    Roving Health and Nutrition Coordinator

    SCOPE OF ROLE:

    The Emergency Health and Nutrition coordinator is part of Save the Children Nigeria’s Roving Rapid Response Team responsible for the coordination and supervision of health and nutrition preparedness and emergency response in Nigeria. The candidate ensures project’s implementation, monitoring, and evaluation of approved plans and budget to effectively contribute to the achievement of projects’ result and Save the Children strategic goals to address anticipated causes of disease outbreak and provide lifesaving response during an outbreak. His/her management of this emergency response will ensure quality implementation in accordance with Save the Children’s policies and practices, Vision, Mission, and values.     

    REPORTING TO POSITION: Occasional oversight of deployed health and Nutrition Officers and Assistants

    Program Management:

    • Responsible for coordination of HF- emergency health and Nutrition response in Nigeria.
    • Collaborate with Sector leads, Health and Nutrition TAs and Early Warning Systems Manager in monitoring the SC- EWS and other National platforms for risk monitoring, timely identification of triggers and deployment of early actions. 
    • Prepare predefine interventions to mitigate the impact of a forecasted hazard and/or increasing risk profile.
    • Facilitate the mapping and development of context-based Health and Nutrition Preparedness plan. 
    • Provide support to ensure smooth and timely start-up and implementation of project activities as per the approved project plans and budget.
    • Coordination and engagement with the ministry of health, WHO and other relevant partners to mobilize and harmonize resources, and collective monitoring of trends for timely response. 
    • Support the resource management and prepositioning of health and Nutrition emergency stock and facilitate immediate distribution of the relief kits during emergency. 
    • Lead the project quality implementation, including development of financial and operational planning and implementation in line with the anticipatory actions.
    • Facilitate activation of Risk Communication and Community Engagement, disease case management and surveillance mechanism and establishment of referrals cases to identified treatment/isolation centers.
    • Initiate and facilitate linkages, coordination and integration with other similar partners or related programs/projects for coordinator response. 
    • Serve as focal point for regular liaison and communication with projects internal and external stakeholders.
    • Conducts regular field visits and review meetings and manage all Save the Children resources (equipment, supplies, HR) committed to HF health and nutrition response.

    Budget Management and Donor Compliance:

    • Prepare monthly work plan based on approved Detailed Implementation Plan (DIPs)
    • Manage budgets jointly with Rapid Response Manager, Deputy Director Programme Operations, including phasing of budgets as per work plans, monthly review of budget versus actual expenditure reports, identification of gaps in financial management and required actions to address them
    • Ensure the project has clear plans (Procurement, Work plan, Recruitment plan, BVA and Phased Budgets)
    • Ensure effective and efficient utilization of projects budget and other resources for intended purpose including assigning resources to partners and follow up on budget utilization and project expenditure as needed.
    • Work with other internal stakeholders to ensure appropriate staff and partner training and capacity on compliance with donor and organization regulations.
    • Awards efficiently monitor and track burn rates, reporting and financial compliance issues to proactively identify and address any problems.

    Representation and communication:

    • Represent SCI nutrition and participate in internal coordination and share up-to-date information within the sector.
    • Documents findings and recommendations of field visits for follow-up actions; shares as appropriate.
    • Actively participates in the development and submission of program reports, ensuring completeness, accuracy and timeliness.
    • Documents lessons learned in specific technical areas.

    Policy Analysis, Policy Engagement and Advocacy for Policy Change:

    • Contribute to health and nutrition learning and research that supports the sector advocacy objectives and lead the implementation research necessary for evidence-based advocacy.
    • Represent the organization at all relevant technical external task forces, working groups, seminars or other meetings as approved by the sector head and use these meetings to negotiate strategic, project and advocacy positions.
    • Develop good relations with other NGOs, development and UN agencies working in the sector and where possible forge alliances to influence key actors around advocacy objectives.
    • Ensure that the voices of children guide advocacy and policy change objectives and related activities.
    • Compile, Analyze and interpret nutrition response data and provide regular updates to government and NGO coordination bodies as requested, and use the information to justify decisions on further resource allocation.
    • Participates in identifying, coordinating, and implementing operational research studies to pilot and scale-up effective direct interventions in coordination.  

    Programme Quality and Effectiveness:

    • Ensure that project officers are meeting both internal and donor technical standards and requirements. This includes oversight of implementation quality, reviewing, editing and signing-off reports to ensure they are of an acceptable technical and presentational quality.
    • Participate in field-based project monitoring and review meetings.
    • Liaise with Programme Operations staff to identify technical support needs of projects and staff, and jointly agree on specific and time bound support needs of projects and staff in relevant technical areas.
    • Provide technical training to ensure that the project staff have the necessary skills to technically implement the project.
    • Assist project staff in the use of emergency health and nutrition and cross-cutting tools and guidelines to ensure the quality of work. These include, among others, child participation, child right programming and mainstreaming of gender, diversity, and HIV/AIDS.
    • Prepare work plans, in consultation with Field manager and Nutrition technical team and ensure that implementation is up to date.
    • Undertake regular field visits to project sites to ensure technical quality and timeliness of ongoing work.

