    Principal Water and Sanitation Engineer – AWF

    Responsibilities
    The Principal Water and Sanitation Engineer will undertake various activities, among others, the following:
    Strategy and Planning:
    The Water and Sanitation Engineer will provide support to ensure that development results are delivered, operations are effectively managed, and institutional activities are efficiently undertaken in accordance with AWF strategic plans. S/He shall:

    • Lead and/or support the preparation of strategies for AWF water and sanitation sector interventions which will enhance delivery of development results in accordance with the AWF mandate.
    • Lead and/or support the preparation of key policy, planning, and progress reporting documents for review and/or approval by the AWF Governing Council, and the AfDB Board of Directors. This may include the Annual/Semi-Annual Reports, Annual Work Plan and Budget, AWF Strategic Plans, Portfolio Review Reports, Position Papers, etc.
    • Support the preparation of operational tools for the effective management of AWF water and sanitation operations to ensure project quality and achievement of developmental impacts.
    • Support AWF collaboration with other Bank departments involved in water sector operations.
    • Represent the AWF on Bank wide strategic initiatives concerning water and sanitation, including the development and implementation of policies and strategies related to water supply, sanitation and the links to public private partnerships (PPP), financing, IWRM, climate change, green growth, etc.
    • Initiate, conduct and/or coordinate - in dialogue with African Countries, regional and global organizations and development partners - AWF participation in the international discourse on sustainable water and sanitation services delivery.
    • Represent the AWF in regional and international meetings, conferences, seminars and workshops dealing with water and sanitation issues.
    • Contribute to mobilization of resources for the AWF Special Fund from external donors. Support actions for securing co-financing for AWF projects and programs through partnerships with other project preparation facilities, climate funds, etc., both within and outside the Bank.

    Project Operations:
    As Task Manager, the Water and Sanitation Engineer will have the responsibility of the management of a portfolio of projects and will ensure that the objectives of the projects are met in an efficient and sustainable manner. S/He shall:

    • Initiate and conduct project identification and preparation missions either solely or in cooperation with other multilateral development agencies and develop a pipeline of water resources projects, programs and studies.
    • As required, support AWF management of Calls for Proposals, including developing the TOR, issuing the request for proposals, evaluation and selection of projects. Initiate or support efforts to prepare joint calls for proposals in partnership with other project preparation funds, climate change funds, both within and outside the Bank.
    • Appraise projects and programs for AWF’s support and provide recommendations regarding the form of intervention as well as amounts, terms and conditions of grants. Provide assistance to Recipients in understanding and applying the AWF operational procedures relating to grant administration as well as the rules and procedures for the procurement of goods, works and services. Undertake desk and field supervision to ensure that projects are being well implemented, are accomplishing the intended objectives and recommend any necessary corrective measures.
    • Work closely with AfDB Financial Department in processing disbursement requests by providing up to date information on expenditure categories, the established list of goods, works and services, contracts, the entry into force protocol of agreement, authorized signatories, the extension of closing dates, the utilization/cancellation of grant savings and any revisions and modifications thereof.
    • Ensure efficient achievement of all the project milestones including project evaluation, regular audits, knowledge synthesis and timely monitoring and reporting on project progress, problems and solutions to all stakeholders; Support the preparation of project completion reports in accordance with the AWF’s operational procedures.

    Knowledge:

    • Support implementation of project related knowledge activities including monitoring progress of water and sanitation projects, reviewing results achieved, undertaking analytical work, and generating knowledge documents as appropriate.
    • Incorporate the knowledge gained from completed AWF projects in the design and preparation of new water resources projects to better achieve strategic objectives such as: leveraging funds in its project preparation activities, intervening in fragile states, promoting adaptation and mitigation to climate change, or providing enhanced support to the private sector.
    • Develop and coordinate/supervise studies and evaluations on issues and challenges pertaining to water and sanitation development in Africa, with a view to identifying priorities and corresponding projects and activities that can be undertaken by the AWF to promote accelerated access to water and sanitation at national and regional levels.
    • Lead the review of relevant AWF/ADB documents on water and sanitation development, operations and management.

