    Behavioral Change, Communication and Gender Equality Advisor

    Contract Duration: Two months

    Role Purpose

    • The position will support the overall coordination of the BORN project BCC and GE implementation strategy in line with the costed extension work plan of the BORN project.
    • The role will support the projects to be more gender transformative and provide capacity building support to project staff and partners.
    • The role will liaise with project partners in ensuring proper and result oriented engagement with various community structures in the dissemination of targeted MNCH/SRH and COVID-19 information that are geared towards positive behaviour change.

    Dimensions of the Role

    • Ensure the delivery of Gender Responsive and adolescent friendly MNCH/SRH services and COVID-19 Response in the State
    • Work with Project Partners to provide technical guidance and strengthen the activities of 100 women groups, male champions, first time mothers at community, LGA and State level
    • Provide technical inputs to all activity design and implementation that ensures the promotion of gender equality and adolescent friendliness.
    • Work with Girls Out Loud Moderator to facilitate the roll out of the Girls Out Loud strategy, including ensuring proper recruitment of the girls in accordance with laid down eligibility criteria, provision of adolescent friendly coordination of the process and result oriented implementation of key action plans identified by the girls.
    • Liaise with the State COVID-19 Risk Communication and Community Participation sub-committee of the State COVID-19 Taskforce, as well as, with the State and LGA Health Education Officers including the Ministry of Women Affairs and Child Development to ensure the dissemination of targeted gender responsive MNCH/SRH, and COVID-19 messages.
    • Work with the Project M&E Advisor to set standard for achieving project targets, as well as, participate in the monitoring of progress made by the project partners in meeting their contractual obligations.
    • Contribute to the reporting process within the project (monthly, semi-annual and final project reports).

    Accountabilities

    • Ensure that the Project Gender Equality initiatives are aligned with both the Country and Global Gender Equality and Inclusion strategies.
    • Foster strong relationships and work closely with stakeholders at state, LGA and community level on gender and inclusion work to keep abreast of key policy changes and relevant external issues, and to maximize their role as advocates for the change Plan International Nigeria aims to achieve.
    • Create strategic partnerships and close coordination with all stakeholders, including the Government and its relevant agencies, civil society, and donor agencies.
    • Ensure strong linkages with the Governance and Monitoring, Evaluations and Research (MER) units so that advocacy and gender and inclusion initiatives and reports are based on evidence.
    • Represent the Project at meetings and events where necessary.
    • Work with Regional Office and International Headquarters to strengthen and support Gender transformative programming.
    • Collaborate with the Country Office and other sister Projects within Plan International Nigeria on key country-wide gender equality initiatives.
    • Assume any other responsibility as assigned by the Head of Programs & business Development.

    Administration and Finance:

    • Ensure that administrative support functions are established and maintained in accordance with Plan International administrative policies and procedures.
    • With support from the Finance and Administration Team, ensure that all finance policies and procedures are adhered to.
    • Ensure partner budget preparation are gender equality and adolescent friendly, setting the parameters and ensuring spends and forecast are in line with plans.
    • Coordinate mobilisation of financial resources related to gender and inclusion activities.
    • Ensure that reliable communications/information management facilities are established and maintained.
    • Ensure project staff are familiar with usage and procedures of relevant gender equality protocols.
    • Liaise with the Project HR and Admin Manager to ensure timely execution contracts relating to BCC/IEC materials development, as well as, appropriate provision of all logistics support for the smooth implementation of Gender Equality and BCC related activities.

    Policy, Research and Networking:

    • Represent the Project at the LGA and state level and contribute to the visibility of Plans' work in relevant forums and networks in the State in the area of Gender Equality or as delegated.
    • Ensure quality technical input into research documents and publications
    • Have and maintain updated knowledge on state, national and global policies. Laws and other related documents on Gender Equality programming.
    • Assume any other responsibility as assigned by the supervisor.

    Technical Expertise, Skills and Knowledge
    Essential:

    Required Knowledge and Experience:

    • Graduate in any Social or Public Health discipline, preference will be given to candidates in a gender, human rights, development studies – specializing on gender and development or social development related discipline.
    • At least 5 years’ experience working in the sector, including field and management experience.
    • Strong knowledge of child and women’s rights and gender justice.
    • Proven record of accomplishment of leadership within an international organization.
    • Compelling influencer and communicator – able to inspire, build consensus and bring people together around a common agenda.
    • Experience with a diverse set of stakeholders at all levels of an organization.
    • Project management and grant development experience.
    • Demonstrated expertise in implementing, and monitoring inclusive, gender-equitable development programs
    • Demonstrated problem solving skills, collaboration experience, creativity and willingness to innovate
    • Experience drafting project reporting and monitoring project progress
    • Experience of managing people and ability to build, develop and motivate a high performing team, prioritizing effective cross organizational working as a key element of high performance.
    • Experience of managing budgets and planning and reporting protocols.

