    PRINCIPAL ACCOUNTABILITIES

    • Manage, motivate and instruct planning team members

    • Structure tasks and goals, and establish efficient courses of action, set priorities, organize information and resources, efficiently execute daily tasks with considerations for high productivity through the effective allocation and utilization of task to planning staff. Always attend ongoing operations and be accessible via radio.

    • At the time of shift change/commencing operation check if hot-seat shift change taken place in Control room effectively and all POW commence operation.

    • Assure deployments and utilization of gang and equipment.

    • Verify crane programs prepared by vessel planner and rearrange if required to improve performance or utilization of quay and yard equipment.

    • Verify yard allocations made by yard planner to ensure maximum use of yard space and equipment.

    • Monitor gate traffic and advice to rearrange allocations if required.

    • Monitor the deployment of equipment for coming hours and supervise to rearrange equipment deployment and crane or containers plan if required.

    • Assure upcoming vessel plan and recourse plan, coordinate with berth planner and cargo controller if any amendment required.

    • Ensure vessel plan is approved/prepared considering stack weight, height limitation, special stow, IMDG segregation and other stowage conflict on berthed/upcoming vessels.

    • Closely monitor vessel, barge, rail, gate and landside operation, troubleshoot as and when required by coordinating controllers.

    • Look for an opportunity to perform duel and twin operation and coordinate with planner to utilize it.

    • Assure IMDG segregation is maintained in yard/vessel according IMDG stacking standards.

    • Liaise with shipping lines for vessel plan and changes.

    • Maintains continuity of planning process by administrating records in shift log & ensures handing over to the incoming shift.

    • Guide and monitor Controllers and planners performance and activities intervene as and when required.

    • Monitor lookahead in TOS to prearrange 

    • Reports system outage to System Administrator and in logbook.

    • Reports container leakage to shipping lines, documentation, customer service, billing and property/insurance controller.

    • Communication and coordination with shipping lines.

    • Review all activities in time to time and to coordinate with controllers and planners to improve efficiency and performance.

    • Act in place of control room in charge in shift and to assist shift manager as and when required.

    • Reports malfunctioning of reefers to shipping lines and follow-up further requirements.

    • Ensures adherence to procedures during exceptions.

    • Maintain cleanliness of the office.

    • Performs any other tasks assigned by superior to improve terminal efficiency and performance.

    CRITICAL KNOWLEDGE AND EXPERIENCE

    • High school diploma plus a college degree in Logistics, Operations Management, or related discipline. 

    • 3 years of previous experience in the port execution operations or planning

    • 5 years of previous leadership experience involving on the planning or administrative sector managing large amount of workers

    • Good knowledge of vessel & yard planning. Overall knowledge of terminal operation

    • Requires good verbal and written communications skills in English and the local language.

    • Has familiarity with the strict implementation of procedure, process and best practices in planning command centre, stevedoring and terminal operations.

    • Requires good interpersonal skills to interact across section of the company’s departments, at all levels, and with customers.

    PRINCIPAL ACCOUNTABILITIES

    • Ensure all equipment necessary to work vessel is ready and at the correct yard location prior to start of operations.

    • Ensure operations are executed in accordance to priorities set by the Shift Manager, report any problem areas of operations and implement the agreed changes to resolve the problems.

    • Ensure the optimum utilization and reduction of idle time for all equipment employed during the designated shift, by monitoring equipment work in the Terminal Operating System (TOS) and allocating equipment where required to achieve planned productivity levels.

    • Develop a thorough understanding of the TOS with regards to equipment control and planning functionality and utilize them to the full in terminal operations.

    • Maintain a watch over the terminal area for unsafe working practices.

    • Contribute to “on the job” training of staff and undertake other duties within capabilities as required by management.

    • Plans for meal breaks and relief of equipment operators.

    • Monitors the TOS to identify potential clashes and delays in the yard.

     

    Yard Equipment Controller (RTG, RS, ECH):

    • At the time of shift change/commencing operation look after all the Yard equipment are logged in VMT/RDT as planned based on manning allocation.

    • If any operator not reported/logged-in VMT/RDT, report to yard foreman/supervisor to trace operator to deploy on machine.