    Requirements

    • Hold at least a Master's degree or its equivalent in Water, Sanitation and Hygiene, Civil Engineering, Sanitary Engineering, or related discipline.
    • A minimum of 6 years of relevant experience related to project management, sanitation policy and strategy development, preparation and management of non-sewered sanitation and reuse projects preferably in urban and peri-urban settings
    • Ability to deal with sensitive issues in a multi-cultural environment and to build effective working relations with colleagues
    • Ability to work independently with little supervision as well as part of a multicultural team
    • Ability to influence and participate effectively in actions to drive change
    • Ability to be flexible, open minded with integrity.

    • Good understanding of sanitation issues, trends and opportunities in Africa.

    Chief Translator / Reviser (English Language)

    Job Summary

    • Under the general supervision of the French and English Translation Division Manager, the Chief Translator/Reviser (English Language) will translate complex and confidential documents of the organization from French to English; revise documents translated internally or externally by independent translators; and contribute to the design and implementation of quality control mechanisms for translations produced by the Division.

    Responsibilities

    • Translate, from French to English, highly sensitive and technical documents from various sources, including Management and the Boards, using translation memory, terminology databases, and a whole range of CAT tools.
    • Revise translations of complex and sensitive documents covering the full range of the Bank’s work, namely: reports of an economic and financial nature, statements from Senior Management, audit reports, planning and programming documents, project appraisal reports, legal documents, etc.
    • Aim for and ensure a high standard of accuracy, faithfulness to the spirit, style and nuances of the original document.
    • Work with client departments to develop terminology for new concepts in the Bank's work, as well as ensure compliance with established terminology and consistency among translators.
    • Contribute to the development and sharing of terminology within the Division (terminology consultation meetings with all members of the Division).
    • Contribute to the performance evaluation of external translators.
    • Initiate training programmes on the use of computer-assisted translation tools.
    • Supervise and coach less experienced translators, including consultants.
    • Lead in-house and freelance translators to build capacity and ensure compliance with professional standards.
    • Coordinate translation activities, by serving as focal point for complexes with a view to advising them and monitoring their requests.

    Requirements
    Compentencies (skills, experience and knowledge):

    • At least a Master’s degree in translation or related fields.
    • At least seven (7) years of professional experience in a similar organization, with increasing levels of responsibility.
    • Ability to provide high quality translation and revision for Bank Management and decision-making bodies.
    • Ability to contribute to strategic thinking with a view to improving translation and other business processes of the Language Services Department.

    Chief Sanitation Officer – AWF

    Job Summary

    • Take proactive role in developing the AWF sanitation portfolio in line with the AWF strategy and AUSII workplan through identifying projects and conducting dialogue with governments, local governments, utilities, private sector and NGOs, among others.
    • Manage, oversee and supervise the implementation of AUSII annual work plans/ AWF’s sanitation portfolio and projects, ensuring that work plan, programme and project objectives are met.
    • Support senior management in engagements with external and internal partners, making the case for increased financing and investment for Africa’s sanitation sector, developing tailored reports and presentations as required.
    • Lead and manage the implementation of innovation in the Facility’s sanitation work, including innovations in technology, operational modalities and financing mechanisms.
    • Originate and manage the Development of knowledge products to disseminate AUSII’s/ AWF’s analytical work, results and impact of its interventions, and lessons learnt.
    • Lead the implementation of AUSII/ AWF strategic actions, taking guidance and direction from senior management.
    • Prepare the required project documentation during the identification, preparation and implementation phases of the project cycle
    • Coordinate with other departments of the Bank in implementation of AUSII/ AWF plans
    • Represent the AWF externally and at international events, promoting work of the AWF and AUSII accordingly
    • Develop and maintain relations with key stakeholders and donors of AWF and AUSII

    Duties and Responsibilities

    • The Chief Sanitation Officer will be responsible for leading the development of the AUSII/ AWF portfolio, with a focus on urban sanitation, both sewered and non-sewered sanitation and providing necessary support to other members of the team.
    • S/he will be responsible for managing a portfolio of projects and will ensure that project objectives are met in an efficient and sustainable manner.