    Documentation and Reporting:

    • Provide accurate, complete, and up-to-date information required for effective strategic and tactical planning in the Nigerian Response.
    • Work with the health/nutrition and MEAL team to ensure quality data is produced, collated, compiled, and shared.
    • Prepare regular/mandated program/project reports for management to keep them informed of program progress.
    • Build the capacities of the ERT team to produce quality reports.

    Program Finance, Logistics and Administration:

    • Assist in staff recruitment and training, conduct performance monitoring in collaboration with HR, and ensure that standards and protocols are adhered to.
    • Timely submit the procurement requests for all projects
    • Review and manage program budgets and ensure that there is regular alignment of the budget regarding expenditures.
    • Coordinate very closely with logistics in order to ensure that there is no break in nutrition program supplies.
    • Organize and follow-up on all other procurements needed for the projects.

    Safeguarding:

    Flag safeguarding concerns noticed during programme implementation as well as share good practices identified in the field.
    All children and programme beneficiaries are provided with ongoing, age-appropriate verbal or written information in relevant languages about Save the Children’s Safeguarding Policy and Code of Conduct.
    Support safeguarding team in carrying out safeguarding risk assessment and develop a mitigation plan when needed.
    Others:

    The post holder may be responsible for additional tasks and duties as and when required to support the overall Country Programme, regional and head office priorities.

    Qualification and Experience:

    • Recommended a minimum of 3 years management experience in a humanitarian and development environment, including significant field operations experience running emergency programs.
    • Bachelor’s degree in public health, Nursing, Medicine, or related field. MPH would be added advantage. 
    • Experience of emergency program cycle management and well known the intervention area.
    • Significant knowledge of humanitarian and development systems, institutions and donors and best practices in emergency management
    • Substantial experience and knowledge of effective budget monitoring 
    • Ability to analyze information, evaluate options and to think and plan strategically.
    • Excellent interpersonal communication and presentation skills
    • Fluency in written and spoken English and at least one major Nigerian Language
    • Ability and willingness to travel frequently, live and work in difficult physical conditions in an area of potential insecurity.

    Child Health and Immunization Specialist

    ROLE PURPOSE:

    Under the COP, the Child Health and Immunization Specialist will lead the implementation of the technical and research aspects of the programme within the state. S/he will be accountable for the quality of interventions and for the capacity building of health workers at state, LGA and health facility. S/he will be responsible for ensuring timely provision of high-quality technical assistance by in-country and UK based technical advisers and external consultants (if appropriate).   S/he will support the State Programme Manager to ensure that planning, budgeting, implementation, monitoring and evaluation as well as donor reporting functions are executed efficiently and effectively so that the project achieves its purposes and outputs.   

    KEY AREAS OF ACCOUNTABILITY

    Programme Quality:

    • Provides technical expertise and oversight to ensure programs are of high quality and comply with the country and SCI standards.
    • Coordinates in-country and UK based technical advisers and external consultants as needed. 
    • Supports the COP and State Programme Manager in the development of high-quality programming, annual plans, and budgeting processes for the programme, as and when necessary. 
    • Contributes to the formulation of key program questions that will help to advance the evidence base and leads design of targeted evaluations.
    • Ensure the programme operational and analytical research, coordinate the publication and dissemination of results, and ensure that research informs advocacy. 
    • Actively contribute to the process of learning, evaluation, capturing and disseminating lessons from the programme for continuous improvement of programme performance and overall outcome.
    • Work closely with the programme team to ensure that other technical sectors are coordinated, integrated, and support each other to optimize the project purposes and objectives.
    • Contribute to the preparation of quality quarterly and annual reports and timely submission of deliverables.
    • Any other duty assigned by the Chief of Party.

    Capacity Building:

    • Identify learning and training opportunities for project staff, and work as a mentor and role model for less experienced staff. 
    • Build capacity of health workers and other sector staff to implement quality programs.

    Representation & Advocacy & Organisational Learning:

    • Represent the programme on all technical working groups, partners, and stakeholders’ forums. 
    • Create partnerships with Ministries of Health and other relevant organizations, WHO, and UNICEF to maximize program impact and harmonize agendas. 
    • Ensure that Save the Children's work is coordinated with efforts of other agencies and Government, and take a leadership role within the Health Sector, ensuring the specific needs of children are being addressed. 
    • In collaboration with the Advocacy team, assist in advocacy activities that target decision-makers at all levels.
    • Ensure that learning, experiences, and evidence generated on the research component of the project is documented and presented to the right forum.

    QUALIFICATIONS AND EXPERIENCE:

    • Minimum of a bachelor’s degree in medicine, health, nursing, public health is required; a health professional (MD or nurse) with clinical training skills (pre-service and/or service clinical training) preferred. 
    • Minimum of 5 years’ experience implementing and delivering technical assistance to maternal, newborn and child health programs in developing country settings. 
    • Demonstrated expertise in program development and management of child survival and strong experience in immunization service delivery. Program design and implementation required; must have experience facilitating training, supportive supervision.
    • Excellent writing and oral communication skills.