    Preferred Skills, Knowledge and Experience:

    • In-depth understanding of gender and inclusion issues and how these link together with the child rights and human rights based approach;
    • Strong abilities in program design, implementation, monitoring and evaluation.
    • Sound knowledge on issues of inclusion (marginalized groups including people with disabilities, people living with HIV/AIDS, indigenous minorities, etc.).
    • Ability to effectively advocate for, lobby and present issues to internal and external audiences for children’s right, gender equality and inclusion.
    • Demonstrated ability to produce clear, concise reports, concept notes and other documentation.
    • Ability to train others in gender and inclusion related matters.
    • Expertise in child rights and a passion for development.
    • Strong ability to communicate complex technical or policy issues in simple and clear terms.
    • Excellent communication skills that effectively represent an organization’s mission and values internally and externally.
    • Strong team building and management skills in a virtual or matrixed relationship.
    • Confident public speaker.

    Monitoring and Evaluation Intern

    Location: Maiduguri, Borno

    Role Purpose

    • The Monitoring and Evaluation Intern will support the implementation of the Project in the context of north-eastern Nigeria.
    • The purpose of this role is to provide timely, accurate information on project implementation and ensure that monitoring and evaluation are in line with specific project FAD/donor requirements.
    • The role’s support is to achieve accountability, transparency and programme quality in project locations.
    • The post holder is to ensure that project activities are in line with the Logical Framework and relevant Plan International MERL guidelines.

    Dimensions of the Role

    • Communicates with the M&E coordinator and across Plan International, with Donor and field level implementing partners.
    • The post holder will support the establishment of a systematic Monitoring and Evaluation system.
    • The post holder will interface and support programme team members and programme coordination.
    • The role requires strong facilitation and organisational skills along with the ability to analyse and communicate complex information to all staff, partners and other stakeholders.

    Accountabilities
    Project Management:

    • Provide guidance and technical support to the implementing project team, in all phases of the project cycle.
    • Develop two months activity implementation plan with the project team.
    • Support regular monitor visits and if required project action plans revisions and modifications.
    • Working with M&E Coordinator, to ensure adequate data capturing of project beneficiaries.

    In collaboration with the Field Team, M&E coordinator and other relevant staff, the M&E Intern will:

    • Support to ensure that M&E-specific elements of local partner capacity strengthening plans are successfully implemented
    • Report results of M&E activities by providing written documentation about progress toward achieving indicators/targets, as appropriate
    • Provide leadership at project location level on M&E to ensure the program technical integrity to achieve program goal and corresponding objectives and targets
    • Ensure high-quality implementation, in close collaboration with the Field based team and the M&E coordinatorr, and consistency in protocols, information and reporting systems.
    • Lead efforts at project location to monitor and evaluate project interventions, document results and provide feedback to stakeholders to guide decision-making
    • Lead efforts to utilize training monitoring systems to track and monitor trainers and participants at training events to facilitate follow-up and recordkeeping.
    • Utilize the training data collected to inform strategic decision-making and project planning.
    • Support targeted evaluations and operations research, including design, data collection, management and analysis.
    • Ensure quality of data through data verification procedures, including routine data quality audits
    • Support to ensure that relevant data (5Ws, 3Ws and related MIS data) are entered into organization-wide data management system designed to capture, analyse, and disseminate project data.
    • Lead in the conduct of emergency assessments, field level Market price, cash/in-kind distribution, YSLA monitoring and post distribution monitoring, data collection, analysis and reporting of results.

    Responsibilities

    • Work closely with the M & E Coordinator, CRM Officer and Youth Engagement Officer in conducting all MEAL activities, including the preparation of materials, planning of training, training enumerators, data collection supervision, data cleaning and analysis.
    • Leverage strong quantitative skills to design surveys, analyse data, and mentor enumerator teams
    • Provides support in creation of strategic partnerships and implementation of the resource mobilization strategy.
    • Provides support in ensuring facilitation of knowledge building and knowledge sharing.
    • Perform any other support functions as directed.
    • Provide support in implementing a Robust Child Friendly Feedback Mechanism in line with Plan International policies and guidelines.
    • Contribute to all activity implementation, including periodic monitoring of life-skill
    • Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.
    • Implement other task within the organization, as assigned by the line manager.