    S/He will undertake various activities, which among others, include:
    Manage and Supervise AWF sanitation portfolio:

    • Lead the thematic project identification and preparation including assessment of concept notes, preparation for/guidance during orientation events and preparation of full proposals.
    • Organize and undertake project preparation missions as necessary to finalize the preparation of the Project Appraisal Reports and support the review process to approval by the relevant authorities.
    • Involve AWF and Bank staff or recruit consultants for specific tasks that are not covered by the chief sanitation specialist
    • Ensure that grant agreements are signed promptly after approval as well as timely achievement of grant effectiveness. Also ensure timely delivery of other relevant project reports
    • Provide on-going assistance to Recipients in understanding and applying AWF’s operational procedures relating to grant administration as well as the rules and procedures for the procurement of goods, works and services.
    • Create understanding and commitment of the Recipient on the urban sanitation challenges and possible solutions to overcome these challenges
    • Provide ongoing assistance to implement the AUSII financing instruments including concessional and blended finance, and guarantee functions.
    • Able to incorporate and reflect cross cutting issues as gender equality and climate resilience adequately into the AUSII/ AWF portfolio
    • Work with AfDB’s Financial Department in processing disbursement requests by providing up-to-date information on spending categories, established list of goods, works and services, contracts, entry into force of grant/ financing agreements, authorized signatories, extension of closing dates, managing grant savings and any revisions and modifications thereof.
    • Oversee and undertake desk and field supervision to ensure that projects are well implemented, are accomplishing the intended objectives and recommend any necessary corrective measures.
    • Conduct regular meetings with team members to assess status of projects and also to make necessary changes and improvements, where necessary, to achieve the expected results.
    • Ensure efficient achievement of all the project milestones including project evaluation, regular audits, knowledge synthesis and timely monitoring and reporting on project progress and completion, problems experienced and solutions to all stakeholders.
    • Lead and Support arrangements for project evaluation.
    • Lead and provide technical guidance to structuring grant projects, provide inputs to AUSII financing interventions, provide guidance to conceptualise sanitation policy, governance and institutional studies
    • Provide assistance to develop partnership and cooperations with other sanitation actors in Africa with specific focus for co-financing and downstream investments
    • Lead providing regular updates on the portfolio progress to the AWF management and ensure all inputs to the digital transformation of the AWF

    Develop Knowledge Products:

    • Contribute to knowledge management including: (i) providing hands-on support to Recipients in implementing projects to achieve the overall goals; (ii) establishing and maintaining an E-network for sharing knowledge and providing back-stopping support; (iii) linking projects to the sanitation experts in Africa and ensuring effective support; (iv) looking out for key approaches, findings and lessons and ensuring prompt sharing among the Recipients; (v) encouraging and supporting dissemination of findings at national level for possible replication; (vi) preparing project synthesis reports and sharing them identified audiences; (vii) ensuring effective recruitment of consultants to undertake various Knowledge Management (KM) activities; (viii) managing the annual peer-to-peer review events; etc.
    • Ensure coordination with sanitation partners in Africa (and elsewhere), and represent AWF in donor meetings, regional and international meetings, conferences, seminars and workshops on sanitation development issues.
    • Establish and maintain active communication between the different stakeholders and work with them to ensure that they are adequately informed on portfolio progress.