    • Allocate equipment according current workload, rearrange CHE range if required. 

    • Create Move hour recap (yard operation forecast report) prearrange for following hour operation.

    • If equipment not available or yard congestion advice Vessel planners to change vessel plan or crane program in advance.

    • Inform yard planner about the availability of yard equipment’s in advance to align yard plan accordingly.

    • Follow-up RTGs block to block transferring and movements, Rearrange CHE ranges during real time operation as required.

    • Monitor the idle time of all Equipment and ensure that the idle time does not exceed beyond a specified limit. Follow up with the concerned operator to resolve problems if any.

    • Follow-up long standing trucks and coordinate with yard supervisor to prioritize the job.

    • Coordinate with gate controller, if any exceptions.

    • Monitor CHE uncovered jobs and arrange equipment to execute the job.

    • Reduce and increase Equipment’s in operation according operational requirements. Ensure equal distribution of jobs for similar equipment’s at all times.

    • Monitor vessel discharge and loading in progress containers, assure no long waiting trucks in yard for grounding or loading.

    • Report to technical planner if any equipment breakdown and to define priorities. update internal report for further reference.

    • Coordinate with execution supervisors to manage exceptions.

    • Monitor operator callback request in TOS and contact the operator on time.

    • In the event to system breakdown/failure, communicate with equipment operators over VHF radio to facilitate execution of operations.

    • Report all exceptions and preparations to Planning superintendent and Shift manager. 

    • Always analyze, status of the equipments (e.g. breakdown, working, under planned or corrective maintenance).

    • Ensure to allocate RTGs in designated area if scheduled for PM Service and not to interrupt yard operation.

    • Logout all equipment VMT/RDT from XPS prior shift change (5 minutes before shift change).

    • Handover all operational details to following shift and report to Planning supervisor

    • Performs any other tasks assigned by superiors to improve terminal efficiency or performance.

    TT (Terminal Truck) Controller:

    • At the time of shift change/commencing operation, look after all the TTs are logged in as planned based on manning allocation requirement.

    • If any operator not reported/logged-in VMT, report to TT foreman/Supervisor/OLM to trace and to manage the situation.

    • Communicate the discrepancy between planned and actual figures to OLM and Share the details with Shift Manager.

    • Communicate with Planning superintendent/Shift Manager to understand the priorities in order to deploy TT in pool associated to POW and turn dispatch mode to truck.

    • Monitor Vessel/Yard related activities to re-arrange Trucks for specific Crane/Yard location, TT to be reduced from busy yard location or special handling at quayside for specific POW.

    • Follow-up ITVS idle time and performance, communicate with execution supervisors to handle exceptions.

    • Manage Trucks refuel, break, shift change preparation and any other exceptions by coordination with TT foreman/Supervisor/OLM.

    • Update all exceptions and preparations to Planning superintendent and Shift manager.

    • Monitor actives jobs and in progress transactions to track trucks waiting/idling and delay.

    • Coordinate with RTG controller to manage longstanding Trucks.

    • Communicate to Yard/vessel planners for rerouting any trucks from planned locations.

    • Analyze at all times, status of the equipment (e.g. breakdown, working, under planned or corrective maintenance). arrange ITV to send to workshop if scheduled for PM service.

    • Logout all ITV from XPS prior shift change (5 minutes before shift change).

    • Handover all operational details to following shift and report to Planning superintendent.

    • Performs any other tasks assigned by superiors to improve terminal efficiency or performance.

    Landside Controller:

    • At the time of shift change/commencing operation, look after all the planned activities to be completed during shift.

    • Coordinate with TT (Truck) controller to get the required number of Trucks for landside operation.

    • Rearrange CUP & CCU units work queue according priority, enable dispatching with available trucks in Pool for POW.

    • Scan and review containers positions and location to ensure no mis located nor without locations prior dispatching.

    • Sequence planned units according best pick to expedite shuttling.

    • Prepare shuffles well in advance by coordinating RTG operator.  

    • Pre-arrange equipment for Shuttling and ensure that equipment shall not remain busy with other activities.

    • Increase dual activity in shuttling by arranging CUP & CCO Work queues and to communicating to operators and supervisors. Nearest jobs which are in way of TT travel to reduce unladen ratio.

