    Senior National Consultant - Jigawa LQAS Survey

    Purpose of the assignment

    • The purpose of this ToR is to engage research personnel that will carry out data collection, analysis and interpretation for EoR evaluation based on LQAS approach.
    • The consultant and the supervisor will train data collectors and oversee data collection processes while other personnel will carry out the actual data collection using an electronic platform.

    Scope

    • This ToR is to provide details for EoR evaluation that will be conducted in the states where Malaria Consortium is implementing MDA-AZM (Kaduna, Kebbi, Jigawa, Adamawa and Gombe).
    • The process will involve identification, selection and training of supervisors at training of trainers (ToT) and subsequently, data collectors in the states. It will also involve data collection, analysis and report writing.

    Methodology

    • The aim of the EoR evaluation is to assess AZM coverage and adherence of community drug distributors (CDDs) to treatment protocol immediately and not more than 5 days after each round of treatment.
    • The findings will be analyzed and any ward (lot) scoring less than 80% will be targeted for corrective measures around poor performance, for improvement in subsequent rounds.

    Specific Activities for the personnel

    • Receive a briefing from the programme team at the National level.
    • Coordinate the overall survey processes (development of training agenda at all levels, development of pre and post-tests, development of supervision checklist, data collection).
    • Review data for quality and clean the data using STATA.
    • Compile and analyze all state data in a single dataset guided by the objectives of the LQAS as highlighted in the study protocol,
    • Compile and submit a single technical report highlighting key findings and recommendations from all the five (5) states.
    • Train the National consultants, supervisors and data collectors.
    • Work closely with the Malaria Consortium Team to get the required support and documents including data and templates for the report, including the template for technical reports.
    • Submit overall report.
    • Prepare PowerPoint presentations for national level dissemination.

    Specific Deliverables for the personnel
    Draft, submit, and finalize:

    • A detailed Training Agenda for the training of State consultants, Independent Supervisors and Data Collectors.
    • A Training Delivery Guide, including minimum quality standards and best practices for adult learning facilitation.
    • A Supervision Checklist outlining monitoring indicators and performance criteria and scripted on a digital platform
    • Pre- and Post-Test instruments to assess trainee knowledge acquisition.
    • Data analysis plan
    • Analysis report and Stata do-file
    • A consolidated National Technical Report (narrative format) following the Malaria Consortium standard reporting template.
    • A PowerPoint presentation summarizing key findings, challenges, lessons learned, and strategic recommendations.
    • A clean and consolidated survey database.

    Profile Requirements

    • Must be a Degree holder in Public Health, Demography, Statistics, or other related disciplines with between 10-15 years years’ post-qualification experience.
    • Minimum of 10 years’ experience in public health research methodology.
    • Must be familiar with Kobocollect, SurveyCTO, STATA, and other statistical software.
    • Ability to demonstrate good facilitation skills.
    • Demonstrable report writing skills.
    • Ability to speak local language is an added advantage
    • Availability for the full period of the survey.
    • Must not be a staff of Government or involved in MDA-AZM activity at any level and in any State Ministry of Health (SMoH).
    • The National Consultant must be resident in Abuja.
    • For this position, previous working experience with MC and in SMC are added advantage

    Data Collector - LQAS Survey

    Purpose of the assignment

The consultant and the supervisor will train data collectors and oversee data collection processes while other personnel will carry out the actual data collection using an electronic platform.

    • The process will involve identification, selection and training of supervisors at training of trainers (ToT) and subsequently, data collectors in the states. It will also involve data collection, analysis and report writing.

    • Participante in training on data collection and survey methods conducted by National Consultants.
    • Conduct interviews in selected households using Kobocollect/SurveyCTO.
    • Upload data on the Kobocollect/SurveyCTO platform to server.
    • Address supervisor feedback promptly to correct errors or inconsistencies in data capture.

    Deliverables for data collectors
    Submit:

    • Complete, verified household interview datasets uploaded to the centralized server within stipulated timelines.

    Profile Requirements

    • A minimum of degree (BSc/HND) in Social Sciences and Health related discipline.
    • Minimum of 2 years experience in conducting public health research, particularly data collection.
    • Experience in the use of modern technology in research – use of phone for data collection.
    • Previous experience doing LQAS survey is an added advantage.
    • Ability to speak local language (e.g. Hausa, Kanuri, etc.).
    • Familiarity with and respect for the tradition and culture of the locality.
    • Familiarity with terrain of the locality.
    • Data Collector must be willing to work in remote areas within the state.
    • Data Collector must be a resident of the state.
    • Must be a female/mixed in selected states.
    • Ability to give attention to details.
    • Must not be a staff of Government at any level
    • Must not be part of MDA-AZM personnel in whatever capacity (national, state, LGA, HFW, CHW, TA).
    • Must not be blacklisted during the previous activities.

    Cluster Supervisor - Jigawa LQAS Survey

    Purpose of the Assignment

    • The consultant and the supervisor will train data collectors and oversee data collection processes while other personnel will carry out the actual data collection using an electronic platform.

    • This ToR is to provide details for EoR evaluation that will be conducted in the states where Malaria Consortium is implementing MDA-AZM (Kaduna, Kebbi, Jigawa, Adamawa and Gombe).
    • The process will involve identification, selection and training of supervisors at training of trainers (ToT) and subsequently, data collectors in the states. It will also involve data collection, analysis and report writing.

    • Attend a 2-day physical training that will be facilitated by the National consultants.
    • In conjunction with the State consultant, supervisors, facilitate training of data collectors using adult learning approaches of facilitations (discussions, role plays, demonstrations, and simulations).
    • Provide supportive supervision for data collectors using appropriate supervision checklists.
    • Oversee data collection processes, including logistics and community entry and mobilization.
    • Conduct real-time field validation and troubleshooting Kobo collect/SurveyCTO data uploads.
    • Compile and submit a report on the data collection process, outlining the best practices, the lessons learnt, challenges, achievements, and recommendations. Each supervisor will write reports for their supervision areas and the State Consultant will collate and write a consolidated report for the whole exercise for the state.

    Deliverables for Cluster supervisors:
    Develop and submit:

    • A comprehensive Supervision Schedule aligned with LGA operational plans.
    • A Supervision Process Report, documenting:
    • Field successes and best practices.
    • Operational challenges and mitigation strategies.
    • Recommendations for future evaluations.

    Profile Requirements 

    • A minimum of Degree (BSc / HND) in Social Sciences and Health related discipline.
    • Minimum of 3 years’ experience in conducting public health research, particularly data collection.
    • Experience in the use of modern technology in research – use of phone for data collection.
    • Previous experience doing LQAS survey is an added advantage.
    • Ability to speak local language
    • Familiarity with and respect for the tradition and culture of the locality.
    • Familiarity with terrain of the locality.
    • Ability to give attention to details.