    AWF Administration/Liaison:

    • Contribute to the AWF Annual Report, and the Annual Work plan and budget as required.
    • Respond to requests for information from the AWF Co-ordinator and the AWF team at HQ in a timely manner.
    • Participate in the co-ordination and organisation of AUSII/ AWF activities and participate in specific AUSII/ AWF events as required
    • Support the AUSII/ AWF resource mobilization activities
    • Undertake assignments as may be required by the AWF Co-ordinator from time to time

    Requirements

    • Hold at least a master’s degree in civil engineering, Sanitary Engineering, Waste Water Engineering, Sanitation and Hygiene, or related discipline.  Combination of a technical and economics or development financing qualifications will be an added advantage.
    • A minimum of 7 years of relevant experience related to project management, sanitation policy and strategy development, preparation and management of non-sewered sanitation and reuse projects preferably in urban and peri-urban settings and City-Wide Inclusive Sanitation approach.
    • Knowledge and some experience on sanitation financing instruments including concessional and blended finance, and guarantee products will be an added advantage for the position.
    • Ability to deal with sensitive issues in a multi-cultural environment and to build effective working relations with colleagues
    • Ability to lead a core sanitation team with supervision as well as part of a multicultural team and ability to work independently.
    • Ability to influence and participate effectively in actions to drive change

    Lead Risk Specialist

    Responsibilities
    Under the overall guidance and direct supervision of the PISD Director, the role will perform the following, but not limited to: 

    • Proactively engage with NSO Originating departments, Regional NSO Leads and relevant industry/sector specialists to review existing pipeline with a view to identifying challenging projects that require further improvement in terms of structure and financing solutions to improve bankability and quality at entry in line with the Bank’s policies and procedures for Non-Sovereign Operations (NSOs).
    • Develop solutions to complex/innovative and transformational projects to inform proactive deal structuring to address credit risk challenges/concerns.
    • Early and close engagement with the Credit Risk Management Function (PGRF) to better understand and address credit concerns to complex, innovative and transformational transactions and /or unlock deals being tentatively considered by CRC.
    • Work with origination departments to build/promote a culture that strikes a balance between taking more risk and minimizing and/or mitigating the impact thereof on the Bank’s key prudential ratios.
    • Advise the VP, PIVP on general strategic issues that may impact processing of transactions from a credit perspective.
    • Participate in high level discussions between the VP, PIVP and Senior Management of the Credit Risk Management Function (PGRF) and other complexes as may be required to discuss key considerations of select complex or transformational projects, or to have strategic discussions around risk considerations of projects based on market trends, etc.
    • Actively support the process of reviewing the Bank’s Non-Sovereign Operations policies and processes to ensure internal consistencies and where possible, propose amendments taking into account emerging trends, benchmarking with other DFIs and best practices.
    • Early engagement with FIST/PSF where credit enhancement may be required.
    • Work closely with FIRM to seek available Trust Funds/Resources that can be blended with Bank resources for co-financing.
    • Participate in high level Bank engagement and assist in designing appropriate facilities or interventions to provide bespoke support in Regional Member Countries as required.
    • Support originating departments through knowledge sharing on lessons learnt from previous transactions, coaching and mentoring to improve the overall credit risk culture.

    Requirements

    • A minimum of a master’s degree in Risk Management, Finance, Business, Economics, Law, International Development, or any other discipline relevant to the position.
    • A minimum of eight (8) years of relevant professional experience in credit risk analysis and management, preferably in a development finance institution or private sector banking environment.
    • Proven experience in guiding business units and senior management in implementing risk management frameworks and initiatives.
    • Strong knowledge of risk assessment, internal capital adequacy framework and risk appetite, deal structuring, and risk management techniques in emerging and underdeveloped markets, including Africa.
    • Expertise in credit risk management products, tools and techniques, hedging, derivatives, capital adequacy standards and structured credit instruments.
    • Proven ability to enhance portfolio quality using risk tools and methodologies, syndication, collateral management, structured financial products and risk derivatives
    • Familiarity with risk strategies, policies, procedures and practices of multilateral development institutions, in particular the AfDB.
    • Strong ability to structure NSO transactions, develop innovative solutions and challenge the status quo to develop the Bank’s private sector image and business in the region and its markets.
    • Strong analytical and problem-solving skills.
    • Proven track record of influencing decision-making at a senior level and fostering collaboration across multidisciplinary teams.
    • Excellent spoken and written English or French, preferably with a working knowledge of the other language.