    Technical Expertise, Skills and Knowledge

    • Bachelor's Degree in Project Management, Social Sciences, Mathematics and Statistics.
    • Less than one-year post NYSC experience
    • Knowledge in developing an M&E system.
    • Knowledge of child safe guarding.
    • Familiarity with an NGO setting especially on peace building and conflict resolution.
    • Well-developed analytical and writing/presentation skills.
    • Demonstrate good knowledge and skills of Information Technology, in order to support the development and maintenance of database system of the project.
    • Desirable to have specialized formal training on IT systems, database, business software, and/or web-based applications and proficiency in MS Office applications.
    • Team player, able to work respectfully and cooperatively with colleagues of different national and cultural backgrounds.
    • Excellent organization, and record/file keeping skills to ensure information, knowledge, and data are reviewed, maintained and monitored.

    Gender Equality and Inclusion Assistant

    Location: Mubi, Adamawa

    Role Purpose

    • Assist Gender Officers in Borno in ensuring project processes, activities and outputs are in line with the project Gender Equality and Inclusion Strategies and also contribute to Plan International Nigeria, Donor, National, State and local level commitments to Gender Equality and Inclusion.
    • This position will also be responsible for supporting GE officers in capacity building of local partner and NCWS staff in the area of key gender equality and inclusion mainstreaming approaches and tools and management of the ‘Integrated Education for Adolescent Girls in Northern Nigeria’ project.

    Dimensions of the Role

    • Aid in the implementation, activities monitoring of the ‘Integrated Education for Adolescent Girls in Northern Nigeria’ project in line with donor expectations, as well as Plan International Global and National ambition on gender equality and inclusion and its Humanitarian Response Strategy.
    • Work with community volunteers/mobilizers, NCWS and non-governmental partners on Gender Equality and inclusion issues including trafficking, early and forced marriage, early pregnancy and gender-based violence.
    • Will assist the project gender equality officers integrating gender equality and inclusion in children’s education (especially adolescent girls) across project strategy and implementation processes in Asikira Uba.
    • Act in other capacities as agreed with supervisors and the project Gender Equality and Inclusion Coordinators.

    Accountabilities
    Project Management:

    • Assist to provide life skills refresher training to girls and organize discussion sessions
    • Assist GE officers to ensure adolescent girls and boys are trained in life skills, including conflict resolution, self-protection and communication skills
    • Assist GE officers to ensure parents and caregivers are trained on positive parenting of adolescents, especially girls, including addressing gender barriers such as gender-based violence.
    • Hold community dialogues with male and female traditional community and religious leaders on girls’ education
    • Support LGA members and National Council of Women’s Societies to become mentors for out of school girls including young mothers
    • Participates in meetings with male and female leaders and SBMC/CBCPC members to share updates, progress and challenges in supporting girls’ education and in referrals to appropriate services
    • Work with the project team to establish a community-based monitoring and accountability system for girl’s enrolment and retention.
    • Support to Provide referrals for CP support to CAFAAGs and UASC
    • Ensure Inclusion of gender transformative messaging in in-service teacher training on ALP; and ensure the participation of female teachers; Consider the ratios of female to male ALP teachers and make recommendations
    • Support to conduct and facilitate girl friendly discussion, which will also be a space to provide them with activities that will enhance their ability to gain confidence and knowledge on how to care for themselves, and in some cases
    • Consult with girls and boys to establish safe school-based and community-based feedback and complaints mechanisms
    • Hold awareness raising with schools and communities, particularly adolescents, on the child friendly feedback mechanism as well as Plan’s Safeguarding Policy 
    • Assist to organize and facilitate girl’s friendly discussion groups
    • Train student representatives on children’s rights, including protection from SRGBV and girls’ rights to education, as well as facilitating use of school-based child-friendly feedback mechanisms
    • Work with GE officers, NCWS/partner staff to establish girls’ clubs in schools and train facilitator/ mentors
    • Support girls’ clubs' activities such as safety mapping, awareness-raising, design and monitoring of complaints mechanism.

    Information and Coordination:

    • Liaise and provide project updates and reports on a frequent basis and whenever required and agreed as per the reporting timelines and the supervisor
    • Represent Plan International Nigeria in coordination meetings (CPSS, GBVSS, etc at the state and field levels.

    Technical Expertise, Skills and Knowledge
    Essential:

    • A Bachelor's Degree in Social Sciences / Art with background in Gender Studies, Advocacy and Influencing or an equivalent from a recognized University.
    • At least 3 years’ practical work experience in mainstreaming Gender Equality and Inclusion in projects especially Humanitarian programs.
    • Proven understanding of Gender programming concepts, adolescent programming and community approaches to development.
    • Experience in working with M&E in conducting Gender Equality activities including some understanding of M and E processes.
    • Knowledge and experience with community mentorship program and Gender Equality and Inclusion approaches.

    Desirable:

    • Ability to analyse large data sets through a gender equality lens.
    • Communicates clearly and effectively appropriate to the audience
    • Ability to work with multiple stakeholders and maintain strong relationships.
    • Excellent report writing skills