    Project Manager- GSK Immunization Project

    ROLE PURPOSE: 

    The project Manager provides leadership and managerial oversight for the administrative, programmatic, and operational aspects of the programme in designated state. Under the supervision of the Chief of Party, s/he will oversee the day-to-day implementation of the programme and will have shard accountability for the quality of interventions and for the effective financial and operational management including financial and budgetary oversight, timely implementation of activities, and effective stakeholder relationship management. S/he will also be responsible for developing and maintaining strong working relationships with the donor, government, and partner agencies, operating in the State and federal level. The PM is responsible to oversee the development, implementation, and adherence of Monitoring and Evaluation systems put in place, work plans, technical program quality standards (including processes and procedures and reporting), and adherence to the donor and SCI regulations.

    KEY AREAS OF ACCOUNTABILITY:

    In consultation and agreement with the Chief of Party, provide.

    • Overall responsibility for the direction and coordination of the programme in designated State.
    • Attract and maintain strong working relationship with partners and stakeholders. 
    • Ensure state level representation by the programme on behalf of Save the Children, builds trust and influence with Government and other key stakeholders, highlighting where effective practise can positively influence policy.
    • Lead the development of high-quality programming, annual plans and budgeting processes for the programme, as and when necessary.
    • Ensure that an effective monitoring system is in place in the programme state for achieving agreed targets and sound financial management, as well as ensuring that value for money can be effectively demonstrated to the donor.
    • Oversee the state programme operational and analytical research, coordinate the dissemination of results, and ensure that research informs advocacy.
    • Ensure that other technical sectors in the state (e.g., Nutrition, Advocacy) are coordinated, integrated, and support each other to optimize the project purposes and objectives.
    • Lead on the submission of the state quarterly and annual reports and submission of deliverables.
    • Inspire, lead and motivate the state programme team to deliver project objectives, including technical advisors and consultants, and the finance and admin staff working on the project.
    • Ensure the project and its team comply with the requirements of Save the Children’s Safeguarding Policy to ensure maximum protection for children, adults, and the environment.

    Program Management and Implementation:                       

    • Oversee the development and successful implementation of state work plans for the programme components. 
    • Ensure the smooth running of all routine and supplemental immunization with a view to reducing unimmunized and zero dose activities.
    • Work closely with the Programme MEAL Team and the CO MEAL Team to develop appropriate monitoring and evaluation plans and with managers of technical components to ensure technical program objectives are met.
    • Ensure compliance with all grant provisions, and timely fulfilment of the State programmatic reporting requirements.
    • Lead the development of Detailed Implementation Plan (DIP) and procurement plan for the component of the project within the state.
    • Initiate and oversee timely implementation of approved activities and ensure excellent budget management to ensuring minimal variance on approved state budget of the project monthly.
    • Maintain and ensure the timely and accurate updating of project management tools and PRIME.

    Human Resources Management and Administration:

    • Supervise assigned programme and support staff: maintain updated job descriptions for each position, conduct periodic reviews and Develop to Perform to identify staff skills and development needs.
    • Ensure that all staff and partners are aware of and understand SCI policies and procedures; take appropriate measures to ensure adherence.
    • Ensure all administrative procedures are followed, such as those regarding vehicle use and procurement; ensure logistics/administrative staff provides sufficient and timely support to the team.

    Representation and Leadership:

    • Maintain good working relationships with government officials.
    • Represent SC and maintain good working relationships among the international and local NGO community, among community leadership structures and community-based organizations, and to visiting donor teams and other key contacts. 
    • Maintain focus on SC programme principles.
    • Encourage teamwork, openness, and honesty among staff and between SC and its partner

    Safeguarding

    • Liaise with Safeguarding focal points in conducting ssafeguarding risk assessment and develop a mitigation plan when needed.
    • Ensure Safeguarding is mainstreamed into all programme activities.
    • Responsible for ensuring new staff, partners and volunteers undertake safeguarding induction and refresher training for all.
    • Flag safeguarding cconcerns noticed during programme implementation as well as share good practices identified in the field.

    Working Experience: 

    • At least 5 years of experience in programme management and administration, financial management, award contractual compliance, sub-award management, and tracking project performance and costs via specific funding streams. 
    • At least 3 years of experience managing a programme that focuses on at least four of the following areas:  prevention and treatment communicable childhood illnesses; social and behavioral change; quality improvement/quality assurance; and civil society capacity building.
    • Demonstrated experience in successfully fulfilling performance objectives, including the timely implementation, and reporting of donor-funded program activities.
    • Strong understanding of key principles of advocacy, monitoring and evaluation, child participation and accountability.
    • Demonstrated ability to manage, motivate, mentor and direct staff while creating a positive team environment.
    • Ability to present results and products to the donor and other key stakeholders.
    • Willingness to work in remote, rural locations
    • Proven experience of managing donor-funded projects 
    • Sound understanding of different methodologies of M&E and operational research and experience in developing integrated M&E and Learning systems.