    • Close monitor shuttling trucks and work queue to expedite operation.

    • Ensure to align with shift demand and to achieve set target. Report all exception on time to Planning Superintendent and Shift Manager.

    • Coordinate with Yard/TT Supervisors to handle exceptions.

    • Monitor CHE uncovered jobs and communicate with RTG controller to arrange CHE range to execute the job.

    • Manage housekeeping and yard compact by coordinating Yard planner.

    • Handover all operational details to following shift and report to Planning superintendent.

    • Performs any other tasks assigned by superiors to improve terminal efficiency or performance.

    Gate & Rail Controller:

    • At the time of shift change/commencing operation, look after all road transactions (Export/MT Gate-in, Import-Gate out).

    • List out long-standing transactions and left-over units for prioritizing.

    • Prearrange yard equipment to execute within targeted time.

    • Track and Trace longstanding transactions to execute or cancel the transactions to maintain TTT (Truck turnaround time).

    • Coordinate and communicate with Yard equipment controller to arrange equipment in time.

    • Monitor looks ahead advice Yard planner to rearrange yard allocation to avoid yard clash.

    • Coordinate with Gate supervisor to manage gate flow and transactions.

    • Act as focal point for gate clerks and truck drivers, contact truck driver if required.

    • Communicate and coordinate with Yard supervisor for special units handlings.

    • Monitor Road queues and alert any Fail to deck units or shortage of yard allocations.

    • Monitor Train arrival and plan review incoming units and prepare yard plan by coordinating yard planner.

    • Review train outbound list and prearrange units for execution (prepare in advance any shuffles and segregations required).

    • Update train arrival and departure in TOS.  

    • Report all exceptions to Planning superintendent and Shift manager in time.

    • Handover all operational details to following shift and report to Planning superintendent.

    • Performs any other tasks assigned by superiors to improve terminal efficiency or performance.

    Barge Controller:

    • At the time of shift change/commencing operation, look after number barge alongside and operations.

    • Coordinate with TT (Truck) controller to get the required number of Trucks for barge operation.

    • Scan and review containers positions and location to ensure no mis located nor without locations prior dispatching.

    • Prepare shuffles well in advance by coordinating RTG operator.

    • Enable Barge POW to dispatch in assigned trucks in pool.

    • Increase dual activity in Barge operation and communicating to operators and supervisors. reduce unladen travel ratio to Barge shuttling trucks.

    • Increase opportunities to connect direct MT from barge to alongside vessels.

    • Close monitor barge trucks and work queue to expedite cargo operation.

    • Ensure to align with targets and progress. Report all exception on time to Planning Superintendent and Shift Manager.

    • Coordinate with Execution supervisors to handle exceptions.

    • Update barge arrivals and the stages in TOS and Barge booking App.

    • Prepare and handle required documents to execute barge operation.

    • Monitor and rearrange Barge plan by coordinating vessel plan. Initiate Barge outbound plan.

    • Monitor and coordinate barge units operation at yard, lookahead approach to avoid yard clashes, coordinate with controllers to handle units in yard within the time.

    • Communicate with yard equipment operators and supervisors for smooth and safe operation.

    • Coordinate with Yard planner for barge inbound units locations, allocations and segregations.

    • Ensure all units executed as planned, no leftover or rest in progress units upon finalizing barge operation.

    • Handover all operational details to following shift and report to Planning superintendent.

    • Performs any other tasks assigned by superiors to improve terminal efficiency or performance.

    REPORTING AND SCOPE

    CRITICAL KNOWLEDGE AND EXPERIENCE

    • High school diploma plus a college degree in Logistics, Operations Management, or related discipline. 

    • Requires at least two years of work experience as a dispatcher preferably in a container terminal, else within a transportation environment.

    • In depth knowledge of logistics, yard planning/lay-out and container terminal operations.

    • Require a certificate in hazardous cargo handling.

    • Possess effective analytical, numeracy, reporting and problem-solving skills.

    • Mast have a proactive approach to improving systems and procedures that will improve operational efficiency.

    • Requires some knowledge of TOS vessel and yard planning systems.

    • Requires an understanding of vessel & yard planning, vessel and yard operations.
