donor requirements.
    • Provide MEAL technical support to partners. 
    • Take the lead in data collection efforts for the BHA project, ensuring accuracy and timeliness.
    • Conduct in-depth data analysis to derive actionable insights and recommendations from project data.
    • Execute quarterly monitoring, and accountability activities to enhance project performance, including quality benchmarks, data quality assessments, and/or data quality assessments. 
    • Document data collection and analysis findings, contributing to comprehensive and informative reports.
    • Ensure monthly updates to the SCI’s Project reporting Information Management & Evidence (PRIME) system, accurately reflecting project progress and achievements.
    • Monitor the implementation of programs, ensuring that activities are carried out according to standards and protocols.

    Accountability

    • Ensure the project is implementing the 3 pillars of Accountability - Information sharing, participation and feedback & reporting and providing relevant documentation.
    • Assist in establishing robust accountability mechanisms, ensuring the voices of project participants are considered in project adaptation/design and implementation.
    • Conduct periodic community feedback and stakeholder meetings to gather input, feedback, and insights on the program, enhancing community engagement, and promoting transparency and accountability.

    Knowledge Management & Learning

    • Actively engage in program learning initiatives, facilitating discussions and knowledge-sharing sessions among project teams.
    • Support in the archiving of Project Documents in the Resource Centre
    • Support in the development of case studies and success stories for the project.

    Safeguarding

    • Ensure risk assessments are done before any data collection that involves children.

    General

    • Comply with SCI policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
    • Undertake any other tasks within the MEAL function as the line manager requires, adapting to project needs and challenges.

    QUALIFICATIONS  

    • Minimum of BSc or equivalent qualification in, Economics, Statistics, Development Planning, Social Work or Demography, Computer Science, or any related courses.
    • Experience in implementing multisectoral interventions which includes sectors such as Food Security and Livelihoods, MPCA, health, nutrition, Water Sanitation and Hygiene (WASH).

    EXPERIENCE AND SKILLS

    • At least 3 years of experience working in MEAL for Humanitarian/developmental organizations.
    • Experience in implementing Education programs in humanitarian contexts program is an added advantage. 
    • Experience in the use of analytical and visualization tools/software. 
    • Very good communication and interpersonal skills, including ability to communicate technical issues effectively and persuasively.
    • Excellent English communication skills, both written and verbal.
    • Good Knowledge of local area and local language 
    • Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches and children’s participation.

    WASH Coordinator

    ROLE PURPOSE: 

    The WASH Coordinator is responsible for an effective implementation of WASH Strategy including all WASH activities at community, school and health facilities in coordination with Nutrition, Child Protection, Community Mobilization, Education, Health and Food Security and Livelihoods sectors in Yobe State Nigeria.

    The post will manage the implementation of all WASH interventions, is also responsible for WASH sectoral assessments, programme design and budgeting, coordination, and will support fundraising, staff management, recruitment and procurement for the WASH sectors.

    KEY AREAS OF ACCOUNTABILITY:

    Technical and Management:

    • Lead on WASH technical assessments in coordination with other Save the Children thematic areas and/or other external sector agencies, ensuring assessment findings are documented and that all assessments include a specific analysis of children’s needs.
    • Responsible and accountable for ensuring the timely, efficient and effective delivery of the grants and Monitor monthly variances in the work plan and unmet targets, and design and apply corrective measures to remain on track and to facilitate resolution of problems in a participatory way
    • Provide inputs to the development of concept notes, proposals, WASH strategy, details implementation plans and master budgets;
    • Identify priorities and technically assist on assessments, designing and overseeing KAP and other surveys
    • Identify key gaps in WASH facilities and minimum standards in the WASH interventions by providing technical checking of WASH engineering and hygiene promotion aspects of the programme and proactively promote high quality WASH technical approaches for the response;
    • Design and run water supply, sanitation and hygiene interventions as per national and SPHERE standards, Common Humanitarian Standards (CHS) and Red Cross Code of Conduct etc. 
    • Prepare and oversee WASH programme implementation to ensure timely delivery of programme activities. 
    • Prepare timely programme and donor reports on project activities in compliance with internal SCI requirements and any relevant external donor requirements.  
    • Develop program management/implementation tools for WASH programs in communities, schools, CFS and health facilities

    Programme Support:

    • Working closely with the HR team, identify staffing needs (national) for WASH officers, and ensure timely recruitment and induction of new staff. 
    • Work closely with the Logistics and Finance teams, to identify WASH programme supplies needs and coordinate to put in place a sensible phased procurement plan, budget and supply chain
    • Coordinate with other partners and other relevant authorities and administration to ensure coordinated implementation; 
    • Participate in WASH Sector Coordination meetings, WASH WG meetings, sharing information from Save the Children programmes
    • Coordinate with other sectors (Nutrition, Child Protection, Education, Health, Food Security and Livelihoods etc.) to ensure integration in program
    • Work closely with the MEAL (Monitoring, Evaluation, Accountability and Learning) team put in place a sector MEAL plan, IPTT and Complaint Feedback Mechanism (CFMs), ensuring this links to reporting requirements, and capacity build technical field staff in carrying out the work

    Capacity Building:    

    • Identify learning needs of WASH team and mentor team
    • Develop capacity-building plan for WASH team and implement it in coordination with HR and line manager.
    • Maintain growth of team through appropriate measures e.g. create learning and sharing environment, on-the job training
    • Coordinate with community mobilization team and other sectors for capacity building of community-based organization/groups and volunteers involved in WASH program 
    • Oversee development of technical training material that will improve aspects of WASH work within Save the Children, at country level.  

    Representation & Advocacy & Organizational Learning:

    • Take steps to document lessons learned, from WASH programmes, for wider dissemination.
    • In collaboration with Senior Programme staff, assist in advocacy activities that target decision-makers at all levels.
    • To identify opportunities and material to contribute to WASH communications and media work
    • Attend relevant meetings and represent SCI at State level WASH Coordination and WASH Sector WGs
    • Facilitate field visits by donors and Save the Children Member representatives 

    Essential

    • Progressive management/coordination experience of working in an emergency and long-term WASH program;
    • Education on Sanitary Engineering, Public Health / Civil engineering or a related subject
    • At least 5 years of working experience with 2 years in humanitarian context
    • Knowledge of monitoring and evaluation
    • Ability to write clear and well-argued assessment and project reports
    • Excellent communication skills and good knowledge of English 
    • Politically and culturally sensitive with qualities of patience, tact and diplomacy
    • The capacity and willingness to be flexible and accommodating in challenging and dynamic working circumstances.

    Desirable

    • Knowledge of Save the Children systems and ways of working
    • Experience of BHA, GAC, ECHO, EU funded project

    Pharmacy Assistant

    ROLE PURPOSE:

    In compliance with SCI's standard practices and protocols, ensure good pharmacy distribution practices including storage; supply; distribution; rational use of drugs, to ensure its effectiveness and operational availability in collaboration with the health and logistics team.
    In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

    SCOPE OF ROLE:

    Reports to: Pharmacy Specialist

    Number of direct reports:

    Warehouse Management:

    • Support in managing the medical warehouse, optimizing medicine storage conditions and organization to ensure the safety and effectiveness of drugs and medical supplies.
    • Ensure good storage practices of medical products across the SCI-supported health facilities.
    • Perform routine physical inventory count and reconcile with records.
    • Ensures daily updates of bin cards and stock cards; supplies are released with approved stock release formats and proper documentation.
    • Responsible for safe disposal of expired drugs and medical supplies, working with the regulatory authority where applicable.
    • Register the pharmacy warehouse with PCN using his/her license.

    Consumption Monitoring:

    • Responsible for handling the ordering of medical products and supplies from SCI-supported facilities in collaboration with the health and nutrition team.
    • Coordinate with the health and nutrition team to ensure the rational use of medical products at SCI-supported health facilities.
    • Responsible for field-based consumption reporting and timely completion, advising on the rational use of medicines based on these reports.
    • Ensure accurate reporting of drug stock movement and consumption.
    • Oversee medication use in the field.

    Cold Chain Management:

    • Maintain the temperature between 2-8°C.
    • Ensure strict adherence to the contingency plan in case of cold chain breakdown.
    • Ensure the proper packaging procedure for transport in passive cold chain systems.
    • Display the content on the fridge door.

    Capacity Building:

    • Provide on-the-job training to drug dispensers, ensuring safe and accurate dispensing processes and patient counseling on prescribed treatment.

    Compliance and Quality Control:

    • Ensure that high-quality standards of health commodity management are met, including Good Distribution Practices, covering warehousing, cold chain management, stock rotation, control, pipeline management, consumption monitoring, and ordering.
    • Monitor medication safety across primary health care teams and stabilization centers.
    • Responsible for pharmacovigilance at the field

    Essential

    • BSc in Pharmacy with valid license to practice 
    • 2 years of experience working in pharmaceutical supply chain preferably with an INGO.
    • Proficiency in Microsoft Office (Word, Excel, Outlook)
    • Experience of medical supply chain management
    • Flexible, positive, and proactive approach to work
    • Written and spoken English.

    Desirable

    • Ability to work in and maintain a positive team dynamic in insecure environments.
    • Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships both within and outside the organization.
